World Service has been present in Colombia since 2002 and in Venezuela since 2019. Through the Colombia-Venezuela Binational Program, it is currently implementing the “For Hope and a Future” Strategy (2025-2031), focused on three strategic areas: 1. Protection and Social Cohesion, 2. Climate and Resilient Livelihoods, and 3. Quality Services, with a focus on the Nexus between emergencies, recovery, and development. Our partners in Colombia and Venezuela include community-based, ethnic, peasant, and women’s organizations. Our allies include members of the ACT Alliance and the Forum of Humanitarian Organizations. We are supported by donors such as ECHO, the European Commission, and United Nations agencies, among others. Objective of the Consultancy

To establish a pool of qualified and experienced external attorneys available to provide legal advice, support, and representation services for the resolution of matters related to the application of labor, business, civil, contractual, accounting, and tax laws, regulations, and/or rules for the Lutheran World Federation – World Service Colombia country program. The advisory services will have an active and direct relationship with the Colombia and Venezuela Program Management Team.

Description of activities

  • Specialized legal assistance and advice: labor, civil, contractual, accounting, tax, and business matters
  • Maintain a list of legal professionals who can be contacted quickly for specific legal consultations and services.
  • Preparation of opinions and concepts according to request
  • Preparation of legal documents
  • Ensure the availability of specialized legal advice in key areas such as humanitarian law, human rights, immigration law, labor law, government procurement, civil law, administrative law, among others, as needed.
  • Continuous updating of the organization on standards and laws or draft standards or laws that may affect it and possible training
  • Ensure compliance with Colombian and international legislation applicable to all of the organization’s operations
  • Provide expert legal guidance to safeguard the company’s interests, mitigate legal risks, and facilitate the development of business activities in an ethical manner and in compliance with current legislation.
  • Provide legal support in the preparation and review of agreements, contracts, policies and other legal documents
  • Consulting services for hiring or recruiting foreign personnel and for visa and work permit procedures.
  • Global intellectual property protection, including trademark, patent, and copyright registrations, and coordination with local experts as needed.
  • Assistance in resolving disputes and potential litigation.
  • Provide legal representation in judicial or administrative proceedings, when necessary
  • Analysis of civil and criminal liability clauses in contracts or agreements.
  • Strengthening the organization’s capacity to respond to emerging legal challenges in humanitarian contexts
  • Advice on matters related to international mergers, acquisitions, and corporate restructuring, in coordination with law firms specializing in international transactions.
  • Availability to respond to requests quickly and in a timely manner, including possible travel to areas where the organization operates (if applicable).

Confidentiality:

  • The legal counsel is expected to maintain the confidentiality of all information and documentation related to the company’s operations, as well as any confidential matters discussed during the course of their work.

Requirements to take into account

Profile of the proponent

  1. Natural or legal person with undergraduate or graduate studies in law, preferably specializing in labor, tax, and corporate law, or related areas. With a valid professional license and no disciplinary sanctions.
  2. Specializations, master’s degrees, or studies in relevant areas (International Humanitarian Law, Human Rights, Administrative Law, Labor Law, etc.) will be positively valued.
  3. Minimum five (5) years of experience in professional practice, proven, in the area indicated in number 1 of the proponent’s profile.
  4. Certified experience working with international and/or local non-governmental organizations.

Legal requirements

  • Chamber of Commerce Certificate (no older than 30 days, if applicable)
  • National Tax and Customs Directorate Certificate (RUT)
  • Photocopy of the Legal Representative’s ID card
  • Bill electronically, in accordance with the provisions of the Tax Statute (if applicable)
  • Social security affiliation certificates (EPS, AFP, and ARL) and the last payment for individuals.
  • Certificate of implementation of the Occupational Health and Safety Management System signed by the legal representative and the person responsible for maintaining the Occupational Health and Safety Management System (OHSMS) with an OHS license, only for legal entities.
  • The above considerations will be included in the service provision contract to be signed with the selected applicant.

The proponent must submit a written proposal in which he/she discloses:

  1. Technical proposal of the work methodology.
  2. Financial proposal in Colombian pesos. (Price for ongoing, unlimited consultations and one-off advice subject to hourly quotation.)
  3. Submit Curriculum Vitae of the professionals who will participate and of the law firm in general, for legal entities, if applying as a natural person, submit a CV of a maximum of three (3) pages.
  4. Experience certificates issued by the contractors specifying: Duration of the work, purpose of the contract, contract amount, and degree of participation of the proponent.
  5. Complete the annex to the supplier pre-registration form in its entirety with the commercial references.
