This Call for Interest is open to all eligible consultants, in accordance with hulo’s procedures and principles.

Context of the consultancy:

The Humanitarian Logistics Cooperative, also known as “hulo”, is the first humanitarian European Cooperative Society (SCE) created in June 2021. Hulo now regroups 19 organisations: ACTED, Action contre la Faim (ACF), Bioport, Care International, Fleet Forum, the French Red Cross (FRC), Handicap International / Humanity & Inclusion (HI), International Federation of the Red Cross and Red Crescent (IFRC), Intersos, International Rescue Committee (IRC), Médecins du Monde (MDM), Mercy Corps, Norwegian Refugee Council (NRC), Oxfam Intermón, Plan International, Première Urgence International (PUI), Save the Children International, Solidarités International (SI), and Welthungerhilfe (WHH).

Its objective is to increase the impact of humanitarian aid by strengthening links and solidarity between humanitarian logistics actors and improving performance through the pooling of logistics and supply chain resources and expertise.

hulo is co-lead, alongside WFP and NRC, of the Global Humanitarian Procurement Collaboration and Performance Initiative, a 12-month action (1 September 2026 – 31 August 2027) funded by DG ECHO that operationalises the reform priorities identified by the Humanitarian Leadership Group on Supply Chain (HLGSC) and its Procurement Thematic Working Group (TWG). The action establishes a Global Procurement Forum, develops and tests targeted procurement cooperation guidance, strengthens procurement integration into organisational and project-level decision-making, and develops and pilots a board-level procurement KPI framework, engaging around 30 organisations and 60 practitioners across the humanitarian procurement ecosystem.

Overall scope of work expected from the Consultant:

The Project Manager leads day-to-day implementation of the Global Humanitarian Procurement Collaboration and Performance Initiative, under hulo’s administrive contract, reporting to and managed by the Co-Leads Steering Committee, coordinating delivery of the action’s four results – the Global Procurement Forum, targeted procurement cooperation guidance, procurement integration tools, and the board-level procurement KPI framework – across WFP, hulo, NRC, the Procurement TWG and around 30 participating organisations.

The Consultant is expected to:

1. Establish overall project coordination and management

  • Maintain the consolidated implementation calendar, deliverable register, risk register and budget tracker across the four results.
  • Coordinate and report to the WFP-hulo-NRC Steering Committee and monthly management reviews, and support timely escalation of material changes to WFP for donor communication.
  • Ensure proper consultation, and inclusion of the participating organisation

Expected Deliverable: Operational calendar, deliverable and risk registers, and a functioning Steering Committee coordination framework.

2. Drive delivery of the Global Procurement Forum

  • Coordinate consolidation of the procurement coordination landscape and gap analysis, and development of the Forum’s governance and operating package (mandate, membership, decision-making, accountability, links to existing structures).
  • Coordinate targeted consultation and validation through the Procurement TWG, and preparation of the package for the relevant HLGSC leadership process and its subsequent operationalisation.

Expected Deliverable: Validated Forum governance and operating package, and a leadership-ready briefing.

3. Coordinate procurement cooperation guidance, integration tools and the KPI framework

  • Manage and coordinate the Procurement Expert(s), Data Specialist, Academic Expert and other contributors in consolidating evidence, developing guidance, tools and KPIs, and steering technical review through the Procurement TWG.
  • Coordinate the selection and onboarding of pilot organisations to conduct activities, and consolidate pilot learning into refined, final outputs.

Expected Deliverable: Validated procurement cooperation guidance, procurement-integration tool package, and board-level KPI package, each supported by documented pilot and testing evidence.

4. Manage stakeholder engagement, cross-TWG and donor coordination

  • Act as the senior coordination focal point with the Procurement TWG, other HLGSC working groups (Digitalization, Environmental Sustainability, Preparedness/Localization) and the HLGSC Donor Group.
  • Coordinate community-management, communication and visibility activities in line with ECHO requirements, including institutional announcements, knowledge products and social-media content.

Expected Deliverable: Documented cross-TWG touchpoints and Donor Group engagement records, and a completed visibility and communication plan.

5. Consolidate monitoring, reporting and the implementation roadmap

  • Consolidate technical inputs for WFP’s quarterly consolidated results and budget reviews and for DG ECHO reporting requirements.
  • Lead development of the final implementation roadmap, consolidating outputs, pilot learning, unresolved technical matters and future priorities, including inputs to the wider Supply Chain Charter process.

Expected Deliverable: Consolidated monitoring inputs and a final implementation roadmap.

Qualifications and Experience:

Interested Consultants should possess the following qualifications and experience:

  • Master’s degree in project management, supply chain/logistics, international development, business administration or a related field.
  • Significant experience (7+ years) in project or programme management, ideally leading multi-stakeholder or donor-funded (ECHO/UN) actions.
  • Strong knowledge of humanitarian supply chain and/or procurement systems, networks and coordination structures.
  • Proven experience coordinating consortia or co-led actions involving UN agencies, international NGOs and technical working groups.
  • Excellent stakeholder management, facilitation, representation and consensus-building skills.
  • Strong budgeting, risk-management and results-monitoring skills; experience with donor reporting (ECHO Single Form) is a strong asset.
  • Organised, autonomous and able to manage delivery within a compressed 12-month timeline.
  • Languages: English and French (essential).

Management and Reporting Lines:

The Project Manager works under the direct line management of hulo’s designated supervisor and is functionally accountable to the WFP-hulo-NRC Steering Committee for delivery of the action.

The Project Manager works under the direct line management and contractual authority of hulo’s designated supervisor, collaborates day to day with the WFP and other dedicated technical focal points on this project, and functionally accountability to the WFP–hulo–NRC Steering Committee for operational delivery.

The Project Manager is in charge of managing and structuring the work of the Procurement Expert(s), Data Specialist, Community Manager and Academic Expert, and of coordinating with the Procurement Thematic Working Group.

Schedule:

This consultancy targets 100% time engagement over the 12-month action period (1 September 2026 – 31 August 2027).

Application & Contracting Process:

The selected consultant will be contracted by hulo for the duration indicated above, on a full-time (100%) basis for the length of the action. He/She is expected to outline the main key steps of the process as part of the Expression of Interest (EOI). While the role is based full-time on the action, tasks can be carried out remotely where appropriate, with in-person participation expected for key hulo, TWG or Forum events.

Hulo invites applications for the provision of services described above. Interested candidates must submit their EOI outlining their financial offer (daily rate with clarifications on other cost covering expectations, plus a proposed overall cost), proposal to meet the ToR, scheduling and CV providing information on capacity and experience, showing qualification for the technical skills required by the scope of work.
