December 2025 – December 2026, with renewal option.
Duties:
Tasks & Responsibilities
- Advise Country Director and Management Team on risk mitigation, security measures and travel,
- Support the continued development, implementation and proactive refinement of general and risk specific crisis and emergency management plans, concepts, processes and standard operating procedures,
- Maintain and manage the GIZ Crisis Communications System.
- Conduct risk assessments, security planning and analysis, including site assessments of office premises, project implementation areas and other relevant sites,
- Establish and maintain a security network of relevant stakeholders, including local and national authorities, the German Embassy as well as (I)NGOs, security forces, local authorities, etc.
- Provides recommendations on security planning & risk mitigation,
- Advise on the security implications of new programs, projects, or organizational changes,
- Support incident reporting and track political, criminal, environmental and socio-economic developments operations,
- Responsible for strengthening internal capacity on risk mitigation, safety protocols, and crisis response procedures,
Profile requirements:
Qualifications
- University degree in in relevant subject(s), ideally with security risk and/ or disaster management,
- Certifications in risk and disasters or comparable qualifications are desirable,
- Candidate must be a citizen of Saint Lucia or a resident holding a valid work permit for this country.
- At least 5 years of documented security risk management related experience in the Caribbean, ideally in a development or humanitarian setting.
- Additional training and experience in security risk and emergency management, counter terrorism, facility protection, health etc. are desirable,
- Proven practical/applied crisis management experience.
Languages, applications and other competences
- Excellent writing and communication skills in English are essential; German and Spanish language skills would be an advantage,
- Strong analytical and reporting skills,
- Excellent working knowledge of relevant ITC technologies,
- Strong intercultural and personal skills to work in an international environment,
- Well organized and precise, service-oriented, proactive, team player, discrete and sensitive in the handling of confidential data,
- Very good analytical skills and the ability to create, convey and implement new concepts, ideas, systems and processes in an established multicultural environment, also under difficult circumstances,
- Familiarity with the Caribbean security culture and awareness of main security risks in the region,
- Expert knowledge of security situation and natural hazards in the Caribbean, preferably in the context of development/humanitarian work and international organisations,
- Access to security risk management relevant national, regional and international networks,
- Able to work autonomously and ability to make sound, rational decisions in critical situations,
- Very good digital skills. Knowledge of digital incident management and geographic information systems are an advantage,
- Able to work under pressure, willing to work at odd hours and to regularly travel within the Caribbean.
