Programs Manager At Syrian Forum

Job Purpose

To oversee the implementation of the Syrian Forum’s programs, ensuring high-quality delivery, effective staff management, compliance with donor requirements, strong representation of the Forum externally, and active contribution to the development of new program opportunities in support of the Forum’s mission to serve Syrian communities.

Key Responsibilities

1. Program Management

  • Supervise the effective and timely implementation of projects, ensuring optimal use of resources and compliance with SF’s policies and donor requirements.
  • Oversee and provide guidance to project managers, ensuring that projects are delivered on time, within budget, and achieve planned objectives.
  • Provide strategic vision, technical advice, and adequate support to each program team.
  • Monitor project implementation, communication, coordination, and reporting internally and externally.
  • Ensure the submission of timely, accurate, and high-quality reports to donors.
  • Ensure all program teams are familiar with and adhere to donor rules and regulations.

2. Program Planning and Development

  • Lead and coordinate programmatic planning in collaboration with other departments.
  • Conduct and update humanitarian and development context analyses on a regular basis.
  • In coordination with relevant units, identify and pursue funding opportunities aligned with SF’s mandate.
  • Build and maintain effective partnerships with local, regional, and international actors.
  • Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) unit in designing new programs and assessing impact.

3. Personnel Management

  • Oversee the performance management and development of program staff, ensuring compliance with internal policies and donor requirements.
  • Provide coaching, support, and guidance to staff to enhance capacity and performance.
  • Foster a culture of teamwork, accountability, and continuous improvement.

4. External Representation

  • Represent SF positively with donors, partners, authorities, and other stakeholders.
  • Ensure appropriate participation and representation in coordination mechanisms, sectoral working groups, and partnership meetings.
  • Promote SF’s mission and values in all engagements.

Note: The above key responsibilities are illustrative and not exhaustive. The Programs Manager may be assigned additional responsibilities in line with the Forum’s organizational structure and needs.

Qualifications (Education/Work Experience)

A. Essential:

  • Bachelor’s degree in a relevant field (International Development, Business Administration, Social Sciences, Community Development, or related).
  • Minimum of 3 years of professional experience in designing and implementing humanitarian and development programs (Education, Protection, WASH, FSL, NFI/Shelter), preferably in the Syrian context.
  • Strong command of Arabic and English (written and spoken).

B. Desirable:

  • Master’s degree in International Development, Business Administration, Public Policy, or related field.
  • Over 5 years of professional experience in program management within NGOs or INGOs, with experience in the Syrian crisis or similar contexts.

  • Proven experience in partnership building and external coordination.
