Background of the Operation:

CESVI is a secular and independent association founded in Italy in 1985 that works for global solidarity and the ideal of social justice through humanitarian development projects. Its very name, CESVI, Cooperazione e Sviluppo (Cooperation and Development), expresses its philosophy of action, based on empowering its beneficiaries to take ownership of their own progress, so that international aid is not merely a temporary act of charity, but rather fosters genuine sustainable development for the most vulnerable populations.

CESVI has been present in Venezuela since 2019, developing an increasingly integrated humanitarian response to the country’s prolonged socioeconomic and humanitarian crisis in the states of Amazonas, Capital District, Falcón, Miranda, Sucre, La Guaira (Vargas), and Zulia. During this period, CESVI has worked primarily in the areas of Protection, including gender-based violence (GBV), child protection, prevention of exploitation and trafficking, case management, mental health and psychosocial support (MHPSS), legal assistance, and sexual and reproductive health; Food Security and Basic Needs, through food assistance, cash transfers and vouchers, and support with essential household items; WASH, including access to safe water, assistance, and hygiene promotion initiatives; and Livelihoods and Early Recovery, supporting vulnerable households to recover their income and strengthen their resilience. In early 2016, CESVI launched a project for the Safe Mobility of Venezuelans returning to the country. CESVI’s programs in Venezuela have a diversified funding base that includes institutional donors, foundations, and private funds, enabling the organization to implement both large-scale humanitarian interventions and more flexible and targeted responses.

Following the earthquake of June 24, 2026, CESVI significantly expanded its emergency operations to include Emergency Shelter and Non-Food Items (NFI), WASH, Food Security, multipurpose and sectoral monetary assistance through cash and electronic vouchers, Protection and MHPSS, Safe Mobility, Early Recovery and Livelihoods, combining immediate lifesaving assistance with longer-term recovery and resilience support.

2. Job Summary:

Location: Caracas, Venezuela (with periodic field deployments in the states of La Guaira, Miranda, Aragua and other states when requested).

Under the direct supervision of the Head of Mission (HoM), the Security Officer is responsible for leading the comprehensive management of operational security risks, ensuring the protection of personnel, assets, infrastructure, and the continuity of CESVI’s humanitarian operations in Venezuela. The position involves continuously assessing the socio-political and security environment, developing and implementing risk mitigation protocols, training the team on preventative measures, and coordinating the response to incidents or emergencies in the areas of intervention.

3. Main Responsibilities and Functions:

3.1. Context Analysis and Risk Monitoring:

  • Monitor daily the security situation and the geopolitical environment in the intervention zones and travel routes in Caracas, La Guaira, Miranda and Aragua.
  • Prepare and disseminate periodic context reports, risk assessments, early warnings, and key stakeholder analyses for operational decision-making.
  • Draft and immediately submit security incident reports (SITREP) to the coordination and the Head of Mission.

3.2. Protocol and Prevention Management:

  • Develop, review and continuously update the Institutional Security Plan, Evacuation Plans, Standard Operating Procedures (SOPs) and Hibernation/Emergency Protocols.
  • Ensure the design, constant updating and compliance of the phone tree and emergency communication mechanisms.
  • Evaluate, monitor and support the mission chief and the emergency coordinator by authorizing the routes and movement plans of personnel in the field (granting security clearance).

3.3. Training, Awareness and Safety Culture:

  • Provide mandatory safety inductions to all new staff, consultants, volunteer staff, and visitors.
  • Continuously train the team in field conduct standards, incident management, basic first aid, fire prevention and risk mitigation.
  • Promote the systematic integration of the Do No Harm, Protection against Sexual Exploitation and Abuse (PEAS) approaches and community acceptance as fundamental pillars of passive security and humanitarian access management.

3.4. Physical Security, Operational Logistics and Coordination:

  • Conduct periodic physical security and infrastructure assessments at CESVI facilities (offices, warehouses, guesthouses) and formulate recommendations for procedural and structural improvements.
  • Verify in coordination with the logistics team the correct functioning of communication equipment (radios, satellite phones, GPS) and emergency kits (first aid kits, fire extinguishers, evacuation supplies).
  • To serve as a point of contact and operational liaison for the Security Working Group (SWG), with local authorities, security forces, community leaders and inter-agency humanitarian security networks (e.g. UNDSS, NGO forums).

4. Minimum Requirements and Skills:

  • Education: University degree in Police/Military Sciences, Risk Management, International Relations, Law, Administration or related areas.
  • Experience: Minimum three (3) years of proven experience in operational safety management, risk analysis or contingency management, preferably in the humanitarian or international cooperation sector.
  • Technical/Specific Knowledge: Proven handling of the humanitarian framework, protection principles, Sphere standards and humanitarian access approach; training in risk assessment, life support and crisis management; extensive knowledge of the geography and socio-political dynamics of Caracas, La Guaira, Miranda and Aragua.
  • Skills: High analytical and synthesis capacity, assertive communication, conflict management, stress management and decision making under pressure, discretion and absolute confidentiality.
  • Computer Tools: Proficiency in Microsoft Office and computer tools for recording and monitoring security information.
  • Languages: Fluent in Spanish (spoken and written). Intermediate English proficiency is desirable.
  • Other Requirements: Valid driver’s license (desirable). Immediate availability for frequent field trips in Caracas, La Guaira, Miranda, and Aragua.
