Protection Coordinator (International or National) At Danish Refugee Council

The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move, and vulnerable local populations/host communities. DRC is currently seeking a highly qualified Protection Coordinator based in Caracas, Venezuela.

About the job:

DRC manages its operations in Venezuela from its country office in Caracas, with a presence in four offices located in the states of Sucre, Apure, and Zulia. In these contexts, DRC Venezuela implements a comprehensive humanitarian response that includes protection monitoring, legal assistance, individualized care for people with specific needs (PWSN), information sessions for persons of concern (PoC), prevention of human trafficking, rehabilitation of health infrastructure, support for food security, and anticipatory action and disaster preparedness programs.

General objective of the position: The National Protection Coordinator will be responsible for the training and capacity building of DRC protection staff, as well as managing DRC’s protection program in the country with the support of three field protection managers. The Protection Coordinator will also oversee all technical reports and coordinate with relevant inter-agency protection forums at the national and international levels.

Responsibilities:

  • Ensure the quality of protection interventions, including protection follow-up, IPA, legal assistance, community approach, information dissemination, protection monitoring, prevention of human trafficking, and coherence between all projects, both ongoing and proposed, in accordance with DRC’s overall country strategy.
  • Oversee the implementation of protection monitoring at the national level and develop high-quality monthly analytical summaries, including the protection monitoring report and quarterly protection monitoring reports based on protection monitoring data and field reports.
  • Lead the development of DRC’s advocacy strategy and ensure that advocacy initiatives are evidence-based.
  • Develop operational tools related to projects and standard operating procedures for all country protection activities and lead capacity-building initiatives for DRC protection personnel.
  • Lead the process of integrating protection into all DRC activities in the country.
  • Provide information for donor proposals and reports.

Program development and strategy

  • Representing DRC through active participation in the protection sector at the national level.
  • Monitor knowledge sharing between teams, ensuring that the results of monitoring and evaluation are understood and used to improve protection programs.
  • To promote the development and growth of protection programs within the objectives of the DRC program and to contribute to the development of the strategy at the national level.
  • Ensure close cooperation with donors, government counterparts and on-the-ground coordination mechanisms, in synergy with other DRC programs.
  • Provide technical guidance, support and training to all protection personnel.
  • Develop and/or review all protection indicators.
  • Ensure that standard operating procedures (SOPs) for all protection activities are aligned with the national DRC strategy and industry best practices.
  • Conduct regular field missions (where access permits) to all local offices to provide technical and operational guidance, support and supervision of the implementation of protection activities on the ground.
  • Conduct monthly technical meetings with senior protection staff on the ground for each protection activity, in order to ensure consistency with the SOPs and protection strategy.
  • Develop a protection integration plan for all DRC projects and provide technical advice and training as needed.

Accountability and reporting

  • Develop and monitor relevant accountability initiatives within the protection program, as well as strengthen efforts to document the impact of activities.
  • Ensure compliance with internal and external reporting requirements.

Personnel management

  • Provide technical supervision to all protection managers, specialists, and field coordinators.
  • Direct the recruitment of all senior field protection personnel, including training and capacity building.
  • Hold monthly protection meetings with protection managers to share best practices between field offices and ensure the highest quality of protection response.

Coordination

  • Ensure coordination with relevant stakeholders on protection matters at the national level.

Experience and technical skills: (include years of experience)

  • Minimum of 6 years of demonstrable experience in humanitarian protection work.
  • Demonstrable experience in implementing protection activities in complex emergency contexts.
  • At least 4 years of experience in people management.
  • Demonstrable experience in capacity building.
  • Spanish proficiency is required.
  • English proficiency is required.
  • Excellent writing and editing skills for external audiences (including governments and donors).
  • Experience in the production of high-quality technical material (training material, program tools, proposals, strategic documents, etc.).
  • Experience working with monitoring, evaluation and learning in protection programs.
  • Excellent reporting and protection analysis skills.

Desirable

  • Calm and diplomatic character.
  • Ability to manage conflicting priorities and meet deadlines.
  • Ability to work in a team and solve problems.
  • Previous experience with the DRC in emergency contexts.

Academic background:

  • Master’s degree in Human Rights, Political Science, Refugee Law or any other relevant field.
  • Or a degree in relevant fields with at least 6 years of work experience in similar positions related to protection.
