Senior Medical Officer – Roster position At Croix-Rouge Française

This recruitment effort aims to build a pool of team members who can be mobilized in an emergency; it is not for a specific assignment that needs to be filled immediately.

As part of its contribution to the International Red Cross and Red Crescent Movement’s emergency health response, the French Red Cross (CRF), through its International Operations Directorate (DOI) and its International Emergency Unit (PUI), mobilizes medical and public health resources that can be rapidly deployed in response to humanitarian crises: natural disasters, , population displacements, and epidemics.

Depending on the context, activities may include primary and emergency health care (triage, stabilization, wound care, referral), infection prevention and control, epidemic surveillance and response, community health, and support for local health facilities.

The Senior Medical Officer has direct operational responsibility for the implementation of emergency medical and clinical activities. He supervises and mentors the clinical team in the field, ensuring compliance with quality standards, medical protocols, and best humanitarian practices. Under the supervision of the Project Coordinator, he translates strategic directives into concrete actions, ensuring the effectiveness, safety, and quality of the medical services provided to affected populations.

Mission

Management and Supervision of the Medical Team

  • Lead, supervise, and evaluate the performance of the clinical team (doctors, nurses, nursing assistants)
  • Ensure the team’s ongoing training and capacity building
  • Manage disciplinary issues and performance reviews
  • Ensure the team’s well-being and safety in emergency situations

Implementation and Quality Assurance of Medical Services

  • Coordinate the establishment of clinics, first-aid stations, and medical facilities in the field
  • Ensure compliance with medical protocols, clinical guidelines, and quality standards
  • Oversee the delivery of clinical services (consultations, triage, emergency treatment)
  • Ensure compliance with PCI protocols throughout the entire medical facility.
  • Ensure compliance with the principles of medical ethics and patient protection
  • Ensure the effectiveness of community engagement and that patient feedback on the quality of care is taken into account

Health Data and Information Management

  • Ensure the rigorous collection, documentation, and transmission of clinical data
  • Oversee the use of health management tools (RCHIS, medical records)
  • Ensure the confidentiality and security of patient data
  • Produce clinical reports and data analyses to support decision-making

Operational Coordination and Communication

  • Communicate regularly with the Project Coordinator, Medical Coordinator, and operational partners
  • Participate in health coordination meetings and sector-specific health groups
  • Liaise with local health authorities and health facilities
  • Contribute to team meetings and clinical debriefings

Medical Logistics and Resource Management

  • Oversee the management of inventories of medications, supplies, and medical equipment
  • Ensure the upkeep and maintenance of medical equipment
  • Track consumption and report restocking needs
  • Help ensure compliance with biomedical waste disposal procedures, in collaboration with WASH teams.

Safety, Well-being, and Compliance with Standards

  • Uphold and promote a culture of safety and health and safety protocols
  • Ensure compliance with the principles of the Red Cross and Red Crescent
  • Perform any other duties assigned by the direct supervisor

  • Clinical Expertise: Excellent knowledge of triage protocols, emergency treatment, and the management of common illnesses in emergency settings

Profile

Education – Required

  • Medical degree, registered nurse, or equivalent clinical professional qualification

Education – Preferred

  • Certification in first aid/CPR
  • Certification in public health or epidemiology
  • Training in crisis management/complex emergencies
  • Training in child protection and human trafficking prevention

Experience – Required

  • At least 5 years of clinical experience, preferably in an emergency or community setting
  • At least 1 year of experience working with international humanitarian organizations
  • Demonstrated experience supervising and managing multidisciplinary teams.
  • Experience caring for vulnerable populations (pediatrics, obstetrics and gynecology, maternal health, infectious diseases, and/or general medicine).

Experience – Desirable

  • Previous experience with the CRF, the Red Cross, or other organizations within the ICRC-Red Cross Movement
  • Experience in leadership and managing multidisciplinary teams
  • Previous experience in managing health crises or epidemics.

Languages

  • French: fluent (spoken and written)
  • English: minimum B2 level (spoken and written)
  • Other regional languages: preferred depending on the assignment (Spanish, Arabic, etc.)
