Founded in 1922, DanChurchAid (DCA) is a Danish non-governmental organization whose work is based on rights. Present in the Central African Republic since 2015, DCA provides assistance to the most vulnerable communities in conflict and post-conflict situations through its “Safer Communities” Humanitarian Action Program: education on the risks of Small Arms and Light Weapons (SALW), Remnants of War and Explosives (ROW); Armed Violence Reduction (AVR) and peacebuilding & Psychosocial Support; Income-Generating Activities (IGA); distribution of non-food and household goods (NFIs), conditional and unconditional cash (food vouchers, etc.), distribution of seeds and tools; and support for Civil Society Organizations in their involvement in Security Sector Reform (SSR).
DCA is looking for 01 experienced Senior Team Leader EREE for the implementation of its activities.
JOB PURPOSE:
DanChurchAid (DCA) is seeking an experienced Senior Team Leader for its national office in the Central African Republic (CAR), within a multi-sectoral humanitarian response program. This position will be based at DCA’s coordination office in Bouca, with frequent field travel.
ROLES & RESPONSABILITES :
- Ensure compliance of data management for technical reports (accidents, victims and explosive device risk education sessions), in accordance with applicable SOPs.
- In coordination with the LAMH Programme Manager, develop and update materials and technical tools (risk education, community liaison, victim assistance) for DCA’s LAMH projects.
- Support the LAMH Program Manager in training activities for DCA staff, DCA project partners and humanitarian actors as needed.
- Under the leadership of the LAMH Program Manager, contribute to the preparation of quality and timely project reports, in accordance with DCA and donor requirements.
- Ensure the integration of protection and gender into all projects, by ensuring the inclusion of marginalized and vulnerable groups in all LAMH activities.
- Ensure the popularization and respect of the DCA accountability mechanism in the LAMH project areas.
- Ensure LAMH interventions comply with the policies and requirements of the Central African authorities, DCA and donors.
- Develop/support the LAMH staff of DCA partners.
- Conduct quality assurance visits of all LAMH activities in the project area, in close collaboration with the LAMH Program Manager.
- Maintain direct coordination with the LAMH Program Manager for all aspects related to project implementation (activity planning and implementation, project cycle and finance management, budgets and procurement forecasts) and ensure compliance with internal MEAL guidelines regarding reporting and proactive communication.
- Actively participate in the LAM Area of ​​Responsibility meetings in Bangui.
- Ensure coordination at the local level with relevant humanitarian forums/clusters/working groups, international and national NGOs, United Nations agencies, local authorities and other stakeholders, with the support of the LAMH Programme Manager and the Programme Director.
Communication et coordination :
- Liaise with stakeholders (local authorities, state technical services, etc.), team members and project beneficiaries to ensure effective communication and coordination.
- Support the DCA MEAL team in documenting project progress, the impact of activities, and ensuring the sharing of key information with stakeholders.
- Promote information sharing and coordination among implementing partners, particularly to ensure consistency of approach across field activities.
Information management, reporting and knowledge sharing:
- Contribute to updating key LAMH project documents, including work plans, schedules, budgets and reports, as well as monitoring logical frameworks and project results.
- Document lessons learned and success stories in collaboration with the MEAL team.
- Ensure the proper management, storage and sharing of key technical data for the LAMH project.
- Communicate regularly with the LAMH Program Manager at DCA on project progress and challenges faced by the teams of partner organizations.
- Write and share all narrative reports of QA visits in strict compliance with the planned deadlines and formats, with clear and precise recommendations.
- Participate in program and budget monitoring meetings organized at the DCA coordination level.
- Contribute to centralizing and compiling lessons learned and recommendations at the various key stages of the LAMH project and following the capitalization/closure workshops.
- Write ad hoc success stories and/or case studies according to the requests and needs of the mission to highlight the impact and approaches of the project.
Safety and security:
- Ensure that all relevant safety, security and contextual information is collected, updated and shared regularly, in collaboration with the Security and Access Manager.
- Ensure that DCA’s LAMH activities, particularly those related to information gathering, do not endanger communities.
- Collaborate with the Security and Access Manager, the LAMH Program Manager and the Program Director to oversee the implementation and compliance with security procedures, make sound decisions and assist in the management of security incidents at the local level, as needed.
Quality assurance:
- Ensure the implementation of activities in accordance with DCA’s requirements for quality management of LAMH activities (SOP), in collaboration with the DCA LAMH Program Manager.
- Conduct regular monitoring missions to ensure the quality of activity deliverables, and support the process of strengthening the technical capacities of local partners.
- Share recommendations from quality assurance missions with implementation partners and ensure their follow-up in order to improve the quality of interventions.
- To ensure respect for humanitarian principles, including accountability to beneficiaries and the effectiveness of interventions, while ensuring that activities are implemented according to good humanitarian and development programming practices.
- Evaluate the relevance of the activities carried out, the effectiveness of the interventions and their suitability in light of the changing context and the needs of the populations.
- Ensure the sustainability of the project objectives, the long-term viability of the actions, and compliance with established norms and standards.
- Contribute to the development, planning and facilitation of evaluations carried out by the MEAL Officer.
- Coordinate and contribute to the production of communication materials for the project.
Required skills and knowledge:
- A relevant academic qualification at the bachelor’s level in management, development studies, or any other relevant subject, or equivalent professional experience;
- At least 4 years of experience, preferably within non-governmental organizations in the humanitarian field (mitigation, adaptation, protection, among others);
- Prior skills and basic knowledge in the field of humanitarian mine action (explosive device risk education, non-technical investigations, victim assistance) is an advantage.
- Good analytical and research skills;
- Experience in an unstable environment and ability to work under pressure;
- Ability to travel for extended periods in regions and localities far from Bangui;
- Maîtrise de Microsoft Office (Excel, Word, Outlook, PowerPoint);
- Languages: excellent command of written and spoken French is required; excellent command of Sango; knowledge of spoken and written English is an asset;
- Strong skills in working with partner NGOs, team building and communication;
- Problem-solving attitude, organized and structured approach, and ability to plan, coordinate, and lead processes involving multiple stakeholders and interests;
- Commitment, flexibility, results orientation and strong interpersonal skills, including the ability to manage a busy workday with conflicting deadlines in a multicultural environment.
