General Description of the Role (Brief):
The Programme Officer plays a central role in ensuring programme quality, compliance, and organizational growth. The position is responsible for coordinating donor due diligence and organizational capacity assessments, supporting business development and proposal submissions, overseeing reporting and documentation processes, and strengthening programme quality and compliance. Working closely with project leads, technical teams, and the MEAL unit, the Programme Officer ensures that AFH delivers high-quality, compliant, and impactful programmes while continuously capturing lessons learned to inform future initiatives.
Qualifications and Education Requirements:
Bachelor’s degree in international development, Social Sciences, Public Administration, or a related field.
General Work Experience:
• Minimum 3 years of relevant professional experience in project management, business development, or donor compliance within NGOs or international organizations.
• Proven experience in donor due diligence, organizational capacity assessments, and compliance with donor requirements.
• Strong background in proposal development, reporting, and coordination across departments.
• Experience working with international donors (e.g., UN agencies, USAID, EU, ECHO, bilateral donors) is highly desirable.
Skills:
• Excellent organizational and project management skills with attention to detail.
• Strong writing, editing, and reporting skills in English and Arabic.
• Proficiency in MS Office Suite (Word, Excel, PowerPoint); experience with donor online platforms is an advantage.
• Ability to coordinate across departments and manage multiple priorities under tight deadlines.
• Strong analytical skills with the ability to capture lessons learned and translate them into actionable improvements.

Main Duties/Responsibilities:
• Due diligence and Organization capacity Assessment exercises: 30%:
• Serve as the focal point for donor due diligence requirements.
• Maintain an updated repository of AFH policies, guidelines, and legal documents required for donor and partner vetting.
• Coordinate organizational capacity assessments and ensure timely submission of all required documentation.
• Liaise with department leads to complete donor and partner requirements accurately.
• Ensure systematic documentation, archiving, and accessibility of all due diligence exercises.
• Coordinating Business Development and proposal submissions: 30%
• Maintain and regularly update the Business Development tracker with new submissions.
• Document proposal development meetings and prepare action plans for follow-up.
• Coordinate with technical leads and staff to ensure timely submission of concept notes and proposals.
• Support the submission of proposals and applications through donor portals as required.
• Facilitate evaluation sessions for unsuccessful proposals, documenting lessons learned and ensuring follow-up.
• Ensure proper documentation and archiving of all business development materials.
• Reporting and documentation: 20%
• Develop and maintain a master reporting schedule, ensuring adherence to deadlines.
• Review and edit reports to enhance quality before submission to the Head of Programmes or donors/ partners.
• Collect, compile, and analyze data to prepare high-quality monthly, quarterly, and annual reports.
• Collaborate with M&E and Communications teams to produce newsletters, brochures, media reports, and case studies.
• Attend coordination meetings, prepare, and disseminate minutes.
• Work with MEAL to ensure lessons learned are systematically captured and stored.
• Programme Quality and compliance: 20%
• Support project teams to establish and maintain project management tools (procurement plans, implementation plans, recruitment plans, MEAL plans, etc.).
• Ensure project leads understand and comply with donor-specific rules and procedures.
• Monitor programme implementation to ensure alignment with donor/partner compliance requirements.
• Participate in BVA and ITT meetings, draft action points and follow-up plans.
• Coordinate project kick-off meetings, documenting and disseminating agreed action points.
• Support project leads and MEAL in ensuring proper project closure and organizing lessons-learned workshops.
• Other Duties:
• Perform additional responsibilities as assigned by the line manager, in line with the role and organizational priorities.
