COOPI is looking for a Head of Mission in RCA
Since 1974, COOPI has been working in the CAR for harmonious and comprehensive development, in favor of both individuals and local communities . Regarding the sectors of intervention, the commitment to local realities has encouraged COOPI to establish plans and implement development projects in the social, economic, health, environmental and training fields.
Conflict situations led to the decision to take charge of emergency and rehabilitation projects, which have now become another specific area of ​​intervention in the country. Thanks to its consolidated and constant presence, as well as its relationships with institutions, non-governmental organizations, and local communities, COOPI is recognized as one of the benchmarks for international cooperation in the CAR.
The donors currently funding COOPI are ECHO, EU, UN agencies, Humanitarian Fund . The intervention areas are the prefectures of Bangui, Ombella M’Poko, Ouham-Pende, Ouham, Haute Kotto, Basse Kotto, Haut Mbomou and Ouaka.
Job Objective
The Head of Mission is responsible for the management of the office abroad in its various aspects : mission development , staff management and training , budget sustainability , security , compliance with COOPI and donor procedures . He represents COOPI in its relations with all local and international realities. Collaborates with the regional coordination or directly with the headquarters in defining the country strategy and intervention priorities. He guarantees the proper implementation of projects.
Responsibilities
REPRESENTATION
- Represent COOPI in the country of competence , in institutional relations with the various bodies, partners and local and international organizations;
- Manage relationships with key institutional donors for ongoing and potential projects;
- Ensure the organization’s participation in local security meetings;
- He is responsible for the organization’s image in the country.
DEVELOPMENT
- Check and propose to the regional coordination , in agreement with the national levels concerned, the action priorities to consolidate the possibilities of intervention of the organization in the country;
- Participate in the definition of the national strategy and supervise the collection of data (projects and coordination) for programming and planning.
MANAGEMENT
Project management
- Oversee the drafting, writing and preparation of documentation required for the submission of new projects, including budgets , reporting to the regional coordination and support offices at headquarters;
- Supervise the activities carried out by the project managers , ensuring their proper execution in compliance with contractual constraints and donor procedures, as well as COOPI management procedures and standards;
- He is responsible for the good quality of project reports and the preparation of monitoring documents required by headquarters;
- Ensure the transmission to headquarters of all official and administrative documents relating to projects.
Management of foreign offices
- He is responsible for the various aspects related to the management of the local site: local regulations, security plans, organizational chart, logistics;
- Ensure compliance with the legal and administrative rules of the host country;
- has power of attorney for the legal signing of documents and accounts.
Personnel management
- He is responsible for the management of the country’s national personnel , in compliance with the country’s laws;
- Participates, upon request, in the selection of expatriate staff in accordance with the organization’s procedures;
- Participates in information, training and evaluation activities for national and expatriate staff;
- Coordinates and supervises the management of expatriate staff employed in the country.
Security management
- He is responsible for the security of expatriate and national staff present in the country, information, training, implementation and compliance with security procedures.
Economic and financial management
- It is jointly responsible – with regional coordination – for the country’s budget, sustainability and economic performance.
Communication management and fundraising
- Collaborates with the institutional communications and fundraising services at headquarters for visibility, communication, awareness-raising and fundraising activities (campaigns, remote support) for the country of competence.
Requirements
ESSENTIAL
- University degree in the relevant subjects;
- At least five years of relevant professional experience is required ;
- At least 5 years of proven and successful experience in similar roles in the field of humanitarian aid and international development ;
- Proven skills in effective communication (oral and written), negotiation, multi-tasking and organizational skills;
- Experience in dealing with government/local authorities, international organizations (IOs) and NGOs;
- Proven ability to work in stressful and pressured environments;
- Experience working in conflict settings (preferred);
- Proven ability to manage a team (essential);
- Working knowledge of the English language ;
- Computer skills.
DESIRABLE
- Experience in logistics, procurement and security;
- Prior professional experience in Central Africa/CARÂ (plus);
- Work experience with COOPI (plus);
- Experience in managing complex consortia/partnerships.
