ROLE DIMENSIONS:
The Security Officer will be responsible for actively overseeing and monitoring the security environment and personnel movement within the CBPF/US A Ward project in El Salvador and Guatemala.
Their role will focus particularly on security management, logistical support, and movement planning, establishing and maintaining positive working relationships with all departments, especially the Security Department, and ensuring that Security Protocols are reviewed, updated, and followed regularly by both staff and visitors to guarantee the safety of all Plan International personnel.
This will involve, among other things, promoting a safety culture among staff; monitoring and analyzing the security context in which the CBPF project operates in El Salvador and Guatemala; and facilitating the issuance of alerts. The person in this position will be responsible for participating, alongside the Cluster Security Coordinator, in security management activities, overseeing the planning and monitoring of travel, and collaborating with relevant stakeholders to ensure the smooth and safe operation of the organization. The
scope of responsibility covers both Plan International El Salvador and Guatemala.
GOALS:
The main objectives of this position are the following:
• Contribute to effective security management by assisting in the development and implementation of policies, procedures, and incident reporting within CAMMS.
• Provide logistical support to various operations, ensuring timely procurement, inventory management, and resource distribution.
• Control the movement of personnel, vehicles, and equipment to guarantee efficient and safe operations.
RESPONSIBILITIES:
Security Management:
• Collaborate with the Cluster Security Coordination team to develop, implement, and enforce security policies, procedures, and protocols in El Salvador and Guatemala.
• Participate in risk assessments and help identify potential security risks and vulnerabilities.
• Monitor and analyze the political, social, and security context, providing early warning reports to the management team.
• Systematically collect information and continuously gather data from primary sources (field team, communities, partners) and secondary sources (media, institutional reports, local networks).
• Conduct periodic trend and risk analysis, identifying patterns, changes in violence dynamics, key actors, and potential scenarios that could affect operations.
• Ensure and oversee the movements, deployments, and missions of the entire project.
• Collaborate on the logistics of security training for staff members.
• Ensure communication trees are updated and emergency communication plans are in place.
• Provide support and availability for deployment in security assessments and management during emergencies.
Collaboration and Networking.
• Collaborate in gathering information for situation reports (SITREP), alerts, and notices related to project security in El Salvador and Guatemala.
• In support of the Cluster Security Coordinator, establish a network of contacts with relevant security actors (i.e., other NGO security coordinators, Plan International regional/local contacts, local stakeholders, among others) to help gain a broad perspective on interpreting the context, changes in security trends, and access.
Assessment, Analysis, and Monitoring
• Participate in field missions if requested and necessary to collaborate on security matters.
• Develop a security risk matrix for project intervention sites.
• Coordinate the appropriate use of telecommunications systems.
• Support the implementation of the security training plan for all staff and partners.
Deliverables to Regional Security
: • Bi-weekly security updates for staff and key stakeholders.
Periodic security updates are shared every two weeks to improve situational awareness, staff preparedness, and decision-making.
• Monthly security incident and trend report.
Monthly report on security incidents, trends, operational implications, and recommended mitigation measures.
• Quarterly Security Risk Assessments (SRAs) for projects/operations.
SRAs for the project or priority areas are completed, and recommendations for risk reduction and safer implementation are shared.
• Review and update of emergency protocols, including evacuation activation points and guidelines for staff movement.
− Updated emergency protocols, clear activation points for evacuation, and guidelines for staff facing movement or other critical situations.
− Validations of hotels, wineries, guesthouses, or event venues available to project staff.
– Updated communication tree, emergency contacts, and secure communication procedures. Updated emergency communication tree and stronger agreements for emergency information sharing.
TECHNICAL EXPERIENCE, SKILLS, AND KNOWLEDGE:
• 2 years of relevant work experience in security and/or logistics advisory roles in a complex political-humanitarian crisis.
• Languages: Spanish. English proficiency is a plus.
• Solid knowledge and understanding of security management principles and movement planning.
• Excellent organizational and time management skills to handle multiple tasks and prioritize them effectively.
• Attention to detail and ability to maintain accurate records and documentation.
• Effective communication and interpersonal skills to collaborate with diverse teams and stakeholders.
• Ability to solve problems and make decisions to address operational challenges.
• Proficiency in relevant software and systems for logistics management and security monitoring.
• Ability to relate well to a diverse group of people and provide good customer service while managing multiple priorities.
• Knowledge, ability, and willingness to learn Plan International’s management tools, frameworks, and programs, in accordance with Plan International’s policies and guidelines.
• Experience using GPS systems and geolocation on maps.
• Experience using satellite equipment.
• Proven ability to be flexible and work well under pressure in dynamic team environments.
• Positive attitude towards learning and flexibility to adapt practices to the local context.
• Good computer skills and knowledge of MS Office (Word, Excel, PowerPoint, Outlook) and the Internet.
Basic knowledge of humanitarian access strategies.
• Knowledge of the political and security context of El Salvador and Guatemala.
EFFECTIVENESS:
Upon signing this contract, the Security Officer is expected to perform the duties outlined above and fulfill the scope of work with the utmost competence and professional and ethical integrity.
The Security Officer is expected to observe and comply with Plan International’s rules, regulations, and policies. If the Security Officer is found guilty of misconduct or breach of any of these terms, Plan International has the right to terminate this contract immediately.
