What are we looking for?

The Norwegian Refugee Council (NRC) is seeking a dedicated, resilient, and dynamic professional to fill the role of Violence Protection Program Development Manager. This individual will be responsible for overseeing the design, development, and implementation of the Violence Protection (Vp) program in Norway and Mexico. The NRC’s Vp program aims to reduce and mitigate the impact of violence and other protection risks on individuals and communities. It employs strategies that enable them to recover from and respond to recurring risks, ensuring their physical safety, dignity, and resilience, while also promoting reintegration and social cohesion.

What will your responsibilities be?

  • Direct supervision of the PfV team under your responsibility. This includes:
    • Performance management: definition of individual objectives aligned with the national strategy and programmatic priorities, accompanied by regular monitoring, and support for their fulfillment.
    • Development of organizational charts, recruitment processes, induction and training plan for staff.
  • Develop and provide relevant technical and operational training, including induction of new staff to ensure compliance with competency standards and regulations.
  • Development and/or updating of the annual PfV strategy, including theory of change and logical framework.
  • Responsible for defining, adapting, and growing NRC’s PfV program in NCA&M, ensuring that it remains relevant, needs-based, and programmatic evidence-based.
  • Ensure that the development strategies for protection against violence are aligned with national strategies, global protection frameworks, including safe and inclusive programming standards.
  • Lead the proposal writing/program development processes to diversify the donor funding base.

Education and experience requirements

  • Minimum 3 years of experience in a senior project implementation role in a humanitarian or recovery context .
  • Advanced academic qualification in a relevant field (law, social sciences or related disciplines).
  • A clear understanding of protection issues, legal frameworks, and professional standards in humanitarian and displacement contexts.
  • Experience working in complex and volatile humanitarian contexts.
  • Experience in managing protection cases and community interventions.
  • Documented results related to the responsibilities of the position.
  • Knowledge of one’s own leadership skills/profile.
  • Fluency in English and Spanish, both written and spoken.
  • Experience facilitating training both at the office level and in the field.
  • Experience and knowledge of the Latin American context (Central America and Mexico is an asset).
  • Knowledge of relevant international and national legal and political frameworks, with a focus on international humanitarian law, human rights and the protection of children in armed conflicts.
  • Experience in the implementation of new protection programs, including assessment, strategy development and program proposals.
  • Ability to use ICT software to develop proposals, budgets, work plans and monitoring and evaluation tools.
  • Knowledge and understanding of humanitarian standards such as Sphere and HAP.
  • Experience in staff training and capacity building, and aptitude for community mobilization

What do we offer?

  • Type of contract: Employment contract (Mexican or Honduran national) for 1 year, with the possibility of renewal according to budget and performance
  • Compensation/Benefits: In accordance with NRC’s salary scales, terms and conditions, this position is Grade 9.
  • Location: Mexico City (Mexico), San Pedro Sula or Tegucigalpa (Honduras), with 40% of travel and trips
