DRC is currently seeking a highly qualified Protection Team Leader based in Carúpano (Sucre), Venezuela.
About the job:
DRC is managing its operations in Venezuela, under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for people with disabilities, information sessions for proof of identity (PoC), prevention of human trafficking, rehabilitation of health infrastructure, and food security.
Job objective:
The TLP-SUCRE will be based in the Carúpano office (Sucre) and, under the supervision of the Protection Manager, will support the implementation of all DRC’s protection objectives. It will also ensure the quality of the planning, implementation, and monitoring of all technical aspects of DRC’s protection activities in Sucre, supporting the Protection Manager in developing and maintaining good relationships with persons of concern, relevant stakeholders, and other humanitarian actors. This will ensure the necessary implementation and coordination for DRC’s protection activities and the preparation of required protection reports. Additionally, the TLP-SUCRE will be responsible for the direct management of all protection assistants and community-based protection officers. Its support will include providing technical assistance to partners at the Carúpano Base and representational activities when necessary and at the prior request of the Protection Manager.
Responsibilities:
Sectoral:
- Impact on the rights of persons of concern in the context of their displacement, facilitation of access to basic services, vulnerability-based individual protection assistance, community-based protection, safe referrals, rights monitoring and rights awareness with host communities and other actors.
Implementation of the Protection Project:
- Participate in the implementation of general protection activities in accordance with the agreed objectives.
- Continuously monitor and document the needs of stakeholders.
- Monitor and analyze trends through the reading of quantitative and qualitative data collected by the protection team in Sucre for management, program and promotion purposes.
- Coordinate, plan and monitor the activities of the field protection and legal assistance teams.
- Organize workshops in coordination with the Protection Manager to strengthen the skills of protection officers.
- Coordinate with the Protection Case Management Team Leader to ensure the integration of the two components.
- Support community-based protection officers in organizing and implementing relevant activities in assigned communities.
- Systematize the internal and external care pathway to strengthen the referral system.
- Ensure the security and confidentiality of the information collected in accordance with the DRC Code of Conduct, the Information Sharing Protocol and the relevant guidelines of the line manager.
- General guidance and support to Protection staff to identify community protection assistance needs through focus group discussions, observation, formal and informal interviews, using an Age, Gender and Diversity approach, and recommend the best type of assistance to address those needs;
- Maintain close cooperation with government counterparts and humanitarian actors to strengthen the public route, as well as the humanitarian cooperation route within the established referral mechanism.
- Prepare and consolidate high-quality weekly and monthly reports based on quantitative and qualitative data collected during protection monitoring for the Protection Manager.
- Monitor the databases and ensure that they are kept up-to-date, accurate, and organized.
- Ensure the proper cleaning of the protection monitoring database to allow for the preparation of monthly reports.
Programming and Operations:
- Ensure the efficient and effective implementation of the program.
- Support the Protection Manager with report preparation and participate in the writing of monthly/quarterly/annual proposals and budgets that the Manager prepares for donors.
- Manage and monitor the day-to-day activities of the project to ensure that they are executed in accordance with the project objectives, the work plan, and the DRC guidelines and procedures.
- Conduct regular visits to assigned field sites and support protection and community-based protection personnel in their activities.
- Organize and ensure the correct design and implementation of awareness sessions and information campaigns for people of interest and host communities.
- Identify vulnerable people according to the criteria set by DRC and ensure appropriate actions, including referrals to specialized services.
- Lead the protection team in conducting protection monitoring, rapid protection assessments, PWSN identification, referrals, and delivery of Individual Protection Assistance (IPA).
Coordination and representation:
- Maintain contact with local authorities, service providers, and humanitarian actors to support service mapping and the development of effective care pathways.
- Collaborate with internal and external technical experts on relevant industry issues.
- Represent DRC at relevant internal and external meetings, technical coordination meetings, etc.
- To contribute to constructive, supportive, and effective coordination and working relationships between the DRC teams and offices in Sucre, and to ensure effective coordination between the respective protection teams and other departments, under the supervision and coordination of the Protection Manager.
- Ensure integration with other DRC sectors.
Project development:
- Prepare work plans by the protection and legal assistance team.
- Support the Protection Manager in the preparation and development of long-term work plans
- Participate in the development of project tools.
- Organize and direct the implementation of protection monitoring.
- Ensure the updating of the referral and IPA databases, as well as the review of the protection monitoring database.
- Monitor and evaluate projects.
Logistics / Finance and Security:
- Support the monitoring of financial commitments and expenditures and provide timely information on budget tracking.
- Proactively plan and coordinate logistics and personnel movements to and from different operational areas.
- Initiate acquisitions and ensure their execution.
- Ensure that distribution plans are prepared and shared with logistics in a timely manner.
- Comply with local safety regulations and promote compliance during your team’s field trips.
- Ensure compliance with DRC’s code of conduct, values, principles, and core competencies.
Supervisor responsibilities:
- Coordinate the daily activities of the ground protection teams.
- Contribute to the recruitment and/or performance evaluation of protection team members.
- Supporting the Protection Manager’s protection strategy through the work of the rest of the protection team, often playing a role in deciding how to do it and how to achieve the goal set by the Manager.
Experience and Technical Skills:
- Minimum 3 years of relevant experience in humanitarian protection, related to an NGO, UN agency or other non-profit organization;
- Field experience and work experience in protection in vulnerable areas of cities.
- Work experience in legal assistance and/or community-based protection.
- Experience in team supervision and preparation of work plans.
- Excellent experience and ability to interview people of all ages and backgrounds.
- Excellent skills and experience progressing in database management and Excel use
- Experience in the analysis of quantitative and qualitative data.
- Above average writing skills.
- Excellent skills in MS Word and PowerPoint.
- Experience in the production of technical material (training material, protective tools, reports, documents, etc.).
- Skills and experience in training and developing the capabilities of inexperienced personnel.
- Experience with accountability measures and compliance with the requirements of DRC and its donors.
Desirable:
- Diplomatic character.
- Ability to manage competing priorities and meet deadlines.

- Fluency in English is an advantage.
Education:
Relevant diploma or professional degree in political science, law, social work, international development, sociology, psychology, human rights, or related areas
Languages:
- Spanish (required).
