Building on its unique expertise in supporting National Societies (Red Cross/Red Crescent) of small island states worldwide, the French Red Cross’s International Operations Directorate (DOI) reopened the South Pacific Regional Intervention Platform (PIROPS) at the end of 2024, with an office based in New Caledonia. PIROPS is notably implementing a large-scale disaster preparedness program in Vanuatu and Fiji (the 3 Oceans Project, funded by the French Development Agency – AFD), providing rapid emergency responses at the request of Pacific National Red Cross Societies, and developing disaster risk reduction projects in the Pacific region.
PIROPS is recognized as a strategic humanitarian actor in the Pacific region, both by national and local authorities and by the components of the International Red Cross and Red Crescent Movement. It collaborates closely with the French Red Cross Territorial Delegation in New Caledonia (DTNC).
PIROPS currently receives funding from the French Development Agency (AFD), the CDCS (Ministry for Europe and Foreign Affairs), and private partners. Further funding opportunities may be sought to expand emergency response capacity while strengthening the implementation of key programs related to natural disaster risk management, epidemic prevention, climate change adaptation, gender mainstreaming, and the sustainability of humanitarian action.

Under the responsibility of the Head of Delegation of PIROPS, the Regional Programme Coordinator is responsible for the overall coordination, management and implementation of PIROPS operations, covering all programmes, including disaster preparedness, emergency response, climate change adaptation, community resilience and disaster risk reduction.
The position is based in Nouméa, New Caledonia, with frequent travel within the region.
Given the regional scope, the position requires fluency in English and French.
Description of tasks and responsibilities
Develop and implement PIROPS’ operational strategy
- To actively contribute to the development of PIROPS’ strategic operational guidelines, in close coordination with the regional representative, particularly concerning thematic priorities such as disaster risk reduction, climate change adaptation, water, sanitation and hygiene in emergencies (WASH), first aid, emergency logistics, etc., including capacity building for Red Cross teams and volunteers.
- Ensure coordination with other National Partner Societies (NPS) and the IFRC in order to optimize support provided to partners in the region.
- Ensure the information and commitment of the PIROPS team in the implementation of strategic directions through programs.
- Identify new programmatic opportunities consistent with the plans and priorities of National Societies, which incorporate recent developments in climate action, disaster preparedness, public health surveillance, prevention, reduction, rapid response and community resilience.
Lead the PIROPS Projects team and coordinate the implementation of regional programs and operations
- Ensuring sound financial management of programs
- Manage, implement and monitor collaboration agreements with National Societies and their teams
- Regularly monitor project progress and ensure the implementation and effectiveness of SERA tools.
- Facilitate regular project review meetings with the program team and National Societies for delegated projects.
- Ensure that Programme teams regularly monitor meteorological, health and epidemiological alerts in the Pacific, and activate early warning mechanisms when the situation requires it.

Experiences / Training:
Skills and knowledge required
- Proven experience in disaster risk management, with a track record in disaster risk reduction.
- Excellent interpersonal and managerial skills
- Excellent command of the project management cycle, including budget management and compliance with donor requirements (experience with the AFD, the European Union and the CDCS would be a plus)
- Excellent oral and written communication skills in French and English –
- Good synthesis and analytical skills
- Excellent computer skills (office suite, e-learning platform a plus)
- Good knowledge of the RCRC movement
- Excellent interpersonal skills and ability to work in a team with diverse and multicultural stakeholders
- Excellent writing skills
- Excellent technical presentation skills, with ease in public speaking and defending positions in meetings and workshops

- Regular trips to the South Pacific region, particularly to Fiji and Vanuatu
