GIZ has been operating in Syria since 1976. It has thus established valuable contacts in civil society and garnered experience that is now crucial for supporting the country. From 2013 onwards, it worked without government involvement with the assistance of local non-governmental organizations. Despite the difficult conditions, GIZ has consistently contributed to improving people’s living conditions.

In view of the developments since December 2024, which have led Syria into a decisive phase of transformation, GIZ plans to reopen its Country Office in Damascus in 2026. It is currently implementing ten projects on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Federal Foreign Office (FFO), with co-financing from the European Union and other donors. From 2026, the portfolio is planned to be expanded by several new projects.

As part of an EU and BMZ-funded project, the Team Europe Initiative (TEI) Technical Assistance (TA) Hub will support the Syrian government to enhance the capacities of national and subnational authorities and public institutions by strengthening their institutions, systems, and governance through coordinated, transparent, and demand-driven technical assistance by various European Agencies. The project will coordinate with and advice the Syrian Foreign Ministry as well as coordinate with the EU and the EU Delegation. Furthermore, the project foresees a Project Management Unit which will steer and manage the demands as well as support the coordination with the other agencies.

Your tasks

  • Coordinating the Project Management Unit of the Team Europe Initiative (TEI) Technical Assistance (TA) Hub by the EU
  • Coordinating with Syrian government institutions and stakeholders to clarify needs and supporting the development of Technical Assistance Plans (TAPs) including scoping, planning and validating TAPs
  • Receiving, screening and validating Technical Assistance (TA) requests from the Syrian government to the EU including structuring and formalising TA requests
  • Liaising with the TEI Secretariat and with all members
  • Initiating selection processes of requests to the European Agencies operating the TA Hub
  • Organising and convening TEI TA Hub meetings and steering committee meetings
  • Supporting the implementation of TAP activities
  • Coordinating, monitoring, evaluating, reporting and learning
  • Developing and refining key programmatic documentation including standard operating procedures (SOPs), mapping of sectors and defining criteria in cooperation with all implementing partners
  • Coordinating with all implementing partners in order to ensure collaborative action
  • Where appropriate and reasonable, performing additional tasks upon request of the management

Optional/temporarily:

  • Supporting the operational set-up of the mechanism during its start-up phase
  • Setting up the offices
  • Initiating institutional engagement with Syrian counterparts

Your profile (required qualifications, competencies and experience)

  • Master’s degree in public administration, political science, law, economics, development studies, or a related field
  • At least 7 years of professional experience in coordination and management of multi-partner projects
  • At least 5 years of professional experience in cooperation with or advising government institutions in post-conflict and fragile countries
  • At least 5 years of experience working with international organisations, development cooperation projects, or donor-funded programmes, preferably GIZ or comparable agencies
  • Sound knowledge of working with EU institutions and EU processes, funding and reporting structures
  • Strong political sensitivity and analytical thinking, consulting, communication and cooperation skills as well as intercultural competence
  • Professional fluency in written and spoken English and Arabic
