  • LOCATION: Madrid.
  • DEPARTMENT: Management.
  • JOB MISSION: To strengthen the institutional security management system by promoting an organizational security culture consistent with MPDL’s principles, policies, and procedures, and based on risk prevention, analysis, and mitigation. To support the organization’s teams in implementing risk prevention, analysis, and management.

SPECIFIC RESPONSIBILITIES

Reporting directly to the Organization’s Management, the incumbent will be responsible for the following functions:

COORDINATION:

  • Promote and support the implementation of the organization’s Security Policy.
  • To promote and coordinate the development and proper implementation of the Security Management Strategy and Action Plans. Likewise, to coordinate the preparation and presentation of the Annual Security Management Report.
  • Review, update and monitor the correct application of the organization’s Security Protocol, promoting the continuous improvement of existing instruments and procedures and ensuring the integration of international standards of humanitarian security management and Duty of Care in all teams.
  • To provide technical support to other departments and areas of the organization in the preparation, updating and monitoring of the Security Plans of countries, delegations and programs,
  • To implement and facilitate the technical management of the organization’s Security Committee, providing recommendations and measures aimed at ensuring the safety of personnel, participants and operations, as well as strengthening institutional risk management.
  • Keep the Management team and the people responsible for the departments involved informed about the evolution of the security situation in the countries and branches where the organization operates.
  • Promote mechanisms for monitoring, analyzing, and reporting incidents that allow for the early identification of risks and trends.SECURITY MANAGEMENT
  • Review and support the updating of security plans for the countries, delegations, and programs in which the organization works, ensuring their suitability to the context and their alignment with the institutional Security Policy and Protocol.
  • Provide technical support in the implementation of preventive and containment measures aimed at reducing security threats and the proper management of risk situations.
  • Supporting the responsible individuals at each stage (depending on the different security levels) in decision-making related to security management, critical incidents, institutional risk exposure, and operational continuity.
  • Conduct ongoing security risk analysis and incident monitoring in the contexts in which we work, paying special attention to patterns of recurrence or escalation as early indicators of risk.
  • Develop and update risk analysis and management tools and instruments in coordination with the organization’s teams.
  • Provide technical guidance to teams on the safety guidelines and measures approved by the organization’s Safety Committee.
  • Analyze procedures, documents, and methodologies related to security management to promote continuous improvement and good organizational practices.
  • Evaluate the operational safety management of the organization’s equipment.
  • Identify technical, logistical and training needs related to security management.INSTITUTIONAL TRAINING AND STRENGTHENING
  • Promote an institutional safety culture based on co-responsibility, self-care and preventive risk management.
  • Facilitate the induction processes for hired, volunteer or intern staff in matters of security management.
  • To identify and channel the training and capacity-building needs in security management of the organization’s teams.
  • Design and deliver internal training aimed at strengthening the capacities of staff at headquarters, countries and delegations, promoting proper compliance with the organization’s Policy, Protocol and security standards.INSTITUTIONAL RELATIONS AND REPRESENTATION
  • Represent the organization in forums, conferences, seminars and coordination spaces related to security, humanitarian access, protection and crisis management.
  • Participate in working groups and coordinate the institutional relationship with specialized actors and sectoral networks such as the Coordinator’s Security Group, GISF, INSO, AECID and other relevant organizations.ECONOMIC MANAGEMENT
  • Collaborate in the planning and monitoring of budgets related to the implementation of the organization’s Security Policy.
  • Identify investment needs in physical, technological, training and operational security.
  • Support the incorporation of security costs into international funding proposals and projects.OTHER ACTIONS
  • As staff of the Movement for Peace -MPDL-, you will participate in actions aimed at protecting against abuse and harassment, as well as ensuring compliance with and respect for the internal Code of Conduct.JOB PROFILE
  • QUALIFICATIONS : University degree (Bachelor’s/Undergraduate/Diploma) and specialized and/or postgraduate training in Security Management, Crisis Management, and/or Emergency Management. Additional training in International Development Cooperation, Humanitarian Action, and/or Social Action will be considered an asset. Knowledge and/or experience in feminist approaches, human rights, peacebuilding, migration, asylum, and international protection will also be valued. Training and/or experience in Gender Equality, Human Rights, and Peace is desirable.
  • EXPERIENCE : Minimum of 5 years’ experience in security management, risk management, or similar roles. Experience in managing emergency and/or humanitarian programs (both in Spain and abroad) and/or international cooperation will be considered an asset, as will experience coordinating teams and working in complex or highly volatile environments. Demonstrable experience in humanitarian or unstable contexts will be especially valued.
  • LANGUAGES : High level of English is essential. Knowledge of French will be especially valued.
  • COMPUTER SKILLS : Advanced handling of office tools and collaborative platforms for management, monitoring and reporting.
  • OTHER SKILLS: analytical and decision-making skills, collaborative leadership, strategic and operational planning, communication and negotiation skills, teamwork, results-oriented management, flexibility, and adaptability in complex contexts. Availability to travel, both within and outside of Spain, is required. Recognized disabilities, women who are victims of gender-based violence, and/or any other situation of social vulnerability will be considered an asset.WORKING CONDITIONS
  • EMPLOYMENT : Permanent contract . Professional Group 1 of the State Social Action Agreement. Immediate start.
  • WORK SCHEDULE: 37.5 hours , Monday to Friday**.**
  • SALARY: according to collective agreement.
  • HOLIDAYS: 23 working days + specific days off as per the Collective Agreement. (proportional to the start date).
