General context of the project

The protracted crisis in the Democratic Republic of Congo, marked by the resurgence of clashes between armed groups in certain eastern provinces of the country and by intercommunal tensions, continues to cause a critical humanitarian situation.

According to the 2025 HNRP, approximately 21.2 million people are in need of humanitarian assistance, of which 11 million are targeted by the response. In 2025, more than 2 million new displacements were recorded, bringing the total to nearly 5.7 million internal displacements, mainly in the provinces of North Kivu, South Kivu, and Ituri.

In these areas, the limited availability of public services and difficulties accessing essential services expose displaced, returnee, and host populations to increased risks. Women and girls represent more than half of those affected and remain particularly vulnerable to violence and exploitation.

Sexual, domestic, and gender-based violence constitutes a major source of suffering. Women heads of household, widows, people living with disabilities, unaccompanied girls, as well as those working in agriculture or small businesses are among the groups most at risk.

Men and boys are also exposed to violence and violations of their rights, in a context of persistent security and community tensions. Protection mechanisms and access to justice remain limited, particularly due to population mobility and access constraints.

A mapping analysis conducted by INTERSOS highlights still uneven coverage of protection actors in certain areas, which reinforces the need for quick-impact, locally coordinated projects to address urgent needs and strengthen community resilience.
