Project Coordinator (Consultant) At Asian Disaster Preparedness Center

A. Organization Introduction:

ADPC is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific. Established in 1986 as a technical capacity building center, ADPC has grown and expanded its role to be for scientific, educational, developmental and humanitarian purposes. ADPC employs a wide range of professional expertise typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC develops and implements cross-sectoral projects/programs on the strategic themes of risk governance, urban resilience, climate resilience, health risk management, preparedness for response and resilient recovery. Our strategic themes are complemented and underpinned by the cross-cutting themes of gender and diversity, regional and transboundary cooperation as well as poverty and livelihoods.

Through its work, ADPC supports the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030, the Sustainable Development Goals (SDGs), the New Urban Agenda, the United Nations Framework Convention on Climate Change, the agenda defined at the World Humanitarian Summit in 2016, and other relevant international frameworks.

B. Department Introduction

The Risk Analytics and Climate Services Department is a multi-disciplinary team of experts committed to providing innovative, science-based solutions for actions to adapt to climate change and mitigate the impacts of disasters. The innovations include uses of geospatial technology, satellite data, numerical models, cloud computing, and artificial intelligence for assessing vulnerability and risk, generating climate data, developing early warning systems, forecasting possible climate impact, and informing anticipatory actions. These lead to risk-informed developments in the sectors such as agriculture, transportation, water resources, energy, communications and health.

The department also applies advanced geoinformatics and climate analytics to address water and food security issues by assessing water availability and water-use efficiency, groundwater monitoring, assessing drought risks, and optimizing agricultural productivity, hence ensuring sustainable water and food systems in vulnerable regions. The department promotes Nature-Based Solutions by leveraging ecosystem services such as wetland restoration, agroforestry, and green-gray infrastructure to reduce disaster risks and build climate resilience. Lastly, the department produces risk analytics and integrates them into urban plans and engineering designs of critical infrastructures, hence improving their resilience to disasters and climate change. With a commitment to science-based approach, the department envisions empowering stakeholders to reduce risks, adapt to climate change, and build more resilient communities and ecosystems.

C. Statement of Intent

Asian Disaster Preparedness Center, in collaboration with International Union for Conservation of Nature and Natural Resources (IUCN), is implementing a six years project named “URBAN: Urban Resilience Building and Nature” in two provinces of Thailand (Chiang Rai and Surat Thani). The overall goal of the project is that the focal urban areas and wider landscapes in which they are embedded enjoy significantly enhanced social, economic and environmental resilience to climate change impacts through the wide scale adoption of nature-based solutions NbS. The project will make a significant contribution to climate change adaptation in up to 6 local administrative organizations in 2 provinces in Thailand.

To ensure timely and coherent implementation of planned activities, the project seeks to recruit a Project Coordinator who will be based in Thailand and work closely with national and local partners to coordinate, facilitate, and monitor field-level activities and provide overall support to the project team.

D. Scope of Work

The Project Coordinator will support day-to-day management, activity facilitation, and stakeholder coordination across the following workstreams:

  • Assist in Climate Risk and Vulnerability Assessment (CRVA) as part of implementation of NbS interventions in Chiang Rai and Surat Thani.
  • Facilitate capacity-building workshops and technical trainings with city officials, youth, women’s groups, communities and civil society.
  • Participate in provincial and local consultations in Chiang Rai and Surat Thani.
  • Document lessons learned, field reporting, and coordination with consortium partners.

E. Expected Outputs:

The Project Coordinator will be responsible for delivering the following Outputs:

  • Facilitate implementation of detailed workplan on activities related to the Climate Risk and Vulnerability Assessment (CRVA).
  • Coordinate stakeholder meetings and field visits.
  • Document consultations and training events and their outcomes.
  • Monthly progress reports on CRVA.
  • Support to community engagement events and capacity-building workshops in each target pilot areas.
  • Contribute to pilot site monitoring and reporting.

F. Responsibilities and Tasks:

  1. Coordination and Implementation Support
  • Maintain a project implementation calendar and track progress of activities in both cities (Chiang Rai and Surat Thani).
  • Assist ADPC technical experts during missions, community engagement, and NbS field design.
  • Liaise with project consortium partners, local government such as provincial departments, municipality, environmental departments, CSOs, and community leaders to coordinate meetings and fieldwork.

2. Facilitation and Stakeholder Engagement

  • Organize, facilitate, and document consultations, training sessions, and workshops.
  • Ensure local participation (especially of women, elderly, youth, and marginalized groups) in NbS planning processes.
  • Support translation or interpretation during workshops (Thai ↔ English) when required.

3. Monitoring and Documentation

  • Collect and compile field-level data, photos, minutes, and feedback from pilot sites
  • Draft monthly progress briefs, and internal updates for briefing project team.
  • Support the preparation of knowledge products highlighting project achievements.

G. Working Principles:

The Project Coordinator will report to the Program Lead, Climate Services of Risk Analytics and Climate Services (ACS) department and will maintain close coordination with the Project Manager of ACS department.

  • Inclusive and Participatory Approach: Ensure activities reflect the voices and priorities of women, the elderly, people with disabilities, youth, and other underrepresented groups.
  • Coordination and Transparency: Maintain clear communication with the Project Manager and other team members.
  • Adaptive Planning: Be responsive to on-ground feedback and emerging needs in field implementation.
  • Compliance: Adhere to relevant environmental, child protection, and gender policies of the project and implementing agency.

H. Qualifications:

  • Bachelor’s degree in urban planning, environmental science, social development, public administration, or a related field.
  • Minimum 3 years of experience in project coordination, community engagement, or field implementation, ideally related to urban development, DRR, or environment.
  • Fluency in Thai (Spoken and Written) is required; working proficiency in English preferred.
  • Familiarity with urban NbS, community mapping, stakeholder facilitation, or participatory planning processes is desirable.
  • Strong interpersonal and communication skills; organized and self-motivated; able to manage multiple tasks across diverse partners.
  • Willingness to travel regularly between Chiang Rai, Surat Thani, and Bangkok as needed.
  1. Duty Station: Bangkok, Thailand with regular travel between both Chiang Rai and Surat Thani for coordination meetings.

J. Duration: The contract will be for a period of 12 months

K. Itinerary:

Any official travel required during the contract period must be approved in advance by the Director of ACS. Approved travel expenses will be covered by ADPC in accordance with its travel policy and will be reimbursed separately from the consultant’s remuneration.

L. Condition of payment:

Payments will be on a monthly basis and will be credited to the consultant’s designated bank account. No additional compensation will be provided unless prior written approval for extra expenses is obtained from the designated authority. The consultant is responsible for bearing any associated bank charges. All payments are inclusive of income tax and VAT, which the consultant is solely responsible for declaring and settling.

M. Selection Method:

The candidate will be selected in accordance with ADPC’s recruitment process and policy guidelines.
