Background on the IRC organization
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping people survive and rebuild their lives. Founded in 1933, the IRC provides life-saving care and life-changing assistance to refugees forced to flee war or disaster. The IRC has been working in Syria since 2013, delivering a robust humanitarian response to the Syrian crisis with a rapidly expanding portfolio, supported by more than 1,000 staff in its Syria Country Program. It implements programs in Syria and neighboring Turkey, Iraq, Lebanon, and Jordan in the areas of health, child protection and early childhood development, education, women’s protection and empowerment, non-food items, food distribution, cash assistance, water and sanitation, protection, rule of law, and livelihoods programming. Our work in these challenging environments raises some of the most pressing issues facing contemporary humanitarian action, including access, security, funding, and coordination.
Justifications :
The International Rescue Committee (IRC) intends to utilize the services of transportation providers (vehicle and driver) by entering into a service agreement with individuals who have the capacity and experience to provide such services in Homs, Syria, for the safe transport of staff. The intended contract must be based on a daily basis, be comprehensive (driver, fuel, maintenance, insurance, backup support, and legal cover), and be valid for a period not exceeding three months.
Responsibilities:
• Safe and efficient transport of IRC personnel and materials.
• Professional representation of the IRC.
• The driver’s daily activities will be managed by the Logistics Officer, or as otherwise assigned by the line manager.
• The driver’s duties on weekends, holidays, and after regular working hours will be assigned as required by the supervisor.
• The driver will be contacted at least 24 hours in advance when their services are required to meet the IRC’s transportation needs
. • The driver will provide a roadworthy vehicle(s) and will regularly inspect the engine, brakes, air conditioning, tires, etc., and repair or replace them as needed.
• Vehicles are subject to periodic inspection, and the IRC reserves the right to refuse any vehicle or service that does not meet agreed specifications.
• The IRC will not be liable for any damage, labor, service, or parts.
• The driver will ensure that the vehicle is equipped with the following:
• Seat belts in proper working order
. • Spare tire .
• First aid kit
. • Fire extinguisher
. Basic Toolkit
• The driver must treat IRC passengers with respect, ensure maximum passenger comfort (e.g., use heaters and air conditioning where appropriate), and adhere to the IRC Game Code of Conduct and the IRC General Vehicle Usage Guidelines.
• Only IRC staff and/or other persons authorized by the IRC may be transported in the vehicles while on duty.
• Only IRC materials/goods or other items authorized by the IRC may be transported in the vehicle while said vehicle is in operation.
• Weapons or illegal materials/goods may not be carried in the vehicle at any time. •
The transport of prohibited items or materials is strictly forbidden. Any violation of this regulation will give the IRC the option to terminate this contract without prior notice.
• In the event of a vehicle breakdown, the driver must make all necessary arrangements for the immediate replacement of said vehicle(s) while the original vehicle(s) are being repaired.
• The driver will be solely responsible for any injuries, deaths, losses, or damages to third parties resulting from the operation of vehicles rented by the International Rescue Committee (IRC).
• The IRC will not be held liable in the event of accidents.
• The driver must adhere to the IRC’s safety and security procedures as outlined by the Safety and Security Department.
Payment to the service provider will be based on actual working days each month.

The IRC’s current areas of operation in Syria-Damascus are as below; however, specific locations may change from time to time based on operational needs:
-Damascus Governorate (in general)
- Damascus countryside
Homs Governorate (in general)
Daraa Governorate (in general)
Key competencies:
• Thorough knowledge of the host country’s traffic regulations and legal requirements regarding road safety, vehicle registration, and other legal requirements.
• Availability of a replacement vehicle during preventative maintenance or in the event of an unforeseen incident to ensure uninterrupted transportation services.
• Safe driving skills, technical knowledge, and knowledge of preventative/routine maintenance
. • Language skills (Arabic); English is an asset.
• Knowledge of (or ability to learn quickly) satellite communication equipment.
• Team spirit and problem-solving abilities
Expected Outcomes:
• Strict adherence to IRC vehicle policies and procedures, including the use of seat belts by all passengers.
• Daily and long-distance vehicle inspections.
• Accurate maintenance of the vehicle’s logbook.
• Keeping the vehicle clean, fueled, and in good mechanical condition.
• Inspection and maintenance of all vehicle accessories.
• Providing advice to the fleet manager regarding pending inspections, insurance renewals, or any defects or problems.
Minimum Requirements:
• Minimum Primary School Certificate
• General Driving License
• National ID
• Vehicle Registration Papers
• Minimum of two years’ experience as a professional driver (experience with NGOs preferred)
• No traffic safety fines or convictions
• Thorough knowledge of the local area (area of ​​operation)
• Ability to pass the International Rescue Committee driving test
