PURPOSE OF THE ROL:
The purpose of this role is to manage and fulfill the five stages of the project cycle, ensuring timely and high-quality formulation and implementation. This role involves coordinating and strengthening the capacities of the partners in charge for project execution within organizational guidelines and agreements with partners and donors, and leading the management of projects with the various operational departments of Plan International.
DIMENSIONS OF THE ROLE:
- Budget responsibility based on the project or projects coordinated and/or available in the project portfolio of the Jalapa programs unit.
- Staff in charge depending on the project(s) they coordinate within the program.
- Responsibility in the formulation and implementation of projects.
- Participation in networks, spaces and articulations related to their projects or program.
- Accountability to donors, NGOs, and within Plan International
RESPONSIBILITY:
- Resource Mobilization
- Collaborates in the active and intensive search for funding opportunities for the programs.
- Lead the idea and design of follow-up or subsequent phases of projects for donor fund management (grant funds) in accordance with our new Global Strategy, Gender Focus, regional frameworks and guidelines established in the country strategic plan.
- Lead the identification of strategic partners and/or allies for the co-management of programs and projects through the required technical support and maintenance of strategic relationships, and ensure the support and strengthening of partners, including the closing and sustainability phase.
- Responsible for the implementation of the project throughout the entire cycle.
Responsibilities according to the current project manual, including:
In the idea phase : Development of the first concept note, its entry into the system, as well as the identification of local and/or international partners.
In the design phase: accompany the alignment of the concept note to the donor’s requirements.
- The development of a Detailed Implementation Plan (DIP)
- Preparation of due diligence with the partners.
- The preparation of the project budget
- Develop a procurement plan
- Managing risks and problems
- Responsible for developing the start-up plan (Developing a recruitment and staffing plan, preparing the baseline, donor compliance framework, engaging decision-makers, etc.)
In the planning phase : responsible for agreements with partners.
- Responsible for establishing project governance.
- Complete the DIP (100% of its sections) and ensure that it is correctly entered into the systems (SAP and PMERL)
In the implementation phase :
- Responsible for the correct implementation of all activities. Manages the monitoring of purchases, communications, and measurements with the different support departments.
- Approval of all expenses charged to the project budget based on the agreed delegation of authority
- Project budget management and monitoring, approval of financial and narrative reports.
- Monitoring compliance with results and programmatic quality.
- Responsible for the timely and high-quality delivery of all reports.
- Responsible for partner relations and support.
- It ensures that SAP and Pmerl are fed with reliable, verifiable, and consistent information and guarantees the safeguarding of project documentation in its 5 phases.

3. Administrative and Financial Management

- Comply with administrative processes and procedures (manage with different departments)
- Contribute to compliance with the recommendations of global assurance and audits carried out in the country in the relevant areas of programs, particularly in the area of ​​Gender and inclusion.
4. Security Management and Organizational Risk Reduction
Key actions related to responsibility:
- Ensure efficient management and prevention of organizational risk (compliance with policies and SOPs) in your area of ​​intervention and guarantee a risk analysis and its updating throughout the project.
- Develop situational analyses on national realities regarding the topics of influence, participation, sexual and reproductive rights, as well as proposing mitigation strategies on the Gender Equality agenda; application of the gender marker in the project cycles.
Safeguard
Ensure that Plan International’s global safeguarding policy and PII’s policy to prevent harassment, exploitation, and sexual abuse, and to promote gender equality and inclusion, are fully integrated in accordance with the policy principles and requirements, including the relevant Implementation Standards and Guidelines as applicable to your area of ​​responsibility. This includes, but is not limited to, ensuring that staff and partners are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of ​​work, and that concerns are reported and addressed in accordance with appropriate procedures.

Experience and prior knowledge
- Studies in Social Sciences, Business Administration and/or related field, Bachelor’s or postgraduate level preferred.
- Studies or experience in gender and development, knowledge of humanitarian issues is desirable
- At least 4 years of experience in project management in social areas.
- Minimum of 5 years’ experience in economic empowerment processes (Entrepreneurship and Employability).
- Experience in Education and alternative modalities at the community level.
- Experience working with youth groups at the urban and rural levels
- Knowledge of the region in which the program is implemented (Jalapa)
