Project Officer – National At Johanniter-Unfall-Hilfe

Scope of Work:

The Project Officer will be responsible for ensuring the effective planning, coordination, implementation, monitoring, and reporting of project activities in close collaboration with implementing partners in Syria. Under the direct supervision of the Field Coordinator, the Project Officer will oversee day-to-day project follow-up, ensuring that interventions are timely, compliant with Johanniter’s quality standards and donor requirements, and responsive to the needs of vulnerable populations. The position will also play a key role in strengthening partner coordination and compliance, promoting gender-sensitive and inclusive approaches, and contributing to learning, accountability, and continuous improvement across the project cycle

Responsibilities:

Strategy and Vision

  • actively supports the values of Johanniter and shapes his/her work according to these values
  • contributes to the development and implementation of the global strategy of Johanniter International Assistance in his/her area of responsibility
  • supports the implementation of the country strategy in his/her area of responsibility in line with the global JIA strategy

Project Implementation

  • Oversees project activities in close coordination with implementing partners, ensuring that all interventions are implemented on time, within budget, and in full compliance with donor and Johanniter regulations
  • tracks the progress of activities against the approved work plan, expenditure and procurement plans, compiles regular partner updates, and promptly identifies and reports any delays, challenges, or risks to the Field Coordinator
  • ensures that partner teams understand donor and Johanniter requirements, including technical, compliance, and visibility obligations
  • ensures the quality and timely implementation of project activities by supporting partner and field teams in donor-compliant planning, monitoring, and reporting processes, including the development of implementation plans, progress tracking tools, and documentation of achievements, challenges, and lessons learned. Plays a role in following up with the procurement of project-related goods and services, ensuring compliance with GFFO and Johanniter procedures and coordination with logistics and finance teams
  • ensures that the cross-cutting thematic areas of gender and inclusion are effectively streamlined in project implementation
  • drafts high-quality narrative reports and reviews partner financial reports and plans to ensure completeness and compliance

Monitoring and Evaluation

  • in coordination with the PMEAL Department, monitors project progress, collects data, and verifies activity implementation
  • facilitates and supports partners in conducting needs assessments, baselines, and post-activity monitoring
  • contributes to results tracking, data quality checks, and learning documentation (case studies, success stories)
  • participates in joint partner review meetings, lesson-learning workshops, and donor monitoring visits
  • ensures that partners establish a functioning community feedback mechanisms (CFM), including timely follow-up, documentation, and incorporation of community feedback into project implementation. Contributes to quantitative and qualitative data analysis to support evidence-based programming and reporting

Partnership Support and Management

  • supports the Field Coordinator in maintaining collaborative relationships with project partners
  • conducts partner coordination meetings, activity planning, and partners’ reports submission
  • facilitates partner coordination meetings, activity planning processes, and timely submission of partner reports and supports the Programme Coordinator to share approved good practices with partners. Identifies capacity gaps and supports the organization of training and coaching sessions on project management, reporting, or thematic areas

Budget and Compliance Monitoring

  • monitors partner expenditure plans against budget allocations, activity timelines and procurement plans
  • supports financial verification processes to ensure compliance with donor and Johanniter procedures
  • alerts the Field Coordinator to any deviations, risks, or underspending and proposes corrective actions
  • contributes to maintaining accurate project documentation and audit-ready records in line with donor and Johanniter requirements

Quality, Management

  • supports adherence to Johanniter’s and donors’ quality standards, including gender-sensitive, inclusive, and protection-oriented approaches
  • upholds humanitarian principles at all times and ensures their application in project activities
  • promotes the application of do-no-harm, gender equality, and conflict sensitivity principles
  • promotes environmentally sustainable and climate-sensitive programming approaches where relevant
  • contributes to organizational learning, documentation of best practices, and knowledge sharing across projects and partners
  • supports adaptive programming approaches in response to changing humanitarian and operational contexts

Safeguarding

  • contributes to maintaining a respectful and inclusive working environment where all staff, volunteers, and community members feel safe and valued
  • promotes and models appropriate behaviour in line with Johanniter’s Code of Conduct and safeguarding policies
  • collaborates with relevant teams to support prevention, awareness, and response efforts related to safeguarding and misconduct

Coordination and Representation

  • participates in relevant meetings, i.e., co-design workshops, project inception and closing meetings, quarterly feedback and review meetings, project implementation meetings, partner reflection meetings etc
  • facilitates and participates in information sharing among Johanniter staff & partners
  • represents Johanniter in technical and coordination meetings as delegated by the Field Coordinator
  • contributes to maintaining effective coordination with relevant stakeholders and sector actors
  • supports documentation and follow-up related to partner agreements and coordination mechanisms

Safety and Security

  • stays informed about the local security context and follows Johanniter safety and security procedures at all times
  • supports the monitoring of access, operational risks, and contextual developments affecting project implementation
  • contributes to adherence to safety protocols during field visits and partner engagement

Person Specification

Professional Qualification and Experience:

  • relevant qualification in humanitarian aid, development studies, Public Health, Nursing, Nutrition or other relevant qualifications (s) from an accredited academic institution

Experience:

  • at least 3 years of relevant work experience in humanitarian assistance or development organizations
  • practical experience in working with partner organizations
  • experience in nutrition, health, or emergency response – a technical health background is a strong asset
  • demonstrated experience in project cycle management, including planning, implementation, monitoring, reporting, budgeting, and compliance oversight. Strong understanding of principled humanitarian action
  • knowledge of national and international guidelines, including SPHERE and CHS is an advantage
  • previous experience with GFFO grants is a strong asset

Skills:

  • excellent communication and reporting skills in English and Arabic.
  • strong writing skills in English
  • proficiency in MS Office; experience with digital MEAL tools is a plus.
  • strong interpersonal, organizational, and problem-solving skills.
  • willingness to travel and work in remote, rural locations if possible
  • culturally sensitive, self-driven and proactive, and able to work in complex environments.
  • Team player with a positive work attitude
