Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in cases of armed conflict, but also epidemics, pandemics, natural disasters or exclusion from care.

Context

The HRIS: In April 2023, MSF France implemented its new HRIS, based on the Workday product, for the administrative management (contracts, time, absences) of all its headquarters and field staff, payroll for employees in France, recruitment and staff assignment, training, and travel.
In parallel, other entities within the MSF movement internationally also joined the system (MSF Switzerland, MSF International Contracting Office).
Finally, the Workday solution was also chosen by MSF France as part of the overhaul of its Finance/Procurement information system.

Mission

The Product Owner is in charge of the functional management of the LIGO HR system (Workday) for the scope of MSF France and its entities (partner sections, etc.).

The Product Owner is responsible for managing the team in charge of:

  • Regarding the relationship with the professions;
  • From collecting, expressing and prioritizing needs;
  • Functional support for users;
  • Change management and user training.

In this capacity, he/she is responsible for:

  • The implementation of governance with the various business departments (HR) in order to ensure the prioritization of different requests and the monitoring of the quality of service to its beneficiaries;
  • The consistency of embedded business processes in accordance with organizational constraints and business strategy.
  • Managing change in the context of opening access to the application to populations who do not yet have access (field population: + 4000 people);
  • The implementation of the training system for the tool once its deployment is complete and the quality of the training provided afterwards.
  • The quality of the functional support provided to users of the application.
  • It plays an essential role in the definition, implementation and overall orchestration of the system (e.g., organization of certain team functioning bodies and decision-making bodies at the Ligo system level (Coproj, Copil and Strategic Committees).

Main activities

Reporting to the HRIS Project & Maintenance Manager

Team management:

  • Recruiting, supervising, advising, supporting, motivating, uniting teams and developing the skills of employees
  • Define, distribute and monitor the workload, in terms of volume and schedule, based on forecasts of changes in staff numbers and the skills of your team
  • Define and evaluate the objectives and resources (human, technical, financial, etc.)
  • Define and monitor your team’s dashboards
  • Analyze and propose solutions for the continuous improvement of your team’s productivity
  • Sharing information and knowledge, developing the ability to work with other services or departments in the context of cross-functional project management

Responsible for gathering, analyzing, and prioritizing business needs:

  • Ensure the collection, qualification, analysis and prioritization of business needs
  • Ensure the consistency of needs and their impact on the system with the support of the functional architect
  • Coordinate (and also carry out) the feasibility and opportunity studies for the various business requests.
  • Supervise the production of reference deliverables by your team: scoping document, detailed statement of requirements. May be required to produce all or part of certain deliverables.
  • To be proactive in defining the operating methods between one’s team and the business contacts of key users at top management (governance, processes)
  • Participate in the quarterly HR CAP meetings (committee for prioritizing requests for significant changes) and contribute to their preparation/facilitation
  • To be responsible for defining, implementing, and maintaining up-to-date business process mapping within their scope

Functional Support Manager:

  • Define and support the implementation of the functional support strategy for HR applications
  • Coordinate the activities of the functional support staff at headquarters and in the field
  • Monitor the evolution of the number and type of business incidents.
  • In case of a critical issue, escalate to the application administrators or HR management.

Responsible for change management and training on HR IT tools

  • Ensure the implementation of change management during the rollout of application access to field users.
  • Coordinate the definition and implementation of the training strategy for the tool in collaboration with the Training department.
  • Ensures the quality of the training provided
  • Ensures collaboration between his team and the MSF training department team

Validation of the business strategy and responsibility for its implementation in projects:

  • Ensure the drafting of functional project deliverables: functional specifications, functional specification documentation, test plan, etc.
  • Validate the key deliverables within your area of ​​responsibility
  • Contributing to calls for tenders and responses to calls for tenders during project launches
  • Determine the project’s professional resource requirements and ensure their recruitment
  • Ensure the mobilization of business resources and the quality of their deliverables while respecting the budget and schedule.
  • Contribute to the definition and implementation of project governance
  • Oversee the identification and implementation of change management and training actions
  • Participate in ad hoc project committees
  • Facilitating the bodies within his/her area of ​​responsibility

Representation within international bodies:

  • To inform and report OCP needs impacting processes shared with other entities to the relevant international bodies.
  • To advocate for the interests of the OCP system
  • Co-constructing the operating and governance model on an international scale
  • Managing the implementation of major components of multi-entity projects
  • Integrate international requests into the system’s roadmap
  • Ensure that the changes are in line with the overall system
  • Promote the system within the movement to encourage other entities to join.

Desired profile

Experience :

  • Bac+5, Master II or equivalent.
  • Ideally, experience in HR functions
  • Good knowledge of MSF’s HR business processes at headquarters and in the field
  • Management experience
  • Experience in roadmap facilitation, scrum master
  • Knowledge of IT project management is a plus

Languages: French and English, minimum level B2

Employment conditions

Status: Permanent full-time contract. Management position, based in Paris with occasional travel required.

Compensation and benefits:

  • €56,120 gross annual salary over 13 months
  • 22 days of RTT (reduced working time) per year
  • Working remotely according to MSF’s rules (2 days/week).

  • 50% reimbursement of public transport pass (weekly, monthly or annual) OR bicycle mileage allowance (€0.25 per km, limited to €450 per year)
