Consulting for the production of a video with regional scope

From 2023 to 2025, the German Red Cross supported the implementation of the Integrated Program for Strengthening Disaster Risk Reduction and Community Preparedness in El Salvador, Guatemala, Costa Rica, and Honduras. This initiative promotes an approach that articulates Disaster Risk Reduction, Climate Change Adaptation, and Anticipatory Action actions, adapted to local needs and contexts. The program reinforces previous processes in the region, prioritizing sustainability, the institutional strengthening of Red Cross National Societies, and the resilience of communities in areas highly exposed to flooding. Its key components include early warning systems, community microprojects, water, sanitation, and hygiene (WaSH) actions, and technical and operational capacity building.

To showcase the program’s impacts and lessons learned, a regional video will be developed. This requires the hiring of a consultant or production company to lead the audiovisual production of this piece.

SPECIFIC FUNCTIONS

  1. Review the preliminary script and develop the video storyboard in coordination with the German Red Cross communications team.
  2. Make the necessary recordings, including interviews and support shots ( b-roll ) on the ground.
  3. Edit the final video including:
    • Royalty-free music.
    • Signage design
    • Inclusion of subtitles in English and German (provided by the German Red Cross once the preview version is available).
  4. Deliver a preliminary version for review by the technical team and adjustments based on observations.
  5. Submit the final version of the video, along with:
    • Editable project file.
    • Capsules or individual clips used in the video exported in high resolution.
    • Folder with all the resources used (music, graphics, images, etc.).

PROFILE OF THE CONSULTING PERSON OR COMPANY

  1. University training in Communication, Audiovisual Production or related areas.
  2. Proven experience of at least five years in institutional and documentary audiovisual production, with the ability to deliver a high-quality product in both audiovisual and audio formats.
  3. Knowledge of the International Red Cross and Red Crescent Movement, or prior experience in humanitarian projects, is desirable. (Not mandatory)
  4. Ability to work independently and as part of a team, with good planning and adaptation to logistical changes.
  5. Interpersonal skills to coordinate with multidisciplinary teams and meet tight deadlines.

PERIOD OF EXECUTION

The consultancy will run from the first week of August to September 12, 2025, the deadline for delivery of the final product.

ASSESSMENT

The consultant or firm will be directly responsible for the development of the consultancy and will be the sole focal point. If the application is submitted outside of Honduras, the financial proposal must take into account that the Honduran tax regime retains 25% of income tax. Individual consultants will be evaluated based on the following criteria:

  1. Professional experience and technical capacity (max. 60%)A.1 Proven experience of at least 5 years producing videos similar to or related to the topic. (30%)A.2 Technological equipment and human talent available to the company/consultant – description of resources. (10%)A.3 Quality of the previous video samples submitted. (10%)
  2. Economic proposal (max. 40%)B.1 The evaluation will be carried out with the following formula: Price percentage = (lowest offer * 50%) / offer 1 or offer 2 or offer 3… (50%)

PAYMENT METHODOLOGY

A single payment (100%) will be made at the end of the consultancy, after delivery of the requested products and validation by the Regional Communications Officer of the German Red Cross Delegation in Honduras, which are detailed below:

1. Delivery of a preliminary version for review by the technical team and adjustments based on observations.

2. Delivery of the final version of the video, along with:

  • Editable project file.
    • Capsules or individual clips used in the video exported in high resolution.
    • Folder with all the resources used (music, graphics, images, etc.).

The products mentioned above must have the approval of the German Red Cross Delegation.
