The mission
Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect for international humanitarian law in armed conflicts and other situations of violence. Geneva Call’s mission is to ensure that armed groups and de facto authorities (AGDA) respect International Humanitarian Law and basic humanitarian principles in the areas they fight in or control.

The role
Geneva Call is recruiting three Project Officers to cover three areas of the country: Samaniego, Nariño, Quibdó, Chocó and Tumaco, Nariño.
The Project Officers will be in charge of implementing an OCHA-funded Consortium in their area of ​​responsibility as part of the Geneva Call program to improve IHL and the protection of the civilian population in Colombia.
Main activities
Planning, coordination and report preparation
- Responsible for the quality of project implementation and monitoring in accordance with the work plans, budget, and procedures of Geneva Call and donors. Project implementation requires frequent field visits—up to 70% of the time—possibly including overnight stays in remote locations, including indigenous communities.
- Manage the custody of information and knowledge, including the archiving of program documents and materials;
- Collect and analyze, through regular field missions, information relating to the context, the conflict situation, the humanitarian needs and the potential impact on Geneva Call’s work in the project area(s) and transmit it to the Programme Manager.
- Report all project expenses with proper justification.
- Participate in the preparation of the program’s monthly plans, budgets, and project activity monitoring plans, in consultation with the Program Manager, the National Project Officer, and other team members.
Associations
- It maintains close coordination with the Consortium members and other relevant project stakeholders;
- It maintains a close working relationship with members of the humanitarian structure, in particular the Local Coordination Teams (LCTs), UN Agencies, other NGOs, Social Pastoral, community leaders and other humanitarian actors, and represents the organization in the territory.
Communications and foreign relations
- In coordination with the Program Manager, collaborate regularly with local and international organizations;
- Support the Communications focal point in the production of external communication materials in coordination with the National Director and the global/regional Communications teams;
- Provide material (photos, videos, on-the-ground stories) about the project and timely reports to show the project’s results and achievements;
Security
- Monitor the security situation in relation to project activities, project partners and Geneva Call, alerting to potential risks, suggesting mitigation measures to Geneva Call management and following up on incidents as required.
Main qualifications
Education and experience
- Relevant university degree in Law, International Humanitarian Law (IHL), Political Science, International Relations or Human Rights;
- At least 5 years of relevant field work experience in an international humanitarian organization working in conflict zones, implementing IHL, Human Rights or Protection activities;
- Proven track record of conducting workshops and training sessions with community leaders and members.
- Previous work experience in any of the departments is a plus
- Thematic experience in IHL and humanitarian negotiations is a plus;
- Being certified as a negotiation trainer with the Center of Competence in Humanitarian Negotiations (CCHN) is a plus;
- Experience in project cycle management is a plus;
Technical skills
- Excellent skills in conflict resolution, facilitation, training, and team building;
- Ability to work under pressure and in conflict environments, and to manage numerous tasks simultaneously.
Languages
- Spanish;
- English is an advantage;
Personal skills
- Demonstrated ability to operate in an environment that presents security challenges.
- Willingness and ability to travel regularly and, sometimes, at short notice;
- Developed interpersonal and communication skills, including influence, negotiation, and guidance.
- Adequate communication skills for a community environment.
- Interpersonal skills with experience in negotiation.
Conflict of interest
