JOB OVERVIEW

The Procurement Manager is responsible for the effective coordination and management of procurement functions for the IRC office in Bunia as part of the Ebola response. They ensure the procurement of goods, services, and equipment while guaranteeing best practices and document maintenance compliant with audit requirements. They ensure that all purchases are made transparently, at the best cost, and in accordance with IRC and donor policies. The Procurement Manager also provides leadership, strategic guidance, and mentorship to the procurement team.

RESPONSIBILITIES

1. Purchasing planning:

  • Lead the purchasing planning process in collaboration with the Supply Chain Coordinator.
  • Collect, organize and analyze market data.
  • Develop and implement procurement plans in accordance with IRC SOPs.
  • Monitor the market and ensure value for money.
  • Identify the risks and propose mitigation measures.
  • Coordinate with program teams to anticipate needs.

2. Procurement:

  • Implement purchasing plans in accordance with IRC and donor standards.
  • Define the specifications with the program teams.
  • Process requests via ERP.
  • Managing RFQs and RFPs.
  • Form purchasing committees and participate in evaluations.
  • Prepare bid analyses.
  • Negotiate with suppliers.
  • Review the documents before payment.
  • Coordinate with finance and program.
  • Ensure compliance with IRC and landlord rules.

3. Contract Management:

  • Manage contracts according to IRC procedures.
  • Prepare and execute contracts.
  • Renew the framework agreements.
  • Monitor contractual performance.
  • Resolve contractual issues.

4. Supplier Management:

  • Managing supplier relationships and SLAs.
  • Maintain supplier documentation.
  • Evaluate supplier performance.
  • Maintain the scorecards.
  • Develop a reliable supplier base.
  • To foster long-term relationships.

5. Compliance and ethics:

  • Identify compliance risks.
  • Apply the landlords’ rules.
  • Conduct supplier due diligence.
  • Support other departments.
  • Identify procurement alerts.
  • Implement CAP audits.
  • Promote ethical practices.

6. Reporting:

  • Prepare monthly reports.
  • Update supply plans.
  • Analyser performance procurement.
  • Submit financial commitments.
  • Prepare reports for landlords.
  • Provide strategic analyses.

7. Leadership and development:

  • Define team objectives.
  • -identify training needs.
  • Supervise and coach staff.
  • Promote continuous improvement.
  • To ensure respect for values.
  • Conduct performance evaluations.
  • Encourage professional development.

REQUIREMENTS

  • Education: Bachelor’s degree in Business, Accounting, Logistics or equivalent
  • Master or certification (CIPS) = atou

Experience:

  • 5–7 years in supply chain with a focus on procurement
  • NGO experience preferred
  • Proven managerial experience
