Médecins Sans Frontières, an international humanitarian medical association founded in 1971, provides medical assistance to populations whose lives are threatened: primarily in cases of armed conflict, but also epidemics, pandemics, natural disasters, or even exclusion from healthcare.

Mission
Main Goal

In close collaboration with the mission coordination team, define the operational strategy of the project. Be responsible for MSF’s operational response in the project and coordinate the execution of the MSF program. Identify the health needs of the population and the humanitarian issues at stake. Ensure compliance with the MSF charter, ethical standards and policies in order to achieve the organization’s objectives and improve the health status of the target population as well as the humanitarian situation.

Responsibilities

  • In close collaboration with the Head of Mission, represent MSF and defend its interests with local authorities, local NGOs, donors, military organizations, and the media to achieve active positioning and a positive public image. Raise awareness among the target population about the existence of MSF programs.
  • Monitor and analyze the political and humanitarian situation in the project area to identify the health status and needs of the population. Establish and maintain contacts with key stakeholders and conduct exploratory missions to identify potential areas of intervention. Conduct population access negotiations and define risks and constraints in order to make project proposals, set objectives and calculate the necessary material, human and financial resources. Witness, document and raise awareness of the needs/distress of the target populations.
  • Be responsible for and supervise the implementation of programs, including emergency response activities. Ensure that MSF technical and ethical standards are respected and that objectives are achieved. Coordinate activities with other MSF sections in the project region.
  • Be responsible for the proper application of HR policies and associated processes in the project (recruitment, briefing/debriefing, assessment, staff training and development, and internal communication) to ensure both the team size and the amount of knowledge required for project activities. Inform teams on context-related issues. Ensure that the associative character of MSF is reflected in the briefing of all MSF staff, maximizing their commitment to MSF values ​​and project objectives.
  • Oversee the implementation of safety and health protocols to ensure safe working conditions for project personnel. Ensure, in collaboration with the Medical Coordinator, the optimal psychological state of all project personnel, and investigate and propose solutions in the event of identified mental health problems.
  • Ensure data collection and the epidemiological surveillance system, in collaboration with the medical coordinator, in order to define effective medical programs for the target population.
  • Evaluate program performance and provide all required reports to the Head of Mission on project planning, monitoring and evaluation in accordance with the Mission’s reporting frequency.
  • Be responsible for the proper planning, sizing and coordination of all financial and material resources required for the project. Agree on the annual budget and ensure adequate control of financial indicators and the project budget.
  • Oversee the project’s material resources made available to MSF to ensure their correct use and sustainability. Oversee all orders (medical and logistical) and purchases for the Project as well as financial indicators, with the support of the capital contacts, to ensure efficiency and quickly detect discrepancies and their causes.
  • Define and update, in close collaboration with the Head of Mission, the project’s security policy and strategic emergency response, reporting any issues of concern, in order to improve risky working conditions and ensure full staff compliance with security rules and protocols. Ensure the implementation of the Inter-operational Directorate Security Agreement (ISA) within the project, both in spirit and in letter, by fostering a culture of proactive information sharing and collaboration.

Profile sought:
Training:

  • University or paramedical degree desirable

Experience :

  • Experience in an INGO in a similar position: field coordinator or country director.
  • Experience in managing security and large teams.
  • Experience in health programs is an asset.
  • Experience in countries with varied contexts is an asset
  • Work experience in developing countries essential.
