Job context:
The French Red Cross relaunched its delegation in Burundi in 2022 with the Amagara Yacu – Our Health project . Following an initial phase (2023-2026) focused on improving primary healthcare services and epidemiological surveillance, the second phase (2026-2029) aims to strengthen health and environmental resilience, fully integrating a gender perspective and addressing the specific needs of vulnerable groups. The project also implemented a capacity-building initiative for the Burundi Red Cross in the areas of workplace first aid and emergency humanitarian assistance projects, responding to floods and supporting Congolese refugees.
The Amagara Yacu Phase 2 project adopts a multisectoral approach, incorporating the One Health approach, and is led by a consortium comprising the French Red Cross (CRF), the Burundi Red Cross (CRB), the Mérieux Foundation (FMX), and Libraries Without Borders (BSF), as well as Expertise France (EF). Beyond epidemiological surveillance and combating antimicrobial resistance, it aims to reduce women’s overexposure to health and environmental risks, improve the quality of care, strengthen access to water and sanitation for vulnerable communities, and integrate gender considerations into governance, education, and research.
The project aims to build an inclusive, resilient and gender-sensitive health system capable of responding effectively to health, climate and environmental threats.
The program coordinator will ensure the strategic and operational coherence of the project, guarantee the cross-cutting integration of gender and lead the coordination with technical, institutional and community partners.
The French Red Cross delegation in Burundi, in close partnership with the Burundi Red Cross, plans to develop integrated programs around several priority themes. These will focus in particular on community health and nutrition, prevention, preparedness, and response to epidemics and natural disasters. Furthermore, special attention will be paid to strengthening the organizational development of the National Society, in order to consolidate its operational capacities and ensure a sustainable and effective response to the needs of communities.
Job objectives:
- Provides strategic planning and development of health, environment and gender projects.
- Supervises project managers and collaborates with the technical teams (admin/finance, HR, logistics) and technical experts.
- Supervises the quality and relevance of the AY2 project, in relation to the needs of the targeted populations.
- Coordinates the consortium and ensures synergy with other actors in the intervention area.
- Ensures the integration of gender issues and the consideration of vulnerable groups in all stages of the project.
- Ensures liaison with consortium members, in particular through reporting and maintaining effective and transparent communication, in accordance with the guiding principles of the Red Cross Movement.
- Ensures the functioning of the governance bodies (Steering Committee and Steering Committee)
- Collaborates closely with the EF within the framework of the Amagara Yacu project
Responsibilities:
- To lead the development of new project proposals in line with the Amagara Yacu project – phase 2 (AY2), the intervention strategy of the French Red Cross in Burundi, as well as the overall strategy of the Burundi Red Cross and national priorities.
- Supervise the implementation of projects, support teams in conducting activities and ensure that interventions are adapted according to the changing context.
- Ensure the cross-cutting integration of gender, environmental resilience and the One Health approach in all programs.
- To manage operational planning and project monitoring, including through annual work plans and budgets, monitoring and evaluation tools, reports and capitalization exercises.
- Ensure professional, regular and transparent coordination and communication with partners, donors, authorities and consortium members.
- To support the Burundi Red Cross in strengthening its organizational and technical capacities, in line with the strategic orientations shared between the Burundi Red Cross and the French Red Cross.
Experiences / Training
Diploma / Level of study
A degree in medicine or public health combined with solid experience in coordinating and implementing health projects, ideally integrating the One Health approach, epidemiological surveillance and environmental resilience.
Computer skills
Proficiency in computer tools (Word, Excel, PowerPoint, etc.);
Proficiency in data processing and survey software…
Technical skills / knowledge required
- Good understanding of gender and One Health approaches
- Good understanding of the challenges of disaster management.
- Good command of project management and monitoring and evaluation tools
- Proven experience in coordinating and managing multi-stakeholder partnerships (NGOs, United Nations agencies, state authorities and technical & financial partners).

Salary
Employment conditions
- Status type : expatriate
- Contract type : Fixed-term contract under French law/end-of-contract bonus paid
- End-of-year bonus : equivalent to a 13th month’s salary, prorated to time worked.
- Per diem : daily per diem that varies depending on the country
- Leave : 5 weeks of paid leave per year and 21 days of compensatory time off – Airfare fully covered by the French Red Cross for travel between home and mission for 6-month leave periods
- Health coverage : CFE + MSH Mutual Insurance (100% coverage) – 75% covered by the CRf
