About TGH

Founded in 1994, TGH is a French association for international solidarity based in Lyon. It designs and implements emergency, rehabilitation and development programmes in the fields of water, hygiene and sanitation, food security and rural development, socio-education and psychosocial support. TGH is currently active in 10 countries in Africa, Europe and Asia.
TGH in Sudan
TGH has a long-standing presence in Sudan: first implementing a multi-sectoral program targeting displaced people and host communities in Geneina (West Darfur) in 2004, it extended its presence to Central Darfur (Bindizi and Um Dukhun) in 2005 and 2006 respectively. Since then, TGH has maintained a continuous presence in both states, despite an increasingly complex context, and has also intervened in Khartoum, Gedaref, Al-Jazeera, Red Sea, and South Kordofan states.
TGH’s ongoing activities in Sudan include emergency assistance to displaced people (provision of NFIs and emergency shelter, hygiene and dignity kits, etc), WASH (access to water supply systems and sanitation services, hygiene promotion…), FSL and livelihood (distribution of agricultural inputs, promotion of farming best practices, income generating activities, MPCA…) and Protection activities (PSS, general protection, child protection, GBV through Case Management, support for Child Friendly Spaces and Women and Girl Safe Spaces…).
With a current operational volume of approximately €12 million, TGH’s mission in Sudan is supported by key donors including ECHO, BHA, OCHA-SHF, and IFSAN (French Ministry of Foreign Affairs).
TGH currently employs over 120 national staff across field locations including Geneina and Foro Baranga (West Darfur); Golo, and Zalingei (Central Darfur); Tawila (North Darfur); Wad Madani (Jazirah) , Khartoum and Port Sudan (Red Sea). Additionally, more than 14 expatriate staff are deployed across Sudan and Chad.
General objectives of the job
The Project Manager is responsible for emergency and resilience response activities under ECHO, OCHA-SHF and the French government funding (CDCS, IFSAN) projects, budgets, team management and liaison with relevant stakeholders, with a particular focus on local partners, needs assessment & analysis.
Project Development, Management, Monitoring, Evaluation, Reporting & Learning
- Be responsible of all aspects of TGH’s project, including Activities Planning, Implementation and Monitoring, Team Supervision, Procurement, Financial Monitoring, Knowledge Management and Donor Reports.
- Support as much as possible local partners in project implementation and documentation.
- Plan and supervise Project Technical Review, and work with the MEAL team to ensure that MEAL plans are developed and used for all Eastern grants (MEAL plans are developed at the start of the project); develop relevant tools (quantitative and qualitative surveys, post distribution monitoring PDM tools…) to monitor progress, quality and satisfaction levels of beneficiaries.
- Regularly visit field activities, identify challenges to implementation and work to mitigate the challenges.
- Ensure TGH Complaints & Response Feedback Mechanism (CRFM) is well understood by all field teams, and regularly communicated to beneficiaries and stakeholders, and that these individuals are fully supported to make use of it throughout project implementation
Strategy/Project development
- Participate/organize needs assessments/evaluations in line with programmatic needs and in liaison with technical focal points and Field Coordinators, and contribute as requested to the development of tools for assessment/evaluation.
- Support new proposal development in collaboration with the DCDP, grant team and the HQ Advisors.
Human Resource Management
- Participate actively in recruitment process, in coordination with the Field Coordinators, the HR Coordinator and the Country Director.
- Ensure HR Evaluation Performance of program staff on a regular basis, in coordination with the Field Coordinators.
Finance, Logistics and Administration
- Supervise financial monitoring of the assigned project, in particular for activities carried out by local partners.
- Supervise and support logistics and administrative tasks related to TGH’s projects, in particular for activities carried out by local partners in coordination with Support Services staff and in compliance with TGH procedures and donors’ requirements.
Coordination
- Represent TGH with beneficiaries, donors, authorities and other stakeholders as needed.
- Attend and actively participate in internal and external meetings.
These responsibilities may be reviewed as field requirements change.
Priorities for the first 3 months
- Coordinate with Khartoum local authorities for signature of Technical Agreement for the new ECHO project.
- Kick off the implementation of new activities under new ECHO grant in Khartoum; Ensure that activities are starting as early as possible, in line with workplan and budget.
- Follow up ongoing activities under CDCS grants in Jazirah.
- Support internal or external project reviews or evaluation, as requested internally or by the donor, and develop project reports to donors.
- Initiate and supervise needs assessments in current and new areas for TGH, in coordination with DCD-P, technical focal points and Field Coordinators.
- Support new Concept Notes & proposals development in collaboration with the DCDP, grant team and the HQ Advisors.
Security, working and living conditions
The living conditions in N’Djamena and Port Sudan (=coordination base) are comfortable with most modern conveniences, while in Darfur and other field locations the living conditions are more basic (cold water, limited telephone network and internet disruptions) and social life is limited for security reasons. There are regular flights to and from Chad and Sudan to regional destinations.
Profile
- Previous experience in Education, Protection or Child protection
- Significant humanitarian experience in project management in emergency contexts
- Significant experience in working with or through local partners
- Experience in MPCA is an asset
- Knowledge of Sudan context is strongly appreciated
- Experience in managing a multi-sectoral project
- Experience in conflict area / post-emergency contexts desired
- Good knowledge of the humanitarian environment (NGOs, UN, EU…) in particular the institutional functioning in case of crisis (PRS, clusters, specialized donors, effective functioning of coordination mechanisms…)
- Ability to set up new teams to open new areas of intervention
- Mastery of computer tools, at least Pack Office, Internet, Outlook. Mastery of specialized software for data collection / statistical analysis (e.g. Kobo / ODK.) and GIS (e.g. Google Earth, QGIS) will be a plus
- Fluent English mandatory (oral and written)
- Arabic speaking would be a strong asset
- Strong interpersonal and intercultural skills
- Autonomy and sense of team working

Employment terms
Job title: Project Manager
Location: Sudan – Madani, Jazirah State, with frequent visits to other states in the East of Sudan and to Khartoum. The incumbent may also spend periods of time in N’Djamena, Chad for administrative/visa reasons.
Duration:06 months, from June 2026
Conditions :

- Gross monthly salary from €1,957 to €2,678 depending on experience
- Monthly per diem €750
- Hardship bonus €300

- Resting policy: 06 working days at 3 and 9 months + RnR allowance €930 – 25 paid leave days/ year (transportation covered by TGH every 6 months)
