A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social, and training sectors. It also heads 12 regional health and social training institutes.
Internationally, the CRF operates in 16 countries alongside National Societies and 3 regional platforms (PIRAC, PIROI and PIROPS), on the following themes: Health and Disaster Risk Management.

This translates into a coordination of emergency, post-emergency, crisis recovery, and reconstruction activities aimed at maximum efficiency. Working environment:
The French Red Cross (CRF) has been operational in the CAR since 2004. In partnership with the host national society, the Central African Red Cross (CRCA), the CRF operates mainly in the areas of:
- The provision of care: initial and continuing paramedical training, strengthening of health systems, fight against communicable (HIV, tuberculosis, etc.) and non-communicable (malnutrition) diseases, maternal, newborn and child health, community health, psychosocial support.
- Public health: access to drinking water and sanitation, hygiene promotion, waste management, food security, agricultural development and livestock farming.
- Ad hoc crisis management, based on needs on the ground: emergency response to crises and recovery (population displacement, etc.).
The CRF’s strategy in the Central African Republic, in partnership with the Central African Republic, consists of contributing to reducing the structural causes of vulnerability of the populations of Bangui and Mambéré Kadei, and responding to specific needs linked to crises through the development of integrated interventions meeting the essential needs of the populations, while providing technical assistance to the authorities in the field of the fight against HIV-AIDS and TB.
The Central African Red Cross (CRCA)
The CRCA, together with the French Red Cross, coordinates with state health authorities at the national, regional, and local levels. The CRCA’s strong community presence helps optimize relationships with local authorities. This strong presence is achieved through a network of volunteers, which also ensures the
continued existence of the project’s activities, even after its completion.

General mission of the DMI:
Under the authority of the logistics coordinator, the Procurement Manager is responsible for:
- Define and implement procurement policy at national and international level
- Implement procurement management procedures,
- Lead and train teams,
- Implement performance indicators for the procurement function,
- Ensure compliance of logistics files, in compliance with CRF procedures and those of donors
- Participate in the planning of all internal and external audit preparation activities
- Control and verify monthly logistics reporting data (national and international supply section)
- Supervise and train the procurement team on CRF and donor procedures

Conditions of employment
- Status type : expatriate
- Type of contract : Fixed-term contract under French law/precarious employment bonus paid at the end of the contract
- End-of-year bonus : equivalent to a 13th month pro rata to the time of presence
- Per diem : daily per diem which varies depending on the country
- Leave : 5 weeks of paid leave/year and 21 days of recovery – Airfare covered 100% by the CRf for home/mission travel for 6-month leave
- Health cover : CFE + Mutuelle MSH (100% covered) – 75% covered by the CRf

Qualifications and experience
Training in logistics (Bioforce type or Supply License or management school with a purchasing specialization) and experience of more than 5 years in one of the following sectors or equivalent experience:
