ROLE PURPOSE

Plan International Jordan is seeking an experienced Protection and Education Program Manager to lead and integrate the technical implementation of Child Protection, GBV, and Inclusive Quality Education (IQE) programming across ongoing and planned projects. The post holder will be part of the Programs Department, supporting both the programme implementation unit and Resource Mobilization within the office.

The Protection and Education Program Manager will provide technical guidance and quality assurance across two complementary programmatic areas; while simultaneously holding full programme management accountability including budget holding, grant compliance, work plan management and direct supervision of assigned staff and partners:

  1. Protection: improve the protective environment for children and adolescents, support CP and GBV response, strengthen referral systems, and increase community awareness on protection-related issues.
  2. Education: improve learning environments for children, adolescents, and youth in targeted areas; integrate IQE and ECD approaches into programme design; and build the capacity of staff, partners, and government personnel on quality education standards.

Dimensions of the Role

Reports to the Head of Programme and Strategy (HoPS) and is a member of the broader Programme team. Directly supervises: project officers, field staff assigned to CP, GBV and IQE projects. Holds budget holder accountability for all CP, GBV and IQE grants assigned to this position. Works closely with the Economic Empowerment PM, MERL Manager, Head of Resources Mobilisation, Head of Support Services to ensure integrated delivery.

Accountabilities

1. Protection and Child Safeguarding

  • Lead Plan International’s Protection components of the programs, including mainstreaming protection activities within other sectors, and supporting the referral system.
  • Coordinate and support coherent and effective implementation of Protection programme activities using a results-based approach incorporating creativity, innovation, and responsiveness to the needs, thorough monitoring and reporting.
  • Stay abreast of developments in CP and GBV and integrate best practices into program design and implementation.
  • Ensure Protection cases, including children at risk, are identified safely and confidentially in accordance with the referral pathway; support case management using standard tools, procedures and SOPs.
  • Coordinate with Protection service providers and partners on case management, referral pathway strengthening, and regular updates to service mapping for CP and GBV sectors.
  • Support mainstreaming and inclusion of Protection-related issues in ongoing programming across all sectors including CPiE.
  • Support the conduction of rapid and detailed child-led CP risk mapping and GBV safety audits in new target areas; identify barriers and risks faced by girls and boys.
  • Plan and undertake regular monitoring visits with relevant actors in targeted areas, assessing protection trends and advising on prevention and response strategies.
  • Engage in national, regional and global coordination mechanisms including the Protection WG, CP/GBV SWG, and co-chairing the Child Labour Task Force with NCFA.

2. Inclusive Quality Education (IQE) and Early Childhood Development (ECD)

  • Lead the development of the IQE and ECD programme strategic direction to actively respond to the needs of children, adolescents, and youth (CAY) in different geographic locations including emergencies and humanitarian settings.
  • Lead on integrating IQE and ECD components throughout the project cycle, from design through implementation to results reporting in alignment with Plan’s Country Strategy and the national priorities.
  • Design, develop, and deliver capacity-building programmes and contextualized training materials on ECD, parenting, and IQE for staff, implementing partners, and government personnel.
  • Lead on coordination and communication with the MoE, MoH, and any other governmental institution working in IQE and ECD.
  • Lead on cross-cutting aspects related to IQE and ECD such as Climate Change, Social and Financial Literacy, and Disability Inclusion.
  • Develop, design, and review inclusive informal educational content to deliver targeted learning for vulnerable groups most at risk of educational exclusion, using education as a tool for protection and empowerment.
  • Integrate suitable pedagogical approaches into programmes to enhance beneficiary and partner learning and engagement.

3. Programme Design and Development

  • Contribute to proposal development (technical and financial) by providing technical input on Protection, IQE, and ECD in close coordination with the business development unit.
  • Contribute to the adoption of an evidence-based approach by supporting research, situation analyses, and needs assessments in collaboration with the MERL team.
  • Provide technical support to revise and develop contextualized training and IEC materials on CP, GBV, IQE, and ECD.
  • Collaborate with relevant stakeholders—including government agencies, community leaders, and local CBOs—to ensure inclusion of diverse perspectives in programme design and implementation.
  • Support the integration of disability inclusion, adolescent girl programming, and community-based protection approaches.
  • Contribute to the development of budgets for assigned proposals, ensuring costs are realistic, adequately justified and compliant with donor requirements.

4. Programme Management and Grant Accountability

  • Hold full budget holder accountability for all CP, GBV and IQE grants assigned to this position, ensuring budgets are managed efficiently, expenditure is on track, and variances are identified and addressed proactively.
  • Lead grant start-up processes for assigned projects, including development of detailed work plans, procurement plans, staffing plans and partner agreements\
  • Monitor project implementation against approved work plans and log frames; take corrective action where delivery is off track and escalate risks to the HoPS in a timely manner.
  • Ensure timely and compliant grant close-out for assigned projects, including final reporting, asset disposal and financial reconciliation in coordination with the Finance team.
  • Manage project risk registers for assigned grants, identifying, rating and mitigating risks throughout the project cycle.
  • Ensure full compliance with donor requirements and Plan International policies across all assigned grants, including procurement thresholds, visibility requirements and reporting deadlines.
  • Work closely with the Head of Support Services and Finance team on monthly budget versus actual reviews for assigned grants, ensuring proactive budget management and timely escalation of underspend or overspend.

