Section A: Program Background:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people survive and rebuild their lives. Founded in 1933, the IRC provides life-saving care and life-changing assistance to refugees forced to flee war or disaster.
The International Rescue Committee (IRC) has been working in Syria since 2013, providing a robust humanitarian response to the Syrian crisis with a rapidly expanding portfolio, supported by more than 1,000 staff in its Syria Country Program. The IRC implements programs in Syria and neighboring Turkey, Iraq, Lebanon, and Jordan in the areas of health, child protection and early childhood development, education, women’s protection and empowerment, non-food items, food distribution, cash assistance, water and sanitation, protection, rule of law, and livelihoods programming. Our work in these challenging circumstances raises some of the most pressing issues facing contemporary humanitarian action, including access, security, funding, and coordination.
Section B: Justifications:
The International Rescue Committee (IRC) intends to utilize the services of transportation providers (vehicle and driver) by entering into a service agreement with individuals who have the capacity and experience to provide such services in Syria—specifically Damascus and its surrounding areas, and Homs and its surrounding areas—for the safe transportation of staff. The intended contract must be based on a daily basis, be comprehensive (driver, fuel, maintenance, insurance, backup support, and legal cover), and be valid for a period not exceeding three months.

The expected number of kilometers traveled per month is 2500 to 3500 km.
Section C: Responsibilities:
• Safe and efficient transport of IRC personnel and materials
• Representing IRC in a professional manner
• The driver’s daily activities will be managed by the logistics officer, or as instructed by the direct manager.
• Driver duties will be assigned on weekends, holidays and after regular working hours as required at the supervisor’s discretion.
• The driver will be contacted at least 24 hours in advance when their services are required to meet IRC transportation needs.
• The driver will provide a vehicle(s) in a roadworthy condition, and will regularly inspect the engine, brakes, air conditioning, tires, etc., and repair or replace them as needed.
• Vehicles are subject to periodic inspection, and the International Rescue Committee reserves the right to refuse any vehicle or service that does not meet the agreed specifications.
• IRC will not be liable for any damage, labor, service, or parts.
• The driver will ensure that the vehicle is equipped with the following:
The seat belts are working correctly.
Spare frame
First aid kit
Fire extinguisher
Basic toolkit
• The driver must treat IRC passengers with respect, ensure the utmost comfort possible for passengers (e.g., use heaters and air conditioning where appropriate), and comply with the IRC Code of Conduct and the IRC General Guidelines for Vehicle Use.
• Only IRC employees, and/or other persons authorized by the IRC, may be carried in vehicles while on duty.
• Only IRC materials/goods, or other items authorized by the IRC, may be transported in the vehicle while the said vehicle is in operation.
• It is not permissible to carry weapons or illegal materials/goods in the vehicle at any time.
• The transfer of prohibited or restricted items is strictly forbidden. Any violation of this regulation will give the IRC the option to terminate this contract without prior notice.
• In the event of a car (vehicle) breakdown, the driver must make all necessary arrangements for the immediate replacement of the said vehicle (vehicle) while the original car (vehicle) is being repaired.
• The driver alone will be responsible for any injuries, death, loss or damage to third parties resulting from the operation of vehicles leased by the IRC.
• IRC will not be held liable in the event of accidents.
• The driver must comply with IRC safety and security procedures as outlined by the Department of Safety and Security.
Payment to the service provider will be based on actual working days each month.

Section Z: Key Competencies:
• Thorough knowledge of the host country’s traffic regulations and legal requirements in terms of road safety, vehicle registration requirements and other legal requirements.
• Providing a replacement vehicle for the vehicle during preventive maintenance or an unexpected event to ensure uninterrupted transportation services.
• Safe driving skills, technical knowledge, and knowledge of preventive/routine maintenance
• Language skills (Arabic) while an additional language (English) would be an advantage.
• Knowledge (or the ability to learn quickly) of satellite communication equipment
• Team spirit and problem-solving abilities
Section N: Expected Outputs:
• Strict adherence to IRC vehicle policies and procedures, including the use of seat belts by all passengers.
• Daily and previous vehicle inspections for long distances.
• Close monitoring of the vehicle’s registration papers.
• Keep the car clean, fueled, and mechanically sound.
• Inspection and maintenance of all car accessories.
• Providing advice to the fleet manager regarding pending inspections, insurance renewals, or any defects or problems.
Section E: Minimum Requirements:
• Minimum level: Primary Education Certificate
• Valid general driving license
• National identity
Vehicle registration documents
• Minimum of two years of experience as a professional driver (experience with NGOs is preferred)
• No road safety-related fines or convictions
• Thorough knowledge of the local area (area of ​​operation)
• Able to pass the IRC driving test
