The European Cooperative Society of Collective Interest “Humanitarian Logistics Cooperative,” also known as “hulo,” is the first humanitarian cooperative founded in June 2021. Led by humanitarian organizations and regularly welcoming new members, hulo aims to improve the impact of humanitarian aid by strengthening collaboration and implementing joint projects in the countries where it operates. At hulo, we believe that sharing and pooling resources and expertise among organizations contributes to increasing the performance of humanitarian logistics and the supply chain.

Our work is based on a collaborative and participatory approach, collective intelligence, and the facilitation of a community of practice. All our activities are structured around a common objective, involving several autonomous and interdependent stakeholders who cooperate horizontally. Governance is distributed, based on consultation, shared responsibility, and voluntary commitment.

In our seven countries of operation, spread across three regions, we implement joint initiatives in the areas of procurement, human resources, and the environment. In support of humanitarian organizations, we coordinate shared international humanitarian transport initiatives to address the most critical humanitarian crises. Finally, we are constantly developing digital solutions to serve the humanitarian community.

JOB DESCRIPTION

Within the Digital Projects Department, you will join the Design & Development team.

The department comprises around twenty people (internal resources and external contractors) with diverse expertise (Web Project Managers, Technical Manager, UI/UX Design Coordinator, Back-end and Front-end Developers, etc.), responsible for designing and maintaining applications made available to humanitarian actors. Currently, the teams are working on the design and deployment of three tools: ” Shared Resources ” (a mobile application for exchanging resources and services between NGOs), ” Transport by Hulo ” (a tool for managing shared transport), and ” Link ” (a tool for managing the supply chain of humanitarian organizations).

General objective of the position :

To gather and address the infrastructure needs of the Tech, Data, and Business teams by providing solutions that promote their autonomy and the security of the entire information system. In this capacity, to guarantee the reliability and scalability of the platform, by anticipating increased workload requirements and establishing an engineering culture focused on automation and observability.

Specific issues and challenges :

  • Job creation: the challenge lies in laying the foundations for a new role while working with a heterogeneous existing structure, partial documentation, and practices previously shared between teams.
  • To position oneself as a technical infrastructure expert within a development team, knowing how to assert oneself technically while remaining attentive to field needs.

Main tasks:

Under the supervision of one of the Full Stack Design Coordinators, your responsibilities will include:

  • Administer and develop the cloud infrastructure hosting Hulo’s application platforms and data “jobs”, ensuring reliability, security and cost control.
  • Provide development and data teams with standardized, reliable, and repeatable delivery processes and tools.
  • Implement a unified observability strategy covering all systems (application, job, infrastructure) to enable teams to detect, understand and resolve problems autonomously.
  • Ensure platform governance, manage access securely, and equip teams to operate autonomously.

Priorities for the first 3 months :

  • Structure the current documentation repository and identify any gaps.
  • Implement a system for orchestrating data processing jobs
  • Initiate the formalization of the threat model and the identification of associated mitigations
  • Improve tech teams’ visibility into the performance of their applications

YOUR PROFILE

Education/Experience :

  • Master’s degree (Bac+5) in computer science with a specialization in cybersecurity, data engineering, or software engineering
  • At least 3 years of experience in a similar position
  • Experience in the humanitarian sector is an asset

Required skills :

  • Proficiency in containerization tools (Docker, Kubernetes) and infrastructure as code (Helm, Terraform, etc.)
  • Knowledge of at least one cloud provider and its managed services
  • Experience setting up CI/CD pipelines (Github Actions or equivalent, ArgoCD/Flux, etc.)
  • Ability to implement a unified observability strategy enabling teams to independently detect, understand, and resolve incidents
  • Sensitivity to IT security issues
  • Ability to explain technical subjects in simple terms to non-technical audiences.
  • A desire to standardize practices, document them, and disseminate them to all teams
  • Fluency in French and English required

HULO WILL OFFER YOU THE FOLLOWING CONDITIONS

A full-time salaried position

  • Based in Montreuil with the possibility of working remotely in mainland France.
  • Permanent employment contract under French law.
  • Executive status with an annual fixed rate based on 1607 hours per year.
  • Salary conditions:
    • Gross annual salary: €43,075 over 13 months
    • 22 days of RTT (reduced working time) per year
    • AXA Mutual and Personal Protection Insurance (100% covered by Hulo)
  • Meal vouchers: face value of €8, 60% covered by Hulo
  • Specific conditions and skills: prolonged sitting, oral expression, work on a screen, telephone contact.