5. Monitoring, Implementation, and Reporting

  • Work closely with Plan International Jordan’s MERL team to ensure that tools and methodologies are developed in accordance with Protection, IQE, and ECD priorities, aligned with global standards, and implemented in a phased manner.
  • Coordinate closely with project managers to identify and resolve technical challenges partners face in delivering Protection, Education, and ECD activities.
  • Provide supervision and guidance to partners in close consultation with relevant departments.
  • Facilitate regular review meetings with staff and national and local partners to ensure effective programme implementation.
  • Support the development of M&E frameworks and plans for CP, GBV, IQE, and ECD related activities and indicators.
  • Review monthly and quarterly progress reports; contribute to high-quality donor reports on activities, indicators, achievements, and lessons learned.
  • Contribute to Plan’s semi-annual reporting and annual planning exercise ensuring alignment with the Country Strategy objectives.
  • Conduct regular field visits to monitor project sites and partners implementation.
  • Coordinate and support timely delivery of quarterly and annual reports for donors and Plan International regional office.
  • Support the development and implementation of participatory assessments, feedback and complaint mechanisms in accordance with Plan International regulations, Child Protection in Emergency Minimum Standards, and Core Humanitarian Standards.

6. Networking, Coordination, and Communication

  • Attend national coordination meetings and represent Plan International Jordan in relevant forums; ensuring information is shared internally and with other actors as appropriate.
  • Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
  • Develop and maintain effective working relationships with other Plan International country offices, national offices, the regional hub, and the global hub.
  • Coordinate with the Communications and Advocacy FP to ensure all media-related activities are in line with Plan’s policies and the Do No Harm approach.
  • Provide technical assistance and support to national stakeholders, including ministries, in the development and implementation of CP, GBV, and IQE programmes.
  • Contribute to Plan International country and global efforts to promote best practices in addressing Protection, IQE, and ECD.

7. Staff and Partner Capacity Development

  • Maintain open and professional relations with all team members, promoting a strong team spirit and providing oversight and guidance to enable staff to perform effectively.
  • Support orientation, ongoing development, and capacity building of Plan International staff, volunteers, and partners on Protection, IQE, and ECD programming.
  • Lead development and facilitation of trainings and workshops on CP, GBV, IQE, and ECD approaches.
  • Promote knowledge sharing between and within teams; ensure refreshers and learning sessions are continuously carried out.
  • Ensure timely completion of relevant staff personal development and semi-annual performance reviews, as appropriate.

Child protection, gender equality and inclusion

  • Ensures that Plan International’s global policies for Safeguarding Children, Young People and Programmes Participants and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. Technical expertise, skills and knowledge

Essential

  • Bachelor’s degree (Master’s preferred) in Social Work, Social Sciences, Education, Psychology, Public/Community Health, Human Rights, or a related field.
  • Minimum 5-7 years of progressively responsible professional experience in Child Protection, GBV, and/or Inclusive Quality Education programming; at least 5 years in field-based roles.
  • Demonstrated experience in implementing CP and/or GBV case management in humanitarian, post-conflict, or development settings.
  • Demonstrated experience in programme management including budget holding, work plan management, grant compliance and donor reporting across institutional donors.
  • Solid technical knowledge in IQE and ECD programme design and capacity building.
  • Strong facilitation skills and demonstrated experience in designing and rolling out contextualized capacity-building programmes for staff, volunteers, partners, and government personnel.
  • Excellent negotiation and communication skills; and strong coordination, networking, and advocacy skills, especially with governmental institutions.
  • Excellent reporting skills with strong command of spoken and written English and Arabic.
  • Commitment to Plan International’s global policies on Safeguarding Children and Young People, and on Gender Equality and Inclusion.

Desirable

  • Previous experience in emergency preparedness and response, and prior training in EiE, ECDiE, INEE, CP in Emergencies, GBV in Emergencies, and/or PSS.
  • Experience in conducting gender-responsive assessments, CP risk mapping, and GBV safety audits.
  • Strong knowledge in planning, monitoring, and evaluating Protection and Education programmes.
  • Experience utilizing international tools: GBV Standard Operating Procedures, GBV Information Management System, IASC GBV Guidelines, IASC Gender Handbook.
  • Prior experience in counselling and psychosocial support.
  • Experience in developing methods, tools, and programmes in collaboration with government agencies, civil society, and private organisations.
  • Experience with donor reporting requirements (e.g., DG-ECHO, EU, FCDO…ETC).
  • Ability to work under pressure with competing priorities and deadlines; strong organizational and work-prioritization skills and ability to work in a sensitive environment.
