Project Coordinator –Building union power for Quality Public Services in Pacific Island Countries

Overall responsibilities:
The Project Coordinator will be responsible for implementation of the program Building Union Power for Quality Public Services in Pacific Island Countries. The project will strengthen the capacity of Pacific Island public sector unions to organise, bargain effectively and advocate for quality public services. The project coordinator will oversee the development of a Pacific-style organising module, coordinate the delivery of national and sub-regional trainings, conferences and campaign activities. The project coordinator will provide tailored mentoring to participating union organisers located with affiliates of Public Services International and Education International throughout the 2.5-year project. The project coordinator will support the integration of PSI Oceania workplan priorities within the program including responding to the climate crisis and fighting for just transition, initiating social dialogue around health and care migration for mutual public good, and campaigns for quality public services. The project countries include Fiji, Solomon Islands, Vanuatu with potential expansion to Papua New Guinea.
Key Responsibilities:
Training and mentoring
- Develop a Pacific-style organising strategy and training module.
- Coordinate capacity building activities adapted to national situation and the needs of the unions.
- Provide mentoring and targeted support for union organisers in participating Pacific Island countries.
Project Management & Coordination
- Ensure all deliverables of the project, including narrative and financial reporting and compliance with the requirements of donors, Union Aid Aboard – Australian People for Health Education and Development Abroad and Australian Government / Department of Foreign Affairs and Trade, are met.
- Develop and implement a monitoring, learning and evaluation strategy, tools, methodologies and activities.
- Coordinate a project steering committee comprising PSI and Education International (EI) representatives and implement decisions of the committee.
- Support the delivery of the Oceania shared work-plana s directed by the Sub-regional Secretary.
- Coordinate advocacy meetings with policy makers together with appropriate unions and allies.
- Finance and Administration
- Oversee project funds and maintain required project administration in compliance with PSI and Australian Government / Union Aid Abroad – APHEDA rules.
- Prepare the financial reports of the project.
Communications
- Prepare internal and external communication relating to the program.
- Prepare reports for donors and PSI and EI governing bodies.
- Provide media content for mainstream and union-targeted communication.
The list of defined tasks is not exhaustive. Other tasks may be assigned by the Sub-Regional Secretary and Regional Secretary.
Supervision:
The position reports to the PSI Sub-Regional Secretary for Oceania.
Main Functional Links:
The Project Coordinator will work closely with:
- PSI Asia Pacific Regional Secretary
- EI Regional Director
- Steering Committee of PSI and EI representatives
- Regional PSI and EI staff
- PSI and EI affiliates from across the Oceania sub-region
- Union Development Team in PSI
Key Selection criteria:
Qualifications
- A degree in a relevant area or equivalent experience.
Knowledge and Qualities
- Knowledge of labour organising methods and adult education approaches
- Familiar with Pacific Island cultures and ability to delivery culturally appropriate organising and campaigning programs.
- Excellent team player, able to communicate with colleagues from different backgrounds
- Proven commitment to trade unionism, gender equality and quality public services
- Strong time management and task coordination skills
Experience
- At least five (3) years of experience in leading organising programs and campaigns in Pacific Island Country, preferably within the trade union movement or civil society.
- At least five (3) years’ experience in project management, including demonstrated knowledge of project cycle and monitoring and evaluation.
Language skills
- Excellent English communication skills (oral and written).
- Pacific Island languages are advantageous.
