Regional Coordinator – Support (Finance, HR, Logistics) At Libraries Without Borders

CONTEXT

As part of its 2030 strategy, BSF has created Regional Directorates bringing together all the essential functions for the implementation of the programs. Each Regional Directorate is notably composed of a Regional Director, a Regional Program Coordinator, a Regional Pedagogy Coordinator, and a Regional Support Coordinator.

BSF operates in various contexts, including emergencies and humanitarian crises. The organization also sometimes works remotely, without a full team in the country, relying on its partners for part of the project implementation. This is currently the case in Chad and Afghanistan, for example.

BSF also operates in France and develops programs on a European scale.

BSF is today recruiting a Regional Support Coordinator for the Crisis and New Geographies Region (≈4 days/week), who will also provide regular support to the France / European programs Region (≈1 day/week, adjustable according to needs, mainly on financial issues).

POSITION WITHIN THE ORGANIZATION

The Regional Support Coordinator reports hierarchically to the Regional Director of Crises and New Geographies and works closely with the region’s operational teams, as well as with the Regional Directorate for France & European Programs (functional link for the portion of activities carried out within this scope).

He/she functionally supervises field support profiles when they exist.

They work in close coordination with the Head Office Support Departments (Finance, HR, Logistics – Purchasing – Security). They benefit from the support and functional management of the Support Departments, which work across the board with the regional Support coordinators in all regions.

He/she contributes to the continuous improvement of practices within the various communities of practice facilitated by the Support Departments.

Intervention methods:

  • Crises and New Geographies: coordination/control and operational support role, with functional supervision of field support profiles (responsible for support functions) where they exist, and direct remote support in the absence of dedicated support
  • France & European Programs: more of a financial controller role, due to the direct involvement of the HR and Logistics – Purchasing – Security departments at headquarters in this region.

MAIN RESPONSIBILITIES

Ensure rigorous, compliant and secure management of support functions (administration, finance, HR, logistics, compliance/audit) for the Crisis and New Geographies and France/Europe scopes, in compliance with:

  • applicable laws,
  • BSF internal procedures
  • and landlord requirements.

Particular attention is expected on the monitoring of European funding, recognized as complex and risky (compliance requirements, traceability, procurement, cost justification, audits).

A. Administration & Administrative Compliance

  • Create and maintain up-to-date administrative files related to projects and funding.
  • Coordinate legal registration processes in new countries of operation: approvals/registrations, MOUs, agreements, associated procedures, and monitor legal obligations in countries where BSF is registered.
  • Ensure the traceability and archiving of key documents

B. Finance & Budget Management

  • Ensuring compliance with internal and donor procedures (EU, AFD, UN, CDCS, etc.), with a reinforced focus on EU compliance (procurement, eligibility, justification, traceability)
  • Support regional directors in budget preparation and cost structuring (analytical allocations, budget consistency).
  • Ensure monthly budget monitoring of projects (Crises and New Geographies and, as needed, France/Europe): analysis, alerts, recommendations.
  • Prepare financial reports for donors
  • Monitor payment requests submitted by the fields to headquarters
  • Where appropriate, ensure the opening and management of bank accounts in the countries where necessary, and supervise means of payment (in conjunction with DR and DAF);
  • Where appropriate, supervise the management of local cash (cash registers, safes) and ensure the security of funds and fund transfers.

C. Human Resources

  • Ensure the application of BSF’s HR policies and contribute to their continuous improvement
  • Centralize data related to personnel management, oversee contract monitoring and salary payments
  • Oversee the recruitment and integration of new recruits.
  • Coordinate staff capacity building
  • To ensure legal monitoring
  • Manage the administrative aspects of expatriate departures and returns: coordinate transport, visas, briefings/visits/onboarding, and associated logistics.
  • Manage, in conjunction with HR/DRH, the negotiation and administration of umbrella company contracts
  • Supporting the contractualization and administrative monitoring of long-term consultancies.

D. Logistics, purchasing and supplier management

  • To manage, support and monitor the implementation of purchasing/logistics procedures, particularly with regard to purchasing procedures (thresholds, competitive bidding, etc.) and inventory management related to projects in France
  • To act as the interface between country offices and the purchasing and shipping department at headquarters: drafting and archiving purchase requests and orders, monitoring orders, receipts and shipments.
  • Review (or develop, if necessary) contracts with local suppliers, in conjunction with the Logistics – Purchasing – Security Department
  • Coordinate the screening of partners and suppliers
  • Monitor equipment and vehicle fleet, in conjunction with country representatives

E. Audit, Internal Control & Compliance

  • Contribute to audits (internal and external): research/consolidation of documents, organization of evidence, coordination with partners and field teams.

PROFILE

  • Experience : ≥ 5 years in support functions, primarily in finance/management control in international solidarity, including multi-country and/or emergency contexts.
  • Donors : excellent knowledge of EU, AFD, UN, CDCS rules.
  • Technical skills :
    • Excellent command of budget management, purchasing compliance and audit documentation.
    • Ability to structure validation processes, improve tools and ensure traceability.
  • Tools : excellent command of Excel (essential) and a strong interest in AI applied to support functions (automation, control, reliability, analysis).
  • Languages : Fluent in French and English, both spoken and written
  • Interpersonal skills : rigor, organizational skills, reliability, stress management, autonomy, proactive approach, teaching skills, relational and communication skills, benevolent controlling posture.

CONDITIONS

  • Contract type: Permanent contract (CDI)
  • Start date: October 1, 2026
  • Status: Executive status with a fixed number of days per year (208 days/year). Subject to the ECLAT Collective Agreement, which BSF depends on.
  • Salary: starting from €3167 gross/month, depending on experience in equivalent positions
  • Benefits: Approximately 9 weeks of leave (CP/RTT) per year in total, meal vouchers (50%) with a face value of €8.00; health insurance (50%); supplementary insurance; 50% reimbursement of local transport pass.
  • Work location: BSF headquarters in Montreuil. Frequent travel to BSF intervention areas is required.
  • Regular teleworking possible (2 fixed days/week + 12 flexible days/year)
