General context of the project
The Central African Republic has been facing complex and recurring crises for more than two decades, characterized by security, health and climate dynamics.
Although positive developments are observed in some areas, the situation remains fragile, with pockets of persistent insecurity on certain roads and localities, affecting access to essential services and the living conditions of the population.
Furthermore, the country faces recurring humanitarian shocks, including epidemics (such as cholera), as well as climatic hazards such as floods, which exacerbate the vulnerability of communities.
In this context, humanitarian needs remain high, particularly in the areas of access to water, sanitation, health and protection.
INTERSOS has been present in CAR since 2014 and implements humanitarian interventions aimed at meeting the needs of affected populations, in compliance with the principles of humanity, neutrality, impartiality and independence.
The organization has a coordination office in Bangui and an operational presence in several prefectures, including Kémo, Bamingui-Bangoran, Nana-Gribizi, Haute-Kotto, Ouham and Ouham-Pendé.
General objective of the position
In collaboration with the program coordinator, define and plan the program objectives and priorities in accordance with the INTERSOS strategy, identifying humanitarian needs, analyzing the context and humanitarian issues, risks and constraints, and calculating human and financial needs.
In collaboration with the field coordinator, manage operations, strategic growth, and ensure strong external and internal representation to effectively achieve the program objectives of “Monitoring the protection situation and responding to cases of gender-based violence for the conflict-affected population in the Houham-Fafa (Kabo, Batangafo, Sido, and Bouca) and Haute-Kotto (Yalinga) prefectures” and improve the living conditions and humanitarian situation of the targeted population. They are responsible for the overall development, management, planning, implementation, and monitoring of the program within their area of ​​responsibility.
The program manager brings together the various components of the project and ensures that quality reports are provided to the donor in a timely manner.
The program manager is responsible for the budget and closely supervises/monitors financial planning, cash flow planning and budget utilization/monitoring of the depletion rate in accordance with the INTERSOS model and donor regulations.
Main responsibilities and tasks
Program development and quality
Provide high-quality reports on program activities, including findings on impact and beneficiary-level changes achieved through projects, in accordance with INTERSOS and donor requirements, in close collaboration with the Headquarters Grants Unit.
Develop a clear understanding of the INTERSOS program and country strategy among project teams – also ensure that the team provides timely input and feedback on strategic issues.
Contribute with the field coordinator to strategic growth and the development of programs and projects.
Ensure that program implementation complies with INTERSOS and donor minimum technical standards and request technical advice and MEAL guidance and tools.
To ensure a clear overview of actors and services in the intervention area, enabling the development and implementation of partnerships and guidance pathways.
Working closely with the technical coordinators of Protection and Medicine to ensure the quality of service provided and compliance with Protection and Medical procedures and standards
Comply with INTERSOS policies
Program management
Ensure the planning, implementation, and monitoring/evaluation of objectives as outlined in the project description. Report any significant deviations from the program implementation plan and estimated expenditures; alert relevant staff.
Oversee the implementation, monitoring, development and evaluation of programs in collaboration with project teams
Prepare regular updates of the program activity work plan and related financial plan, ensuring timely and high-quality implementation, in accordance with INTERSOS and donor guidelines and in line with sector projects and strategies.
In collaboration with the MEAL team, develop tools for evaluating, analyzing, and assessing the project’s impact.
Conduct regular field visits to project sites to ensure the quality of the intervention in compliance with internal standards and donors.
Work closely with the partnership officer to oversee the implementation of the partnership and regularly review progress with the project manager.
Ensure close coordination and interaction with other program/project managers and technical coordinators to ensure harmonization of implementation methods, tools, approaches, etc.
In collaboration with the field coordinator, analyze the area of ​​responsibility, the humanitarian needs of the community and assess them
In collaboration with the technical coordinators, design and revise project proposals
Investing in building relationships, both with the external community and with the population targeted by Intersos
Provide constant updates on project progress to the field coordinator and the program manager/program coordinator
Represent INTERSOS in relevant working groups and other forums (groups, donor meetings) within the INTERSOS programmatic context, at the request of the field coordinator and the program manager/coordinator. Ensure that key developments are communicated in a timely manner to the program manager, technical coordinators, and the field coordinator.
In coordination with the field coordinator and the program manager, ensure regular updates to donor representatives
Reports
To ensure the institutional memory of the program, by preserving (and classifying) written records of its development, in order to disseminate INTERSOS’s achievements and improve awareness
Ensure regular internal reporting and prepare, in coordination with the Grants Unit, contractual reports in accordance with donor rules and regulations.
Ensure that the INTERSOS project evaluation tool is accurate through timely data collection and submission.
Monitor project data collection with the relevant technical expert, and provide timely analysis and reporting to ensure proper use of the internal database and monitoring tools.
Personnel management
In coordination with the HR department and relevant managers, plan and organize organizational charts, distribute tasks and workload among teams, guide their understanding of the issues related to the program and mission through regular working meetings and feedback sessions, in order to ensure effective deployment of resources and the achievement of expected objectives.
Inform the field team about the instructions given by the coordination team by promoting smooth and fluid written and oral communication and information flow, and ensuring confidentiality.
In coordination with the Human Resources department and relevant managers and technical coordinators, identify training needs, build capacity, coordinate, supervise, and motivate staff, support ad hoc training sessions and on-the-job training, provide individual follow-up and mentoring, conduct end-of-assignment evaluations of team members, and lead internal communication initiatives to facilitate integration and professional development and maximize the skills of individuals, while demonstrating commitment to the values ​​and objectives of the INTERSOS project.
In coordination with the human resources department, he is responsible for ensuring that program staff are trained and comply with INTERSOS policies, rules and regulations.
Finance and logistics
Plan and monitor financial expenditures, ensuring accurate reporting and accounting within the established budget. In coordination with the Finance Department, oversee project financial indicators to ensure efficiency and identify discrepancies and their root causes early on.
In coordination with the base plan manager, ensure overall oversight of procurement for program needs, monitoring progress with the relevant project manager.
Required profile
Education
University degree at business level in social sciences, political science, international relations, humanitarian aid, or a related field
Professional Experience
At least 3 years of professional experience in managing humanitarian projects/programs, including financial management and logistics.
At least 1 year of experience in implementing protection programs.
Experience in managing multi-sectoral humanitarian programs and in analyzing the security context will be an asset.

Salary range : €11 – €3,430 – €3,868 monthly gross
Hébergement : Shared Guesthouse
R&R : 7 days of psycho-physical recovery every 12 weeks + 1000€ allowance.
Annual leave : 2.5 days per month
Medical insurance for staff
Transportation and visa : return air tickets. For missions lasting at least 9 months, an additional ticket to the country of residence and back to the mission is also provided.
