COSPE is seeking a Project Manager to join the Senegal office team and coordinate the FAIRE project.
The FAIRE project – Training , Animation, Inclusion, Networking and Employment , funded by the European Union and co-financed by AICS and other local partners, promotes sustainable, green and inclusive socio-economic development in the Sédhiou and Kédougou regions, with a focus on young people, women, returning migrants and people with disabilities. It aims to strengthen civil society organizations in the fields of agroecology and the circular economy.
Job Description
The Project Manager is responsible for the operational coordination of the project and its co-financing. He/she ensures the planning, implementation, monitoring, and reporting of activities, in close collaboration with local staff and project partners. He/she supervises the team, manages financial and material resources, and represents COSPE at the local level. The Project Manager reports to the Country Representative and collaborates with the administrative team, the logistics representative, as well as local and institutional partners.
Main tasks and responsibilities
- Coordinate the planning and implementation of project activities.
- Supervise field activities and support partners and local teams according to COSPE methodologies.
- Track the progress of activities using management tools.
- Collaborate with experts to monitor and evaluate results.
- Write narrative reports for donors and local authorities.
- Manage any co-financed projects operationally.
- Plan and control financial resources in accordance with EU and AICS rules.
- Oversee accounting records, financial documentation and financial reporting.
- Draft extension and modification requests; monitor partner funds.
- Support the drafting of administrative documents requested by the Senegalese authorities.
- Manage the purchasing plan in accordance with procurement procedures.
- Oversee assets, suppliers and inventories with the logistics/HR manager.
- Collect and manage the teams’ logistical needs.
- Select, train and coordinate the staff under his responsibility.
- Oversee contracts and team management with support from administration and logistics.
- Apply donor guidelines regarding visibility and communication.
- Coordinate the production of content for social media, visual and awareness materials.
- Represent COSPE locally with institutions and stakeholders.
- Participate in defining the national COSPE strategy in Senegal.
- Cultivate alliances and contribute to the development of new project proposals.
- Ensure compliance with local regulations relating to activities.
Mandatory requirements
- Degree in economics, political science, sociology, international cooperation or equivalent.
- Minimum 5 years of experience in international cooperation.
- Experience in participatory processes with specific audiences (women, returning migrants, people with disabilities).
- Skills in grant management (sub-granting) and participatory design.
- In-depth knowledge of EU and AICS procedures.
- Excellent computer skills (Excel, Word, PowerPoint).
- Excellent command of written and spoken French.
- Experience in the fields of social economy and participatory governance.
- Adherence to COSPE values and strategy.
Preferential requirements
- Previous experience in Senegal.
- Knowledge of Italian, English or local languages.
- Experience with monitoring and evaluation tools (Theory of Change, GIS).
- Network of contacts with donors and stakeholders.
Offer
- Contract : coordinated and continuous collaboration contract (co.co.co) or other equivalent form.
- Remuneration : To be determined based on actual experience, skill level, previous experience and specific qualifications.
- Duration : 12 months, renewable.
- Start of contract : from September 2025.
- Work location : Senegal, Sédhiou / Ziguinchor (Casamance).
