- Context and Rationale:
CBMÂ is an international organization committed to promoting the rights and inclusion
of persons with disabilities through interventions in inclusive health (EH),
inclusive community development (ICD), and inclusive humanitarian action (IHA), in accordance with the
Convention on the Rights of Persons with Disabilities (CRPD), the 2030 Agenda, and the
principles of the humanitarian-development-peace (HDP) nexus.
In Togo, CBM implements its programs in partnership with national organizations,
organizations of persons with disabilities (OPDs), and institutional actors, in a
context characterized by structural challenges to inclusion,
persistent socio-economic vulnerabilities, and an evolving institutional environment.
With the previous Strategic Plan having expired, CBM Togo developed a roadmap to
guide its interventions within a specific framework. For the coming years, it
aims to develop a new roadmap covering the period 2026–2031, in order to:
- strategically reposition its action in light of national priorities and
CBM’s guidelines; - draw lessons from the past implementation not only of the strategic plan
and roadmap; - To strengthen impact, sustainability, localization, and programmatic quality,
CBM Togo wishes to recruit a consultant or team of
consultants to provide technical and methodological support to the CSP development process
, in strict compliance with internal policies and guidelines, namely: - la CBM Strategy 2030 et le Programme Quality Framework ;
- le CBM Quick Process Reference Guide (QPRG) for Country Planning ;
- the official structure of CBM CSPs and its guiding questions;
- the country planning and internal validation process CBM (3-Way Working Model).
2. Objectives of the consultancy mission
i. Overall objective
To support CBM Togo in the design, facilitation and structuring of the 2026-2030 Strategic Plan
of high quality, realistic, aligned with CBM standards and appropriate to the Togolese context.
ii. Specific objectives
- To provide structured methodological support to the CSP development process.
- Conduct and/or consolidate the strategic analyses necessary for decision-making.
- Facilitate internal strategic workshops for the CBM Togo country office.
- Support the drafting of the Strategic Plan in accordance with CBM’s template and requirements
. - Ensure the integration of technical feedback from CBM initiatives and support teams.
3. Scope of the Consultant’s Mission and Tasks
The consultant’s mission will be structured around the four official phases of the
CBM Strategic Plan process.
Phase 1: Process Preparation
- In-depth review of CBM and country strategic and reference documents.
- Support for the methodological framework, schedule and deliverables of the process.
Phase 2: Situational and contextual analysis
- Implementation and consolidation of the SWOT analysis of the country office.
- Mapping and analysis of partners (including OPH) and potential donors.
- Contribution to the analysis of the country context, relevant sectoral policies and
issues related to disability. - Integration of safety, security and risk management dimensions.
- Stakeholder analysis.
This will involve document analysis, internal consultations with
key resource persons and, if necessary, the collection of primary data.
Phase 3: Development of the Strategic Plan
- Design and facilitation of at least one internal strategic workshop with the
country office team. - Support in defining strategic priorities, programmatic axes and
institutional modalities. - Support for the development of the theory of country change.
- Drafting or co-drafting the first version of the Strategic Plan.
- Support for the structured integration of feedback from the CBM team.
Phase 4: Finalization and support for approval
- Support for the preparation of the pre-final and final versions of the Strategic Plan.
- Verification of strategic coherence, operational feasibility and
budgetary alignment. - Technical support to the country office during the internal review and approval process.
4. Strategic Analysis Questions
The strategic analysis must answer these main questions:
4.1. Key Strategic Priorities
What are the 4 to 5 major strategic priorities that the country office commits to implementing
over the next five years, and how are these priorities relevant,
prioritized, and based on a clear theory of change linking strategic objectives to
the desired impact?
4.2. Sectoral and Initiative Priorities
In which sectors, themes, and geographic areas does the country office intend to focus
or expand its interventions, what intermediate results and sub-objectives does it aim
to achieve, through which programmatic, partnership, and methodological approaches, and according to
which theory of change linking activities, results, and strategic objectives, including in the
area of ​​advocacy?
4.3. Risks:
What are the main programmatic, contextual, institutional, and financial risks
likely to affect the implementation of the Country Strategic Plan priorities, what is their
likelihood and potential impact, and what realistic mitigation strategies can be implemented
to reduce them?
4.4. Funding Sources:
How will the Plan’s strategic priorities be funded from the current
donor portfolio, and what new funding sources or opportunities can the Country Bureau mobilize
to ensure the coherence, viability, and financial sustainability of the Strategic Plan?
4.5. New Partners and Other Stakeholders:
What new strategic partners and stakeholders does the Country Bureau plan to
engage to achieve the CSP objectives, for which specific areas or outcomes, and how does the Strategic Plan align with the priorities of governments, international organizations, and other key actors in the national and regional context?
5. Expected Deliverables
The consultant will produce the following deliverables:
- Detailed methodological note and timeline of the Strategic Plan process.
- Summary note of strategic analyses (SWOT, partners, donors, risks).
- Reports or materials from strategic workshops facilitated.
- First version of the Strategic Plan document 2026–2030.
- Pre-final version of the Strategic Plan incorporating internal CBM feedback.
- Final version of the Strategic Plan ready for submission to the approval process.
6. Working Methodology
The consultant will adopt an approach:
- Participatory, promoting ownership by the CBM Togo team;
- Results-oriented and strategic decision-making;
- Aligned with CBM standards, without replacing the leadership of the country office;
- Sensitive to the principles of disability inclusion, gender, accountability, and
localization.
The mission will combine literature review, targeted consultations, workshop facilitation, and
writing.
7. Consultant Profile and Qualifications
Required Qualifications
- Minimum 10 years of experience in strategic planning for
international NGOs. - Proven experience in developing national strategic plans or
multi-year strategies. - Proven expertise in inclusion of disabled people, inclusive development.
- Excellent command of international strategic frameworks (SDGs, CRPD, HDP nexus,
localization). - Good knowledge of development contexts in Togo and Benin.
Key skills - Excellent strategic analysis and synthesis skills.
- Extensive experience in facilitating strategic workshops.
- Ability to work with multicultural and multi-level teams (country,
regional, headquarters). - Excellent writing skills in French (English is an asset).
8. Mission Duration and Timetable
The mission is estimated at 90 days, including the analysis, workshop, and drafting phases, and
is detailed as follows:
- Situational analysis: 6 weeks
- Strategic plan development: 6 weeks
9. Supervision and coordination arrangements
- The consultant will work under the direct supervision of the Country Director of
CBM Togo. - Close coordination will be ensured with the Programme Support Coordinator.
- Support and advice on CBM’s intervention themes will be provided by the
initiatives. - The consultant will not have a decision-making role; the final validation of the
Strategic Plan rests with CBM.
