Founded in 1922, DanChurchAid (DCA) is a Danish non-governmental organization whose work is based on rights. Present in the Central African Republic since 2015, DCA provides assistance to the most vulnerable communities in conflict and post-conflict situations through its “Safer Communities” Humanitarian Action Program: education on the risks of Small Arms and Light Weapons (SALW), Remnants of War and Explosives (ROW); Armed Violence Reduction (AVR) and peacebuilding & Psychosocial Support; Income-Generating Activities (IGA); distribution of non-food and household goods (NFIs), conditional and unconditional cash (food vouchers, etc.), distribution of seeds and tools; and support for Civil Society Organizations in their involvement in Security Sector Reform (SSR).

DCA is looking for 01 experienced Security Officer for guidance and analysis in the context of the implementation of its activities.

JOB PURPOSE:

The Country Security Officer (CSO) supports the country office in the safe and effective implementation of DCA’s activities in the Central African Republic, supporting program delivery in complex and high-risk environments. The position provides ongoing security oversight, guidance, and monitoring to ensure the protection of personnel, assets, and premises, in accordance with DCA’s policies and best practices.

In addition to the responsibilities described in their job description, the employee may be required to perform any other reasonable task requested by their manager to meet the needs of the organization.

The Country Security Manager provides direct support to the country office through analyses, field missions, and crisis management support. The position assists the Country Director in strengthening security systems, improving operational access, and aligning with DCA’s overall security framework.

The position works closely with:
• the Country Director for the Central African Republic
• program teams
• support function teams
• implementing partners
• the roving Security Advisor at headquarters (HQ)

ROLES & RESPONSABILITES :

Security analysis and risk monitoring
• Monitor and analyze security, political and conflict dynamics affecting DCA operations in CAR
• Support country teams in identifying and analyzing threats to personnel, assets and programs

Risk management and security systems
• Support the development of mitigation measures
• Assist country offices in reviewing and updating SOPs, contingency plans and security procedures

Movement Management
• Conduct required security checks before each field mission
• Provide security briefings to teams before field deployments
• Ensure strict adherence to movement protocols and security procedures

Security of premises and property
• Conduct regular security assessments of premises and facilities
• Conduct regular security assessments and implement measures to enhance base security
• Ensure that guards perform their duties in accordance with established security protocols

Access and operational support
• Conduct field missions to support operational access and engagement with stakeholders
• Support stakeholder mapping

Liaison and coordination
• Liaise with administrative authorities to obtain the necessary authorizations for activities and movements
• Actively participate in humanitarian security coordination groups in the Central African Republic

Incident and Crisis Management
• Support incident analysis and reporting
• Participate in incident management teams during crisis situations

REQUIRED SKILLS:

  • To have a university level of education
  • Proven experience in analyzing security contexts and situations
  • 05 years experience in a similar position with international organizations.
  • Being able to work in a team;
  • Ability to work under pressure;
  • To be of Central African nationality.

Contract type: Fixed-term contract
