PLAY International is a French NGO founded in 1999 on a core belief: sport is a source of solutions to address our societal challenges. PLAY International’s primary mission is to design and implement educational and inclusion projects for vulnerable children and young people, using sports as a pedagogical tool. The NGO works on issues such as access to and retention in school, gender equality, community reconciliation, health prevention (healthy eating, physical activity, healthy sleep, responsible screen use), and changing perceptions of disability. Since its inception, PLAY International has implemented educational and humanitarian projects in France and internationally, in more than 25 countries, benefiting nearly one million children. Today, the organization operates seven offices in Burundi, the Comoros, France, Kosovo, Rwanda, the Democratic Republic of Congo, and Senegal. PLAY International is a member of Groupe SOS.

Recruitment context:

The position of Project Manager and Mayotte Office Representative is part of the launch of the Amani (peace) project, funded by the AFD and implemented by the NGO PLAY in the Comoros. This 3-year project, launched in October 2024, is a citizenship and international solidarity education project in the Indian Ocean that will take place on three islands: Anjouan, Mayotte, and Réunion.

Present in Mayotte from 2016 to 2020, PLAY reopened an office on the island in 2025 following Cyclone Shido in December, with an initial emergency mission launched in January 2025. The Project and Branch Manager for Mayotte is also leading this response and continuing to adapt the Amani project to the needs of the population, also taking into account new funding secured.

The position of Project and Office Manager for Mayotte reports to the Comoros office of PLAY International, and specifically to the Regional Representative (based in Moroni). In this capacity, the Project and Office Manager leads projects (Amani, Emergency Response, etc.) and represents PLAY on the island of Mayotte, with a view to developing and sustaining activities there. They have a regional role in coordinating partners in Réunion (ASPBA) and Anjouan (CAP), as well as with the Comoros and France offices of PLAY. The Project and Office Manager for Mayotte will work closely with the teams based in Moroni, particularly the Educational Coordinator and the Regional Representative.

The position is based on 3 core missions

1. Management of the AMANI project and its variations

1.1. Facilitating the partner network

  • Establish and negotiate partnership agreements with local and regional structures, ensuring their compliance with the organization’s objectives and donor requirements.
  • To ensure the effective implementation of the activities defined in the agreements, following the commitments of each party.
  • Regular monitoring of work plans : identify delays and anomalies, and take proactive corrective action.
  • Ensure that partners comply with partnership agreements and donor requirements.
  • Facilitating partnership management by ensuring seamless collaboration between all stakeholders.

1.2. Project Management and Promotion

  • Develop and manage project management tools : schedules, timelines and monitoring tools, in conjunction with the Regional Manager.
  • Organize information meetings to ensure proper understanding and involvement of stakeholders.
  • Disseminate the project results to internal and external stakeholders.
  • Organize promotional events : launch, closing, seminars, conferences, etc., to showcase the activities and their impact.
  • Supporting the educational hub in diagnostics, co-creation, training and educational monitoring in Mayotte.

1.3. Project monitoring and evaluation

  • Contribute to the adaptation of educational and methodological tools for training and assessments for practitioners and trained partners.
  • Contribute to facilitating collective field follow-ups with trained practitioners and partners, ensuring the application of the teachings.
  • Contribute to the analysis and processing of monitoring and evaluation reports : identification of strengths, areas for improvement and levers for action.
  • Prepare activity reports for internal and external stakeholders.
  • Participate in strategic thinking workshops to optimize the relevance and consistency of actions undertaken.

2. Management of the Mayotte Office

2.1. Finances

  • Update and monitor the office budget in accordance with the budgets approved by the donors and headquarters.
  • Ensure that administrative, accounting and financial procedures are respected and comply with PLAY’s procedures manual.
  • Monitor and validate monthly accounting and ensure that donor requirements are met.

2.2. Logistics and office management

  • Coordinate office management : managing the workspace, monitoring the rental and associated services.
  • Coordinate the management of office supplies and consumables : ensure the availability of equipment necessary for the smooth running of activities.
  • Organizing travel and monitoring stocks : coordinating logistical needs for staff and partners.
  • Supervise asset tracking : management of equipment and material resources made available for projects.

2.3. Security

  • Constant monitoring of security risks in Mayotte (social, political, economic and environmental risks).
  • Documentation and updating of local security information, regular communication to the Regional Representative.
  • Ensure proactive risk management to guarantee the safety of staff and partners in the field.

3. Deployment Strategy and Relations with Donors and Partners

3.1. Contribute to the deployment strategy of PLAY in Mayotte

  • Participate in the development and implementation of the local strategy : sector monitoring, definition of local and national action methods, choice of partners, and impact models.
  • Supporting the Regional Representative in defining strategic directions for the deployment of PLAY International in Mayotte and adapting them according to local needs.

3.2. Relations with landlords

  • Monitoring funding opportunities in Mayotte (public, private actors, and international funds).
  • Contribution to the drafting of project proposals and reports for donors, in line with strategic priorities.
  • Managing relationships with donors : contributing to and ensuring compliance of reports and optimizing the management of funding.

3.3. Development of the partner network

  • Monitoring local and regional news : research, reports, public policies and developments in the sectors concerned.
  • Identifying new partners in Mayotte in the school, extracurricular and community sectors, taking into account their specific needs and constraints.
  • Active participation in local networks, notably the RIAM (Inter-associative Network of Mayotte) , in order to strengthen synergies with other associative actors and optimize collective actions on the ground.

Trips to the region (particularly Comoros and Reunion Island) are to be expected.

Required qualifications:

  • Education and Experience:
    • University degree in project management (Master’s degree in project management, IEP) in social sciences or equivalent experience of at least three years in setting up territorial projects.
    • Professional experience in project management, ideally in the humanitarian or development sector, or in the sport and development sector
  • Skills and expertise:
    • Driving licence required
    • Mastering the project cycle
    • Knowledge of the issues and levers for action of territorial actors and local authorities
    • Knowledge of the context of Mayotte and/or the Indian Ocean is appreciated.
    • Knowledge of the education sector and local authorities is appreciated

Working conditions:

  • Contract type: Fixed-term contract for specific use (CDDU)
  • Duty station: Mayotte
  • Desired start date : as soon as possible
  • Contract duration: 12 months, renewable
  • Remuneration: €30,294 gross per year, in accordance with the PLAY International salary scale and the Collective Agreement for training organizations
  • Benefits:

    • A “cost of living” bonus of 10% of gross salary, paid monthly.
