Under the overall supervision of the Head of Sub-Office (HoSO) in Cotabato, direct technical supervision of the National Migration Health Project Officer (SM/ARH) in Cotabato, and direct administrative supervision of National Migration Health Project Officer (HSS) in Marawi, the successful candidate is responsible and accountable for supporting quality implementation of IOM’s health programming in Mindanao, particularly the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The candidate is expected to work closely with Ministry of Health (MOH) – BARMM, province of Lanao del Sur, City of Marawi, and other government and non-government stakeholders, for quality implementation of Safe Motherhood and Adolescent Reproductive Health (SM/ARH) deliverables, in line with IOM standards, policies and commitments, and donor requirements.
Responsibilities
1. Assist in the implementation ofassessment, training, technical assistance, awareness building, infrastructure support, community engagement, and mentoring and feedbacking activities related to safe motherhood and adolescent reproductive health under the direct technical oversight of National Health Officer for SM/ARH.
2. Support collaboration and coordination efforts with government and non‑government partners—including the private sector, academe, religious and faith‑based organizations, women and youth groups, civil society organizations (CSO), and other relevant actors.
3. Provide field-based operational support and technical assistance to the local health counterparts on social and behaviour change communication (SBCC), referrals, community education, basic emergency maternal care, PhilHealth Maternal Care Package accreditation and reimbursements, comprehensive gender for health education, adolescent screening, data quality check, and policy development, under the guidance of National Health Officer for SM/ARH.
4. Monitor implementation progress at the field level, document lessons learned, and provide regular and timely reports, updates, and feedback to the National Migration Health Officer for SM/ARH.
5. Assist in the integration of migration health considerations into family health and adolescent health programmes, facilitating inclusive and preventive care.
6. Provide necessary field-level data and support to effective monitoring, evaluation, documentation, and reporting SM/ARH activities in close collaboration with Senior Monitoring, Evaluation, Research, Learning, and Adapting (MERLA) Assistant.
7. Participate in local health-related meetings including thematic subgroups and technical working groups.
8. Support the operationalization of the Accountability to Affected Population (AAP) framework and mechanism in coordination with Monitoring and Evaluation (M&E) unit and the integration of Prevention of Sexual Exploitation and Abuse (PSEA) strategies with technical guidance from PSEA Officer.
9. Undertake duty travel in support of programme implementation, including to assist government counterparts in local response to public health emergencies.
10. Perform other duties as may be assigned.
Qualifications
Education
- University degree in public health, midwifery, nursing, health administration, social sciences, or other-related disciplines from an accredited academic institution with four (4) years of relevant experience; or
- High school degree with minimum six (6) years of relevant professional experience.
- Relevant accreditation/certification or formal training in areas related to BEmONC, CEmONC, Social Behaviour Change, HEEEADSSS, health information, leadership and governance, FHSIS, facility administration, and data quality, management and analysis is a distinctive asset.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in programme support, implementation, monitoring and evaluation, and coordination of public health activities;
- Experience in assisting LGUs and health offices in maternal health and adolescent reproductive health in the public health sector, a distinctive asset;
- Experience in humanitarian or development operations and/or Government Social or Health Services; and
- Experience in liaising with government counterparts, including those in DOH and/or BARMM Ministries.
Skills
- Proficiency in statistical software and data management tools;
- Excellent analytical, communication, research, and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Offices;
- Strong ability to conduct mentoring, joint feedback and advocacy sessions to influence health policies and resource allocations.
- Ability to integrate nutrition, ARH, and safe motherhood into training or community advocacy initiatives;
- Strong familiarity with the context of BARMM and surrounding areas, knowledge of the issues and programs related to Health Systems at the National and Local (Mindanao) level is highly desirable.
Language
All IOM staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, Spanish).
For this position, fluency in English and Filipino is required (oral and written).
Desirable, working knowledge of any BARMM language.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
