Location: Les Cayes, Haiti
-Work is mostly in-person in Les Cayes and surrounding areas with partner clinics and organizations across the Greater South (South, Southeast and Grand’Anse Departments)

-Some remote work from home will also take place in Les Cayes to collaborate with HQ and other teams online

-During additional emergency responses in Haiti, the role could require additional travel to other locations within the country.

Role overview:
The Program Manager leads the strategic and programmatic management of Americares ongoing and emergency health projects Haiti. This role ensures high-quality implementation, strong partnerships, and is responsible for measurable impact. The role advances sustainable health systems strengthening and is expected to drive portfolio growth and performance in alignment with Haiti’s strategy and Americares organizational priorities.

Duties and Responsibilities:
-Oversee Haiti programmatic portfolio, in alignment with organizational policies, procedures, standards, values, strategy, mission, and expectations.
-Improve health centers’ capacity to provide equitable access to quality health services, medical commodities, workforce, and infrastructure.
-Create, adapt, and enhance health protocol development for partners and our work.
-Ensure rigor, quality, compliance, and safe and accountable practices in ongoing programming and during emergency responses.
-Monitor program performance and proactively address operational and programmatic challenges.
-Provide strategic programmatic leadership and vision to Americares Haiti’s programmatic work.
-Identify barriers to successful implementation and design practical, timely solutions.
-Support the development and review of program proposals, work plans, and budgets.
-Cultivate relationships with donors to support ongoing projects and emergency responses.
-Build and maintain strong working relationships with government entities, health authorities, NGOs, UN agencies, and other stakeholders.
-Lead results tracking, monitoring, and continuous program improvement efforts.
-Partner with key stakeholders to design needs assessments and implement programmatic enhancements that address community/partner needs.
-Conduct visits with key stakeholders to ensure accountability, provide feedback, and gather input on Americares partnerships.
-Remain up to date on local and national regulations and standards for our work, ensuring best practices at all times.
-Create and update transparent reporting and communications regarding work and impact.
-Ensure ethical stewardship of organizational resources and decisions for successful mission impact.
-Actively model and contribute to Americares values, work culture and mission
-Engage in and contribute to team spaces with openness, global competencies, and a growth mindset.

Key expectations for this role include:
In the first 90 days:
-Complete onboarding activities.
-Learn and live organizational values.
-Successfully support the implementation of all Haiti FY26 portfolio projects on time and within budget, meeting or exceeding targets, and begin to plan for successful implementation of FY27 projects.
-Create an annual work plan that is approved by HQ.
-Establish key internal and external relationships.
-Implement effective processes for communication, reporting, and timely project updates with HQ
-Conduct initial field visits.
-Review budgets, reporting requirements, and compliance expectations.
-Identify priority operational or programmatic challenges.

In the first 6 months:
-Oversee day-to-day management of the portfolio.
-Lead coordination with MSPP, authorities, and partners.
-Support strategic planning and identify opportunities for improvement.
-Strengthen monitoring, reporting, and documentation systems.
-Advance health system strengthening and medicine security initiatives.
-At least 2 health system strengthening activities initiated at selected health centers.
-At least 2 clinical/health education tools or protocols identified for development/adaptation/ standardization at supported facilities.
-At least 2 procurements of medicines and supplies finalized with last mile distribution.

In the first year:
-Demonstrates full ownership of the portfolio.
-Actively contributes to long-term strategic planning and donor engagement.
-Annual work plan milestones achieved on schedule.
-Budget oversight demonstrates integrity, financial stewardship, effective resourcing, internal controls, and accuracy.
-Quarterly review meetings with documented improvement actions (Smartsheet progress).
-Frequently represents Americares in national coordination platforms.
-Strengthens continuous quality improvement and learning.
-Shapes new proposals and resource mobilization.

Competencies required for the role include:
-Licensed doctor in good standing to practice medicine in Haiti.
-Partnership experience with NGO, government health systems, and clinics.
-Technical expertise in our core health programming focus areas: primary care, infectious disease, NCDs, maternal health, WASH, and/or medicine security.
-Demonstrated excellence in programmatic leadership, strategy, and execution – this role requires someone who will be able to both oversee big picture thinking and implement daily programmatic work.
-Prior experience successfully overseeing health program key performance indicators, metrics for quality, and M&E measures.
-Deep commitment to and prior experience implementing safe and accountable programming.
-Collaboration and communication skills that build and maintain key relationships within complex contexts.
-Adaptable and flexible – every day will look different in this role in response to partners’ needs and ongoing changing context in Haiti’s health systems and emergency response.
-Ethical leadership and impeccable judgment.
-Duty of care and sound safety- focused decision making in crises contexts.
-Ability to travel extensively for ongoing work and during emergency responses in Haiti.
-Fluent in English and Haitian Creole.
-Technology skills in Microsoft 365 for team communication and knowledge management.

This role is located in Haiti. The person in this role must must be legally authorized to fully work as a licensed doctor in Haiti at the time of application. We are unable to provide visa or work‑permit sponsorship for this role.
