Position Title: Project Officer.
Location: Damascus, Aleppo, Idlib, Syria.
Job Summary:
The Projects engineer will conduct and follow the rehabilitation and construction activities. He/She will ensure projects follow up and technical support to the field team.
GENERAL OBJECTIVES:
- Contribute in setting and implementing strategy
- Organize, design and oversee regular technical needs assessments.
- Contribute in proposal development for shelter, water and sanitation activities.
Key Responsibilities:
Project Planning and Coordination:
- Assist in developing project plans, timelines, and budgets to ensure alignment with organizational objectives.
- Coordinate with internal and external stakeholders to ensure a shared understanding of project goals and deliverables.
- Participate in developing overall projects implementation strategy, systems, approaches, tools, and materials.
- Participate in the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives
Project Implementation:
- Supervise the construction/rehabilitation process and directly ensuring that it is completed within timelines, according to approved BOQs and quality outcomes and in compliance with RHMA Worldwide guidelines.
- Organize regular project coordination meetings with project team.
- Ensure budget utilization and physical target achievements are reviewed at least once a month as per work plan.
- Ensure that adequate technical standards are maintained for all services provided.
- Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation.
- Regular update the work plan, output tracker, PMF and other documents relevant for effective project management.
- Develop technical studies (detailed bills of quantities (BOQs), drawings, estimated budgets works required at the schemes (projects) and in all sectors, based on assessment and program requirements, ensuring that recommended work for people of concerns.
- Ensure that the implemented activities achieve their outputs.
- Verify that all designed materials for shelter activities such as transitional shelter & House rehabilitation projects are of the highest quality.
- Prepare and submit weekly activity reports and filed visits regarding the shelter, water and sanitation activities.
- Monitor and evaluate project activities in a timely and efficient manner.
- Contribute to creating a positive image and overall credibility of the organization.
- Maintain open communication lines with all field staff, beneficiaries, service providers and authorities.
- Attending and representing the foundation in the respective coordination meetings related to the project.
- All other tasks and duties related to work as needed & instructed by line manager.
- Foster strong relationships with local authorities, community leaders, and partner organizations.
- Represent the organization in project-related meetings and coordination forums.
- Ensure that project interventions are culturally sensitive and tailored to the needs of the target community.
- Stakeholder and Partner Coordination:
Qualifications and Requirements:
Education: A Bachelor’s degree in Architecture, Civil Engineering, or any related field is required.
- Experience:
- At least 3 years of Civil engineering experience.
- Knowledge about shelter, water and sanitation projects.
- Skills and Competencies:
- Strong understanding of project cycle management and monitoring and evaluation techniques.
- Excellent organizational, communication, and problem-solving skills.
- Proficiency in managing project budgets and ensuring financial accountability.
- Ability to work both independently and collaboratively in a team setting.
- Familiarity with the local cultural, social, and political context of the operational area is an asset.
- Technical Skills:Â Proficiency in Microsoft Office Suite, project management tools, and data analysis software.
