PIROPS Regional Program Coordinator M/F At French Red Cross

Context

Drawing on its unique expertise in supporting National Societies (Red Cross/Red Crescent) of small island states around the world, the Directorate of International Operations (DOI) of the French Red Cross reopened the South Pacific Ocean Regional Intervention Platform (PIROPS) at the end of 2024, with an office based in New Caledonia. PIROPS implements a large-scale disaster preparedness program in Vanuatu and Fiji (called Project 3 Oceans, financed by AFD), ensures rapid emergency responses at the request of the Pacific Red Cross National Societies, and develops disaster risk reduction projects in the Pacific region.

PIROPS is recognized as a strategic humanitarian actor in the Pacific region, both by national and local authorities and by components of the International Red Cross and Red Crescent Movement. It works closely with the Territorial Delegation of the French Red Cross in New Caledonia (DTNC).

Over the period 2025-2026, PIROPS will receive funding from various donors, including the AFD, the CDCS (Ministry for Europe and Foreign Affairs), and private partners. Other funding opportunities may be leveraged to expand emergency response capacities while strengthening the implementation of structuring programs focused on natural risk management, epidemic prevention, climate change adaptation, gender mainstreaming, and the sustainability of humanitarian action.

Reporting to the PIROPS Regional Representative, the Regional Programme Coordinator is responsible for the overall coordination, management and implementation of French Red Cross regional operations in the Pacific, covering all Disaster Risk Management (DRM) programmes, including disaster preparedness, emergency response, climate change adaptation, community resilience and disaster risk reduction.

This scope of responsibility integrates the key areas of PIROPS’ mandate in the Pacific, in particular first aid actions, the various themes linked to public health, as well as the strengthening of the capacities of National Societies.

The position is based in Noumea, New Caledonia, with frequent travel within the region.

Given the regional reach, the position requires fluency in English and French.

Description of tasks and responsibilities

Objective 1: Develop and implement the PIROPS operational strategy.

Objective 2: Manage the PIROPS Projects team and coordinate the implementation of regional programs and operations

Objective 3: Promote capacity building of National Societies and other national partners

Hierarchical links:

  • Reporting to the PIROPS Regional Manager (N+1)
  • The Regional Program Coordinator is responsible for managing the program team (at least 3 employees).

Functional links:

  • Support services (logistics and admin/fin) of PIROPS
  • GRC managers within the SN and partners
  • PRC, RRC, Gender, ACC and Environment technical referents at the CRF headquarters
  • National societies operating in the region and other actors of the CR/CR Movement

Conditions of employment

  • Type of contract : Fixed-term contract under New Caledonian law, cost-benefit bonus, SEGUR bonus
  • End-of-year bonus : equivalent to a 13th month pro rata to the time of presence
  • Holidays : 5 weeks of paid leave/year and 21 days of recovery

Required skills and knowledge

  • Proven experience in disaster risk management, with proven experience in disaster risk reduction
  • Excellent interpersonal and managerial skills
  • Very good command of the project management cycle, including budget management and compliance with donor requirements (experience with AFD, the European Union and the CDCS would be a plus)
  • Very good oral and written communication skills in French and English –
  • Good synthesis and analysis skills
  • Perfect mastery of IT (office suite, e-learning platform a plus)
  • Good knowledge of the RCRC movement
  • Excellent interpersonal skills and ability to work in a team with diverse and multicultural interlocutors
  • Excellent writing skills
  • Excellent technical representation skills, with ease in public speaking and defending positions in meetings and workshops

Specific requirements

  • Regular trips to the South Pacific region, particularly to Fiji and Vanuatu
  • Driving license
