The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:

‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.

This phase of TSSP3 will run from November 2023 to November 2028.

The Role

The Senior Safeguards Coordinator GEDSI supports the practical implementation of TSSP3’s GEDSI Strategy across transport infrastructure activities. The role provides hands-on technical oversight to ensure that contractors and partner agencies systematically integrate GEDSI and relevant social safeguards requirements into design, procurement, construction, and monitoring processes, in line with DFAT policy and GoPNG priorities.

The position focuses on operationalising GEDSI, moving beyond compliance to strengthen systems, processes, and accountability for inclusive delivery. This includes supporting the application of DFAT’s GEDSI frameworks through measures that promote safe, accessible, and equitable participation in transport infrastructure works, including respectful workplaces, prevention of gender-based violence, disability inclusion, and meaningful community engagement.

About You

· Tertiary qualification in gender studies, social sciences, development studies, disability studies, social policy, or a related discipline relevant to GEDSI and social inclusion in infrastructure or development programs.

· Minimum 8 years of experience in GEDSI, social safeguards, or social inclusion roles, preferably within infrastructure, construction, or large-scale service delivery programs in Papua New Guinea, the Pacific, or comparable contexts.

· Strong understanding of GEDSI risk identification and management, including prevention and response to SEAH, gender-based violence, disability exclusion, unsafe or inequitable labour practices, and barriers to participation.

· Familiarity with DFAT GEDSI and Women’s Economic Empowerment (WEE) policies, GoPNG gender, disability and labour frameworks, and relevant international standards related to social inclusion and protection, including IFC Performance Standards on Labour and Working Conditions and Community Health and Safety.
