Purpose of the Consultancy
Badael is seeking a Reconciliation and Inter-Group Dialogue Expert to support the development of a practical approach to justice-based community reconciliation and inter-group dialogue.
The expert will lead a participatory process to develop an Inter-Group Dialogue Facilitation Framework and Manual grounded in the experiences, priorities, and realities of women leaders engaged in the implementation of community-based reconciliation processes. The assignment will begin with consultations with women leaders to explore the practical steps, considerations, challenges, and safeguards required for implementing community reconciliation and inter-group dialogue processes. Based on the outcomes of these consultations, the expert will develop a practical framework and manual that women-led groups can use to design and facilitate community reconciliation and inter-group dialogues in their respective areas.
The expert will subsequently train Badael’s facilitation team on the framework and its application. Badael’s facilitators will then deliver four workshops with the participating women-led groups, preparing them to use and apply the framework in their community-level work
Scope of Work
The consultant is expected to undertake the following:
Phase I: Consultations and Contextual Assessment
- Review Badael’s Justice-Based Reconciliation Strategy and Roadmap, the project framework, and relevant existing materials.
- Design a consultation methodology and tools to inform the development of the Inter-Group Dialogue Framework.
- Conduct consultations with selected women and/or local networks participating in the implementation of the roadmap across the four locations.
Phase II: Development of the Inter-Group Dialogue Facilitation Framework and Manual
Building on the findings and inputs generated through the consultations with women leaders under phase I, the consultant will:
- Develop a practical Inter-Group Dialogue Facilitation Methodology and Framework Manual, grounded in feminist, justice-based, trauma-informed, and conflict-sensitive principles. The manual will serve as a practical resource for women leaders and women-led groups to use in the design and implementation of community consultations and inter-group dialogue processes.
Phase III: Training of Badael’s Facilitation Team
The consultant will:
- Design an intensive Training of Facilitators based on the developed framework and manual.
- Deliver the training to Badael’s facilitation team, who will subsequently facilitate the workshops with participating women leaders.
- Strengthen facilitators’ capacities to apply and adapt the methodology across different local contexts.
Phase IV: Technical Accompaniment and Finalization of the Framework
- Provide limited technical accompaniment to Badael’s facilitation team during the initial application of the framework, focusing on key methodological or contextual challenges.
- Revise and finalize the Inter-Group Dialogue Facilitation Framework and Manual based on implementation learning and feedback.
Required Profile and Qualifications
Applicants should demonstrate:
- Proven track record in designing and facilitating justice-based community reconciliation, inter-group dialogue, community dialogue and reconciliation processes.
- Strong knowledge and/or experience in transitional justice and justice-related approaches to reconciliation, including questions of recognition, accountability, rights, and non-recurrence.
- Proven experience developing dialogue methodologies, facilitation frameworks, manuals, or practical guidance for facilitators and community actors.
- Strong experience in participatory consultation and co-design processes with local communities and civil society actors.
- Proven experience in Training of Facilitators and strengthening the capacities of facilitation teams.
- Strong understanding of conflict sensitivity, Do-No-Harm, power dynamics, identity-based tensions, and polarization.
- Strong understanding of feminist approaches to justice, peacebuilding, dialogue, reconciliation, inclusion, and participation.
- Excellent knowledge of the Syrian context, including its social and political dynamics, justice-related challenges, inter-group relations, and community-level realities.
- Excellent knowledge of the Syrian women’s and feminist movement, including its development, diversity, experiences, and role in justice, peacebuilding, and community reconciliation processes.
- Ability to translate complex dialogue and reconciliation concepts into practical and accessible methodologies and tools.
- Excellent written and spoken Arabic.
