Background
Global Rights, with the support of the European Union, is implementing a project to strengthen Nigeria’s civic space. The project seeks to create platforms for multi-stakeholder engagement and improve the operational and regulatory environment for Civil Society Organizations (CSOs) through capacity building and strategic partnerships at the subnational level.
The project addresses challenges such as restrictive regulatory frameworks, limited awareness of compliance requirements, and the exclusion of subnational CSOs from donor opportunities due to unclear legal statuses under the Companies and Allied Matters Act (2020) and the 1999 Nigerian Constitution.
Central to the project’s implementation is the establishment of a Community of Practice (CoP) on civic space strengthening to lead subnational advocacy, build CSO capacity on compliance and accountability, and engage government stakeholders to improve Nigeria’s civil society operational environment through enabling legislation and inclusive policy frameworks.
Implemented across seven states — Oyo, Ogun, Osun, Anambra, Ebonyi, Cross River, and Akwa Ibom — the three-year project began in February 2023. As the project approaches its conclusion, Global Rights seeks to commission a consultant to produce a comprehensive, public-facing Impact Assessment Report that documents the project’s outcomes, achievements, and contributions to strengthening Nigeria’s civic space.
Objective
To document and analyze the overall outcomes and transformative impacts of the EU-supported civic space strengthening project, focusing on how the project has enhanced CSO capacity, improved the enabling environment for civil society operations, and fostered inclusive and participatory governance at the subnational level.
Scope of Work
The consultant will:
● Review and analyze project documentation, reports, and evaluation findings to assess progress toward the stated objectives.
● Evaluate the project’s overall impact on improving the operational and regulatory environment for CSOs at subnational levels.
● Identify and analyze success stories and case studies demonstrating improved advocacy, compliance capacity, and partnerships among CSOs and government actors.
● Assess the effectiveness of the Community of Practice in fostering collaboration and driving reforms across the seven project states.
● Highlight the project’s contribution to promoting inclusion and participation of women, youth, and persons with disabilities within the civic space.
● Identify key lessons learned, challenges encountered, and opportunities for sustainability and replication.
● Produce a comprehensive Impact Assessment Report that synthesizes findings into a compelling narrative supported by data and human-interest stories.
Deliverables
1. Comprehensive Project Impact Assessment Report, including:
○ Findings on project outcomes, achievements, and impact across target states.
○ Analysis of CSO capacity strengthening, regulatory reforms, and stakeholder engagement.
○ Success stories and human-interest narratives illustrating the project’s influence.
○ Recommendations for sustaining and scaling results beyond the project period.
2. PowerPoint Presentation summarizing key findings and recommendations.
3. Presentation of Key Findings at the project’s endline review and reflection meeting.
Timeline
The consultancy is expected to last three (3) weeks, commencing immediately upon contract signing and submission of an inception plan.
Intellectual Property Rights
All intellectual property rights arising from this consultancy shall remain the property of Global Rights. The consultant shall not disclose or use any confidential information obtained during the consultancy for any purpose other than that agreed upon without prior written consent from Global Rights.
Confidentiality and Ethical Considerations
The consultant will ensure that all collected data and reviewed information are treated confidentially and handled in accordance with ethical research standards. Informed consent shall be obtained where required, and all data must be securely stored and accessible only to authorized personnel. Any ethical concerns must be promptly reported to Global Rights.
Expected Qualifications
Team Lead:
● Minimum of a Master’s degree in social sciences, law, development studies, or a related field.
● Proven experience in project evaluation, impact assessment, and documentation.
● Strong understanding of Nigeria’s civil society landscape, regulatory frameworks, and governance environment.
● Demonstrated ability to translate technical findings into compelling public-facing narratives.
● Excellent writing, analysis, and communication skills.
● Fluency in written and spoken English.
Reporting Line
The consultant will report to the Executive Director or the designate.
