Action Against Hunger (ACF) and its partners (Fundación Save the Children España and Terre des hommes – Lausanne) have received funding from the European Union (EU) for the implementation of the “Tawafoug (Understanding)” program, the objective of which is to promote an environment conducive to socioeconomic development and peaceful coexistence among host, refugee and returnee populations in the wilaya of Hodh Ech Chargui, Mauritania.
The intervention logic of this program is based on an integrated territorial approach (ATI) which aims to operationalize the Regional Strategy for Accelerated Growth and Shared Prosperity of the HeC (SCRAPP, 2021-2025) managed by the decentralized authorities of the State.
As part of the implementation of component 2 of the program, focused on basic social services – the objective of which is to significantly improve the coverage and quality of these services – Action Against Hunger (ACF) wishes to recruit a specialized consultant for the development of a strategy for social behavior change in terms of hygiene and sanitation, in the different localities of the project in the wilaya of Hodh El Chargui (HeC).
Overall objective: Support the ACF-E Mauritania mission in developing the Social and Behavioral Change strategy to promote a healthy and sustainable environment by improving hygiene and sanitation practices through an integrated behavior change approach, strengthening the capacities of communities and local institutions, and ensuring effective coordination with existing programs to maximize the impact on public health and the well-being of target populations.
Consultant profile: Natural or legal person fulfilling the following conditions:
• Specialist in social sciences, Socio-economist specializing in health sciences, and/or in WASH with solid knowledge in Social behavior change.
• Have proven experience in training and coaching on Social behavior change, and in particular, RANAS and ABCD approaches, issues related to adult training, ANJE support groups, Husbands’ Schools and Family Dialogue.
• Knowledge of WASH, SAME, Nutrition and Health issues is required.
• Fluent in French.
The total duration of the consultancy is estimated at 60 days spread over a period of approximately 5 months.

Interested Consultants must submit an application file including:
An administrative proposal:
– Certified copy of the Trade and Personal Property Credit Register (RCCM) and the Tax Identification Number (NIF) or equivalent;
– Certified copy of the Tax Clearance Certificate currently being validated for the last quarter due or equivalent;
– A copy of the Bank Identity Statement;
– A copy of the identity of the main consultant or the head of the firm
A technical proposal:
(i) Explanatory note on the understanding of the terms of reference and the reasons for the application.
(ii) Brief presentation of the methodological approach and the organization of the mission envisaged.
(iii) Indicative timetable and work plan concerning the realization of the consultation activities.
(iv) The CVs of the team including the experience acquired in similar projects and at least 3 references.
(v) Copies of contracts or certificates of good performance and/or satisfaction issued by clients for similar services.
A financial proposal:
The budget for the service must be sufficiently detailed, highlighting remote support, in-person support, transport, accommodation and other costs deemed necessary. The financial proposal will be submitted on the basis of the lump sum approach and must indicate:
The total amount/overall lump sum. To assist Action Against Hunger in comparing offers, each financial proposal will include a detailed breakdown of the lump sum, including the consultant’s fees (daily allowances X number of working days expected).
