Background

The International Development Company, a Research & Development firm headquartered in Canada, is seeking several experts to conduct national road safety awareness and information campaigns in Senegal.

Overall mission objective

This will involve organizing a vast awareness and information campaign for stakeholders and communities on all good practices in road safety, including all interventions within the framework of the Systeme Sur approach, and collecting their concerns in the form of Regional Development Committees during the development of local road safety plans, as well as community awareness sessions, combined with joint road control operations synchronized with media campaigns, relayed through traditional and digital media.

Expected results

  • Evaluation of the results of phase 1 of road safety awareness and communication campaigns to identify positive aspects, but also to correct shortcomings and limitations in order to propose innovative and evaluable actions;
    • Conducting a baseline survey on the Knowledge, Attitudes and Practices (KAP) of road users in the targeted intervention areas, within the first 60 days of the mission, to serve as a reference for the final impact assessment;
    • Development of a communication strategy and an effective system (media and digital), including: (i) the reference behavior change model; (ii) the media mix justified by the target audience; (iii) a pre-testing plan for the messages; and (iv) an integrated 12-month campaign-reinforcement calendar;
    • Development of a monitoring and evaluation (M&E) framework for campaigns including: output indicators (people reached, media impressions, materials distributed), intermediate outcome indicators (CAP scores, statistics on offences noted during checks), and, where possible, impact indicators (trends in claims on targeted corridors);
    • Acquisition of equipment and materials for communication (1 camera, 2 computers, 3 smartphones, 3 tablets, 3 microphones);
    • Organization of 6 departmental development committees (CDD), followed by technical workshops (50 participants/workshop) for the development of local road safety plans in pilot departments, with the participation of the various stakeholders;
  • Prioritizing awareness areas for optimum impact, based on an analysis of available disaster data (critical points, risk corridors);
    • Proposal of road safety themes to be highlighted, justifying their relevance in relation to the target audience and the realities on the ground, in connection with the five pillars of the Safe System;
    • The definition of language elements by zone, differentiated according to the target audiences (drivers, pedestrians, school children, professional carriers);
    • The design and popularization of a traditional and digital media plan, including a specific strategy for digital channels and social networks targeting young people and connected users;
    • Raising awareness among communities about the socio-economic consequences of road accidents and about the behaviors to adopt in the event of an accident (first aid reflexes, emergency numbers);
    • Strengthening the leadership, reputation and positioning of ANASER as the institution responsible for implementing the government’s road safety policy;
    • Laying the first foundations for a partnership between ANASER and local authorities;
    • The implementation of a synchronized schedule of joint road control operations and communication campaigns, in consultation with the Police and the Gendarmerie, with documentation of joint operations and their results;
    • Training and capacity-building sessions for stakeholders on road safety;
    • The implementation of a final KAP survey at the end of the mission, comparable to the baseline survey, allowing us to measure changes in self-reported knowledge, attitudes and behaviors attributable to the campaigns.

Qualifications and skills

  • Qualification

Certified copy of the engineering degree (Bac + 5 minimum) in transport, road safety, communication, project management, or any other equivalent degree.

  • Years of experience (10 years of experience in the field of developing awareness and communication campaigns)
    • Relevance to the mission – Measures in which the qualifications correspond
    to the tasks to be accomplished
  • Having completed one (01) similar mission reference with experience in the Safe System approach and its application in the design of awareness campaigns over the last ten (10) years since 2016
  • Having completed one (01) similar mission reference with experience in the design or evaluation of local road safety plans will be appreciated within the last ten (10) years from 2016
    • Experience of the region and the language
  • One (01) experience in the UEMOA/ECOWAS zone during the last ten (10) years from 2016
  • Knowledge of the French language: reading, writing and speaking
