Libraries Without Borders (BSF) is an international NGO founded in 2007 that facilitates access to information, education, and culture. Working in more than 20 countries, BSF develops innovative programs, including digital and physical libraries, and the use of technology (e.g., e-learning, AI), to improve access to education and information.

In Africa , BSF works to strengthen access to education, support vulnerable communities, and promote digital inclusion alongside educational institutions, governments, and local organizations through projects tailored to the needs of the territories.

Libraries Without Borders (BSF) opened its Africa Regional Office based in Dakar in 2023. BSF Africa operates in several countries in the region, including Senegal, Ivory Coast, Burkina Faso, Burundi, Madagascar and Nigeria.

Through innovative initiatives such as the Ideas Box, mobile libraries, and offline digital solutions, BSF supports young people, isolated communities, and vulnerable populations to strengthen their skills, autonomy, and employability. Its activities primarily focus on education and professional integration. BSF also addresses other issues such as the environment, sexual and reproductive health, and the promotion of reading.

The organization collaborates closely with institutional partners, local NGOs and development actors to deploy solutions adapted to the realities on the ground and maximize the impact of its initiatives.

Job description :

The Regional Pedagogical Coordinator is responsible for ensuring the quality of BSF’s educational interventions in the region (including content, training, outreach, and digital tools). They report hierarchically to the Regional Director and functionally to the Deputy Director of Operations in charge of pedagogy (based at headquarters). They work closely with the coordination team (Regional Director, Regional Program Coordinator, Regional Support Coordinator), national teams, and headquarters to ensure the relevance, consistency, and continuous improvement of the methodologies and content implemented.

Its role is structured around three complementary dimensions :

  1. Supervision, guidance and educational support for field teams
  2. Capitalizing on and promoting effective practices
  3. Structuring methodologies and cross-functional coordination

Main tasks :

1. Supervision, management and educational support of field teams and coordination at the regional level

  • To train and support local teams in the design and implementation of the educational and technical aspects of projects.
  • Co-create and validate the pedagogical approaches and project implementation plans across different fields.
  • Ensure continuous coordination and communication between technical teams and program teams (close collaboration with the regional program coordinator)
  • Collect and analyze feedback from users and partners to adjust strategies and content offered
  • Participate in the development of new projects on the educational aspects

2. Instructional Design

  • Validate or design, in collaboration with the program team and implementing partners, the pedagogical approach of the projects, including digital/numerical instructional design.
  • Designing tools for assessing partners’ skills across different areas (cultural mediation/digital literacy/pedagogy, etc.)
  • Validate or develop capacity-building, training and support plans for partners, tailored to the identified capacity-building needs and the project’s resources.
  • To monitor the implementation of the educational framework, to provide technical support and capacity building to partners on facilitating activities, on a daily basis and as needed.
  • Ensure the proper application of pedagogical and methodological approaches and document good practices.

3. Content Strategy and Curation

  • Ensure the quality and suitability of the content to the needs of beneficiaries and partners.
  • Participate in content needs assessments for new and ongoing projects
  • Supervise/validate the documentation strategy for projects based on needs assessments, then select, curate, and create physical and digital content.
  • Identify and collaborate with local content creators/translators at the regional level to design relevant and adapted content, in order to enrich the BSF database
  • Supervise/validate content adaptations and creations and, depending on the projects, coordinate content adaptation/creation consultancies
  • Identify key players and thematic experts at the regional level, establish strategic partnerships and conclude cooperation agreements to facilitate the enrichment of the base of quality educational and pedagogical content.

4. Development and implementation of training programs (including mediation)

  • Develop, update and standardize BSF training and facilitation techniques adapted to local contexts
  • Design and implement methodologies and tools to assess the capacities and needs of partners
  • Organize and lead training sessions for implementing partners
  • To set up and lead training and capacity-building sessions for BSF teams on the pedagogical aspect
  • Conduct regular field visits to monitor the implementation of activities by partners and to adapt BSF’s support and guidance.
  • Write training and evaluation reports to ensure the monitoring and continuous improvement of educational programs.

5. Capitalization, continuous improvement and coordination

  • Document and capitalize on the good practices and methodologies implemented in the field.
  • Identify and promote the most relevant approaches within BSF.
  • Monitor the impact of the pedagogical approaches, tools and methodologies deployed to improve future interventions
  • Provide feedback and reports to BSF’s technical departments (DEDUC, DNUM, opé)
  • Collaborate with other educational coordinators under the supervision of the Deputy Academic Director and with the support of the Scientific Director.
  • To formalize methodological “building blocks” to structure BSF’s educational and technical intervention.
  • To help ensure overall consistency between the different methodologies deployed in the intervention areas.

6. Supervision and management of digital tools

  • Supervise the proper functioning of digital tools
  • Ensure regular monitoring and relevant feedback to the Digital Management on the challenges, performance and improvement needs of the tools.
  • Design and adapt digital solutions in line with pedagogical approaches, in collaboration with the Digital Department and relevant stakeholders.

Required skills and qualifications :

  • Education : University degree in education or pedagogy.
  • Experience : Minimum 5 years in the field of educational sciences or instructional design, in the African context.
  • Technical skills :
    • Experience in educational support, training of trainers and engineering
    • Experience in managing cooperation projects
    • Proficiency in animation and facilitation/mediation tools and methodologies.
    • Good knowledge of educational stakeholders in the region.
    • Sensitivity to issues related to education and digital inclusion.
  • Languages : Fluent French and English required (written and spoken), Knowledge of another language in the BSF network is a plus (Wolof, Pulaar…).

Job requirements :

  • Work location: Dakar, Senegal, with regular travel within the region
  • Contract type : Fixed-term contract for specific use (CDDU) for expatriates under French law / Fixed-term contract under Senegalese law depending on profile
  • Contract duration : 12 months
  • Start date: early May 2025
  • If expatriation contract:
    • Gross monthly salary: between €2900 and €3300 depending on profile and experience in equivalent roles
    • Status and working time management arrangements: Executive status with a fixed number of days (208 days/year). – Accrual of 30 working days of paid leave and 14 days of RTT (days off) per year.
    • Living expenses allowance: €500/full month worked
    • Housing allowance: €600/full month worked upon presentation of supporting documents
    • Installation allowance: €500 upon presentation of supporting documents
    • Social protection system adapted to expatriation: CFE (French Social Security for Expatriates), health insurance, supplementary insurance, repatriation assistance and civil liability insurance
    • Coverage of a return ticket for leave, from the place of assignment to the contractual residence (valid within the framework of a minimum 12-month contract)
    • Job context: Unaccompanied position.
  • If the contract is governed by Senegalese law:
    • Gross monthly salary: according to the BSF salary scale and based on experience
