Project Manager At DanChurchAid

JOB PURPOSE

DanChurchAid (DCA) is seeking applications for a Humanitarian Mine Action Project Manager (HMA) for its Country Office in CAR. The work location is Bocaranga with frequent field trips (localities of Bocaranga, Koui and Ngaoundaye). The main role of the Project Manager is to:

  • Ensure overall project management, including (but not limited to) coordination, monitoring and quality assurance of activities;
  • Ensure internal/external reporting as well as coordination and capacity building of national partners;
  • Ensure external engagement with other LAMH and protection stakeholders, as well as any other responsibilities to contribute to the intended objectives within the scope, budget and timeline defined within the project.

The Project Manager should have excellent operational, communication, leadership, and problem-solving skills, as well as experience with project management methodologies and tools. The ideal candidate will also have prior skills and basic knowledge in the field of humanitarian mine action (explosive ordnance risk education, non-technical surveys, victim assistance). In addition, the Project Manager must be able to work well under pressure and be able to manage multiple tasks simultaneously.

MAIN TASKS

Project management and planning:

  • Ensure overall planning of project activities with partner NGOs and ensure compliance with deadlines and quality in implementation,
  • Organize with the MEAL team the project evaluation activities (Baseline, retention survey, Endline) and updating of the project management tools,
  • Coordinate and monitor the implementation of activities (launch, targeting, capacity building, etc.) in conjunction with other DCA colleagues, while ensuring the technical quality of implementation activities,
  • Monitor the implementation of plans in accordance with the established schedules through periodic meetings with partners and/or other project stakeholders,
  • Ensure the effectiveness of planning in relation to achievements and analyze the factors blocking implementation.

Budget management:

  • Be responsible for all aspects related to good budget management, including monthly planning, regular updating of budget monitoring tools, tracking of spending rates, in conjunction with the support team (finance and logistics),
  • Participate in the development and continuous updating of the project’s purchasing plan, and contribute to its implementation (preparation of required documentation, participation in the supplier selection process, coordination of distribution activities, as required), in accordance with DCA’s internal procedures,
  • Ensure compliance with donor procedures when carrying out activities,

Communication et coordination :

  • Liaise with stakeholders (local authorities, state technical services, etc.), team members and project beneficiaries to ensure effective communication and coordination throughout the project,
  • Document project progress, the impact of activities and ensure the sharing of key information with the implementation teams and in conjunction with the DCA MEAL team,
  • Promote information sharing and coordination between implementing partners, particularly to ensure the link between field activities and participatory action research activities.

Information management, reporting and capitalization:

  • Update key project documents, including the work plan, schedules, budgets and reports, as well as contribute to monitoring the project’s logical framework and results,
  • Document lessons learned and success stories in collaboration with the MEAL team,
  • Ensure the proper management, storage and sharing of key project documents,
  • Communicate regularly with the DCA LAMH Program Manager on project progress as well as challenges encountered by DCA teams and partner organizations,
  • Collect and analyze qualitative and quantitative information through field teams,
  • Write all internal and lessor narrative reports in strict compliance with planned deadlines and formats,
  • Participate monthly in budget monitoring meetings organized at the DCA coordination level,
  • Centralize and compile lessons learned and recommendations at the various key stages of the project and following the capitalization/closing workshop,
  • Write ad hoc success stories and/or case studies according to the requests and needs of the mission to highlight the impact and approaches of the projects.

Implementation and operational monitoring:

  • Facilitate the organization of thematic training sessions with DCA teams and partners,
  • Participate in humanitarian coordination bodies in Bocaranga,
  • Ensure compliance with safety rules by staff under his supervision and coordination with partner national NGOs,
  • Ensure proper planning and monitoring of field activities in collaboration with the Project Coordinator of the partner NGO,
  • Ensure implementation in accordance with project guidelines and approaches and in accordance with DCA and donor procedures, as well as procedures specific to the field of mine action.

Quality control:

  • Be responsible for the quality of all implementation activities, as well as the deliverables planned within the framework of the project; guarantee the quality of the products and activities envisaged within the framework of the project,
  • Ensure that project deliverables meet the quality standards required by the lessor as well as DCA’s quality standards,
  • Ensure the implementation of operations in accordance with DCA’s LAMH activities quality management requirements (SOP), in collaboration with the DCA LAMH Program Manager,
  • Carry out regular monitoring missions to ensure the quality of project deliverables, and support the process of strengthening the technical capacities of local partners,
  • Share recommendations from missions with implementing partners and ensure their follow-up in order to improve the quality of interventions,
  • Ensure compliance with humanitarian principles, including accountability to beneficiaries and the effectiveness of interventions, while ensuring that activities are implemented in accordance with good practices in humanitarian and development programming,
  • Contribute to the development, planning and facilitation of field assessments carried out by project teams and the MEAL DCA team,
  • Evaluate the relevance of the activities carried out, the effectiveness of the interventions and their adequacy in light of the changing context and the needs of the populations,
  • Ensure the achievement of project results and indicators in conjunction with the DCA MEAL team, while helping to inform the monitoring tools requested by the donor,
  • Ensure the sustainability requirements of the project objectives, the sustainability of the actions and, where applicable, compliance with established norms and standards,
  • Contribute to the development, planning and facilitation of evaluations carried out by the MEAL Officer,
  • Coordinate and contribute to the production of communication materials on the project.

QUALIFICATIONS

Prerequisites:

  • Central African nationality,
  • A relevant academic qualification at Masters level in management, development studies, or any other relevant subject or equivalent professional experience,
  • At least 4 years of experience, preferably in non-governmental organizations in the humanitarian field (mitigation, adaptation, protection, among others),
  • Relevant technical expertise and/or experience in projects related to emergency humanitarian response in the field of mine action.

Technical skills in monitoring and evaluation:

  • Prerequisite skills and basic knowledge in the field of humanitarian mine action (education on the risks of explosive devices, non-technical surveys, victim assistance),
  • Good analytical and research skills,
  • Experience in an unstable environment and ability to work under pressure,
  • Maîtrise de Microsoft Office (Excel, Word, Outlook, PowerPoint),
  • Languages: excellent command of written and spoken French required; knowledge of spoken and written English is an asset,
  • Strong leadership, team building and communication skills,
  • Problem-solving attitude, organized and structured approach and ability to plan, coordinate and lead processes involving multiple stakeholders and interests,
  • Commitment, flexibility, results orientation and strong interpersonal skills, including the ability to manage a busy workday with conflicting deadlines in a multicultural environment.
